Rail coalition calls on Senate to approve STB nominees

The Rail Customer Coalition is calling on the U.S. Senate to approve President Donald Trump's nominations of Robert Primus and Michelle Schultz to fill two vacancies on the five-member Surface Transportation Board (STB).Primus, a Democratic congressional staffer from New Jersey, was recommended by U.S. Sen. Chuck Schumer (D-N.Y.). He and Schultz require Senate confirmation before they may be seated on the board. Schultz's Senate confirmation has been stalled for two years.Schultz, of Pennsylvania, has served as deputy general counsel at the Southeastern Pennsylvania Transportation Authority.The coalition — which represents more than 70 trade associations in the manufacturing, energy and agricultural industries that rely on freight-rail service — sent a letter to the Senate Transportation Committee in support of the nominees' confirmation."The confirmation of Ms. Schultz and Mr. Primus will allow the board to live up to its obligations under the Staggers Act and continue to pursue sensible reforms that will benefit everyone," the letter states. "Such reforms will increase access to competitive freight-rail service and market-based rates, while cutting red tape and allowing the board to operate more effectively."If approved by the Senate, Primus and Schultz would join Republican Chair Ann Begeman, Republican Patrick Fuchs and Democrat Vice Chair Marty Oberman on the STB.

CN rolls out infrastructure plans for Louisiana, Mississippi

CN announced today it will spend $60 million across Louisiana and $50 million across Mississippi on infrastructure projects this year.

In Louisiana, the dollars will go toward a multiyear project to rebuild the McComb Spillway Bridge. In addition, crews will replace 6 miles of rail, install 20,000 new ties, rebuild 21 grade crossing surfaces, and perform maintenance work on bridges, crossings, culverts, signaling and track.

NYCT to acquire 25 diesel-electric locomotives

The Metropolitan Transportation Authority (MTA) last week entered into an agreement with Wabtec Corp. subsidiary Motive Power Inc. to purchase 25 diesel-electric locomotives for MTA New York City Transit.The new R255 locomotives will replace diesel locomotives built between 1966 and 1977. The locomotives will have the capability to work in an all-electric mode within confined work zones for up to eight hours, and will be used to move work trains that must operate at job sites where third rail power is removed, MTA officials said in a press release.The locomotives also will be equipped with cameras to capture images of the track, wayside and signals along the length of the track, as well as on-board monitoring and diagnostics systems that can help technicians maintain and repair the locomotives, agency officials said.Funding for the $233 million order comes from the MTA’s 2015-2019 Capital Program. Deliveries will begin in 2023.

OptiFuel Systems LLC is in the process of finalizing a $2.6 million U.S. Department of Energy (DOE) grant to demonstrate a pre-production renewable natural gas (RNG) hybrid, 4,300-horsepower line-haul locomotive. The program aims to demonstrate that a suite of commercially available engines present a near-term, low risk solution to create an affordable RNG hybrid line-haul locomotive with near zero emissions while simultaneously improving fuel cost by 50 percent, OptiFuel officials said in press release. Partially funded with the DOE grant, the program will allow pre-production testing at the Transportation Technology Center Inc.

The Federal Railroad Administration, in conjunction with the Small Business Innovation Research Program, awarded Wi-Tronix LLC a contract to evaluate the ability of forward-facing cameras in locomotives to detect and analyze grade crossing infrastructure. Wi-Tronix will also evaluate the use of video analytics and visual intelligence tools.

Alaska Railroad Corp. (ARRC) will shorten the travel season for one train and decrease operating days for another due to reduced ridership caused by the COVID-19 pandemic. 

ARRC’s Coastal Classic, which provides passenger-rail service between Anchorage and Seward, will end daily operations on Sept. 7, one week earlier than originally scheduled, ARRC officials said in a press release.

ARCI: Rail-car orders, deliveries slowed in Q2

In the second quarter, rail-car deliveries totaled 8,441 units, down from 15,623 units during the same 2019 period, according to the Railway Supply Institute's American Railway Car Institute Committee.Rail cars delivered during Q2 also declined from first-quarter 2020's 10,824 units.The number of rail cars ordered in Q2 plummeted to 1,923 units from 11,754 ordered during the same period a year ago. Orders previously totaled 6,172 units in the first quarter and 8,464 units in fourth-quarter 2019.Meanwhile, the rail-car backlog stood at 39,612 units on July 1, down from 46,330 units on April 1. The backlog previously totaled 51,295 units on Dec. 31, 2019, and 58,127 units on Oct. 1 , 2019.

Development projects near Dallas Area Rapid Transit (DART) light-rail stations created $10.27 billion for the economy in the Dallas-Forth Worth region, according to a University of North Texas (UNT) study

The UNT Economics Research Group reviewed 81 development projects completed between 2016 and 2018 within a quarter mile of DART stations with a total property value of $5.1 billion.

Pennsylvania Gov. Tom Wolf announced earlier this week that the state's Intermodal Cargo Growth Incentive Program will be extended through 2022.

Officials from the Virginia Department of Rail and Public Transportation, Virginia Department of Transportation and city of Newport News earlier this week broke ground on a $47 million transportation center in the Virginia city. 

The transportation center — which will replace the Newport News Amtrak station — will be located at Bland Boulevard between Warwick Boulevard and Interstate 64.

CN breaks down infrastructure spending in Michigan, Wisconsin

CN today announced it will spend about CA$100 million in Wisconsin and CA$55 million in Michigan this year to bolster infrastructure.

The Wisconsin investments will focus on a new auto compound in New Richmond, maintenance of vessels, replacement of rail and ties, and maintenance of bridges, grade crossings, culverts, signal systems and other track infrastructure. The Class I plans to replace more than 9 miles of rail, install more than 60,000 ties and rebuild 48 crossing surfaces.

FRA reorganizes rail safety office

The Federal Railroad Administration's (FRA) Office of Railroad Safety has completed a yearlong reorganization to improve the regulation of railroad safety, regulators announced in the agency's newsletter.

Two key aspects of the reorganization are the creation of safety management teams (SMTs) for Class Is, short lines and commuter railroads, and the "re-alignment" of safety inspectors' reporting responsibilities, the newsletter states.

Metrolink earlier this week completed the installation of 133 new ticket machines at its stations across Southern California.

The new touchscreen ticket machines include a feature that predicts possible destination stations, automatic screen brightness, voice enabled technology, a headphone jack and braille keypads. The machines also dispense new tickets with added security features.

Rocky Mountaineer will suspend its excursion passenger-rail service between Vancouver, British Columbia, and the Canadian Rockies through Oct. 11 as a result of the COVID-19 pandemic and government travel restrictions. 

“We are incredibly disappointed to announce the suspension of our rail operations through to the end of the 2020 season. Like so many in the tourism and hospitality industry, the pandemic has had an overwhelmingly negative impact on our business,” said Steve Sammut, Rocky Mountaineer president and chief executive officer, in a press release.

Clark County, Nevada Commissioners earlier this week took steps to advance financing of Virgin Trains’ proposed high-speed rail project that would link Las Vegas and Southern California. 

The commission unanimously approved findings made by the Nevada Department of Business and Industry related to the financing of the project being proposed by DesertXpress Enterprises LLC, Clark County officials said in a press release. DesertXpress Enterprises is an affiliate of Virgin Trains USA.

U.S. intermodal traffic decline slowed in Week 29

U.S. freight railroads reported 481,597 carloads and intermodal units during the week ending July 18, an 8.5 percent decrease compared with volumes during the same week in 2019, according to Association of American Railroads (AAR) data.

Carloads fell 15.7 percent to 214,685 units, while intermodal units dipped just 1.7 percent to 266,912 containers and trailers.

The Metropolitan Transportation Authority (MTA) announced yesterday it is undertaking the largest cost-cutting program in the agency’s history to help solve billions of dollars in deficits the agency is facing as a result of the COVID-19 pandemic.  

MTA is projecting a deficit of $16.4 billion by 2024, including $3.2 billion for 2020, $5.8 billion for 2021, $3.5 billion for 2022, and between $1.8 billion and $2 billion for the following two years, MTA officials said in a press release.

CSX reports lower Q2 revenue across all markets

CSX Corp. yesterday announced second-quarter net earnings and revenue declines, as the Class I faced lower economic activity due to the COVID-19 pandemic.The company posted net earnings of $499 million, or 65 cents per share, versus $870 million, or $1.08 per share, for the same period in 2019.Second-quarter revenue tumbled 26 percent year over year to $2.26 billion due to volume declines, an unfavorable mix, decreases in fuel recovery, declines in coal pricing and lower other revenue, CSX reported in its financial statement. Those decreases were partially offset by pricing gains in merchandising and intermodal.Operating income plummeted 37 percent to $828 million compared to $1.31 billion in the same quarter in 2019.Expenses fell 19 percent to $1.43 billion, impacted by volume-related reductions, lower fuel costs and continued efficiency gains."I want to extend my gratitude to all of the CSX employees who kept the railroad running well during the most disruptive operating period I have seen in my career," said President and Chief Executive Officer James Foote in a press release.CSX's operating ratio for the second quarter was 63.3 percent, up from 57.4 percent a year ago.In their presentation to analysts, CSX officials said all markets were negatively impacted by the economic effects of the pandemic. By market, quarterly revenue declined year over year by 10 percent in chemicals, 13 percent in agricultural and food products, 9 percent in minerals, 11 percent in forest products, 8 percent in fertilizers, 24 percent in metals and equipment, 72 percent in automotive, 48 percent in coal, 18 percent in intermodal and 19 percent in "other."
