CRISI grants awarded to improve rail infrastructure in Kansas, Mississippi

Rail News Home Maintenance Of Way 3/2/2020 Rail News: Maintenance Of Way
U.S. lawmakers from Kansas and Mississippi late last week announced federal Consolidated Rail Infrastructure and Safety Improvements Program (CRISI) grants that have been awarded to railroads in their states.U.S. Sen. Jerry Moran (R-Kan.) announced a $27 million grant that would help fund upgrades to the South Kansas and Oklahoma Railroad, used by rural shippers across the state to transport crops, minerals, chemicals, steel and other products."This grant will allow the South Kansas and Oklahoma Railroad to modernize their railways, increasing the speed of transportation and permitting heavier shipments to be moved across the region," said Moran in a press release. The railroad will use the funds to replace existing rail with heavier rail.Meanwhile, in Mississippi, a $5.4 million CRISI grant has been awarded to the city of Hattiesburg to construct a new route along Hall Avenue that will include a bridge over the CN north-south rail line. The grant was announced in a press release issued by U.S. Sens. Roger Wicker (R-Miss.) and Cindy Hyde-Smith (R-Miss.) and U.S. Rep. Steven Palazzo (R-Miss.).In addition, the project calls for a new rail connection to a Norfolk Southern Railway yard to eliminate three-point turns that block vehicular traffic for up to 45 minutes at a time, the lawmakers said."This project will provide a much-needed overpass along Hall Avenue for motorists and a streamlined connection for trains that travel through the city each day," Wicker said. "These upgrades will improve safety and reduce frustrations as the city works to make Hattiesburg a better place to live and work.”As part of the Federal Railroad Administration, the CRISI program provides federal funding for capital projects that will improve the safety, efficiency and reliability of freight- and passenger-rail service.

U.S. ports expect coronavirus to hit Q1 cargo volumes

Rail News Home Intermodal 3/2/2020 Rail News: Intermodal
The global economic impact to the port and maritime industry from the coronavirus outbreak is "significant and growing," American Association of Port Authorities (AAPA) officials said in a statement issued late last week."Due to the coronavirus outbreak, cargo volumes at many U.S. ports during the first-quarter of 2020 may be down by 20 percent compared to 2019," said Chris Connor, AAPA president and chief executive officer. However, the "human impacts" of the virus are port officials' greatest concern, AAPA officials said. U.S. ports are following instructions and protocols from federal agencies to quickly respond to the coronavirus threat."Since ports are a nation’s first line of defense against threats ranging from terrorism to pathogens, they take their role seriously about protecting the safety and well-being of their communities," they said.

The Federal Transit Administration (FTA) last week announced that Trinity Metro in Fort Worth and the Metropolitan Transit Authority of Harris County (METRO) in Houston, Texas, will retain a combined $57.4 million of cost savings the administration generated from completed projects in the FTA’s Capital Investment Grant (CIG) program.

The FTA encourages project sponsors in the CIG program — which funds major transit projects — to develop realistic cost estimates when planning a project. Savings to the FTA generated from a completed CIG project can then be considered for use on eligible activities related to the project, FTA officials said in a press release.

STB issues final rule to clarify demurrage regs

Rail News Home Federal Legislation & Regulation 3/2/2020 Rail News: Federal Legislation & Regulation
The U.S. Surface Transportation Board (STB) has adopted a final rule meant to clarify the regulation of demurrage, the agency announced late last week. The final rule amends regulations governing the class exemptions for certain miscellaneous commodities, such as paper products and steel scrap, and boxcar transportation to clearly state that demurrage continues to be subject to board regulation, STB officials said in a press release. The modification reflects longstanding court and agency rulings that these exemptions do not apply to the regulation of demurrage, they said. Also, the rule partially revokes the class exemption that covers certain agricultural commodities so that the exemption will not apply to demurrage regulation. As a result, the exemption for agricultural commodities will be consistent with similar class exemptions covering non-intermodal rail transportation, they added. The final rule will go into effect April 3. STB members adopted the final rule as it was proposed in October 2019.

U.S. Transportation Secretary Elaine Chao told the U.S. House Appropriations Committee yesterday that a plan to fix the aging Hudson River railroad tunnel would be a "faster and more cost-effective method" than building a new tunnel.

Chao, whose department has been criticized for holding up a proposal to build a new tunnel as part of Amtrak's Gateway infrastructure improvement program, said "beginning rehab work in the near term is the right move" as opposed to waiting years for construction of new tunnel tubes, according to a report on northjersey.com.

The Uber ride-hailing mobile application earlier this month launched an in-app feature to allow train riders in New York City and San Francisco to schedule a trip to select commuter-rail stations in coordination with train arrival times.

The “Make My Train” feature allows riders to enter a train station as their destination in the Uber app and view the train schedule for that station. Once a train time is selected, riders then chose when they’d like to arrive at the station prior to train departure. Uber then automatically books a trip to the station to accommodate those preferences.

Report: CN, CP collaborate to circumvent some rail blockades

Rail News Home Canadian National Railway - CN 2/27/2020 Rail News: Canadian National Railway - CN
CN and Canadian Pacific since last week have been quietly sharing their rail lines to transport essential goods to communities in need during protest blockades of Canada's rail lines, the CBC reported Tuesday.Protesters have crippled freight and passenger rail traffic on CN's line for more than two weeks. The blockades have been organized in solidarity with the Wet'suwet'en Nation, whose hereditary chiefs oppose the construction of a natural gas pipeline through northern British Columbia. On Monday, Ontario Provincial Police arrested 10 demonstrators on CN's line near Belleville in order to get rail traffic moving. But, the CBC —  citing government sources — reported that a very "rare" collaboration between CN and CP resulted in CN trains circumventing the blockades using alternate routes, including some through the United States, to make deliveries of essential goods to Quebec and other communities facing shortages.Transport Canada and Transport Minister Marc Garneau's office approached the two companies and helped negotiate the rail-sharing deal, which remains active in parts of Canada still dealing with the blockades, the CBC reported.Garneau said the collaboration will not address the freight backlog completely, but it will help.
