Colorado Gov. Hickenlooper names Lewis to head DOT

Michael Lewis will become the next executive director for the Colorado Department of Transportation (CDOT), Gov. John Hickenlooper announced yesterday.

Lewis will start his new role in December. Most recently, he served as deputy executive director and chief operating officer for CDOT, where he provided policy, technical, organizational and operational direction for the $1.4 billion organization with 3,000 employees.

L.A. Metro opens Union Station bike facility, forms ride-sharing pact

The Los Angeles County Metropolitan Transportation Authority (Metro) last week opened a new bike parking facility at L.A.'s Union Station.

The $2.5 million bike hub is one of the largest secure-access bicycle parking facilities of its kind on Metro's system, agency officials said in a press release.

NRC: Voter-approved ballot measures included rail projects

Seven of nine local and statewide transportation measures approved by voters on Nov. 7 will or could include investments in rail infrastructure, the National Railroad Construction and Maintenance Association (NRC) announced yesterday.Voters in Georgia, Maine, Kansas, Pennsylvania and Colorado communities approved measures that could include rail projects, NRC officials said in a press release.Among those measures:
• Adams County, Colorado, voters approved the formation of the Aerotropolis Regional Transportation Authority. The vote follows a Colorado Department Transportation study that found that infrastructure developed around the airport is key to attracting economic development. That effort would include capitalizing on the Regional Transportation District of Denver University of Colorado A Line, a commuter-rail line operating between downtown Denver and Denver International Airport.
• Athens-Clarke County, Georgia, voters passed a new sales tax that is expected to raise $104 million over five years for transportation projects that include public transit. Earlier this year, the Athens-Clarke Commission approved approved a projects list for the sales tax that includes $6 million to cover the cost of replacing a CSX bridge.
• Philadelphia voters passed a $172 million infrastructure bond package that includes $4.7 million for transit.In November 2016, 34 out of 48 local and statewide transit measures and one port measure were approved.

Amtrak selects preferred plan for Philadelphia station development

Amtrak earlier this month unveiled a final preferred concept for its Philadelphia 30th Street Station Plaza.

The plan addresses future needs and shortcomings of the area surrounding the historic station. Built in 1934, 30th Street is Amtrak's third-busiest station, with direct rail connections to Southeastern Pennsylvania Transportation Authority (SEPTA) and New Jersey Transit, as well as bus, subway and trolley connections.

FTA OKs Utah's rail safety program

The Federal Transit Administration (FTA) has certified Utah's transit-rail state safety oversight (SSO) program.

Utah is the third state to achieve the certification; Ohio was the first in August, followed by Minnesota in October.

UP highlights third-quarter PTC work

Union Pacific Railroad in the third quarter prepared 31 additional track segments for positive train control (PTC) operations, the Class I announced last week.Other PTC-related accomplishments in the quarter include educating more than 2,800 employees on PTC operation and increasing by 1,700 the number of route miles in PTC operations.As a result of work completed in the quarter, 73 percent of UP's track segments now are prepared for PTC operation, according to a UP press release. Those preparations included equipping the track segments with wayside signals, switches and radios; and defining the GPS coordinates, which identify thousands of precise locations for systemwide PTC coordination.About 43 percent of UP's route miles are now in PTC operation; 79 percent of locomotives and 87 percent of required radio towers are equipped with PTC technology; and 59 percent of UP employees have been trained in PTC operations.UP plans to spend about $300 million on PTC this year toward its current total estimated cost of $2.9 billion. Federal law requires Class Is, Amtrak and commuter railroads to implement PTC on their systems by Dec. 31, 2018. Some railroads under certain circumstances can apply to the Federal Railroad Administration to receive an extension to Dec. 31, 2020.

MBTA selects Fluor joint venture to build Green Line extension

The Massachusetts Bay Transportation Authority (MBTA) has chosen a Fluor Corp.-led joint venture to serve as the design-build team for the $2 billion Green Line light-rail extension.

Known as GLX Constructors, the team includes Balfour Beatty Infrastructure Inc., Herzog Contracting Group and The Middlesex Corp. The project calls for extending the Green Line from its terminus in Cambridge to Somerville, Massachusetts.

PUCO seeks applicants for grade-crossing project funding

The Public Utilities Commission of Ohio (PUCO) is calling on local highway authorities to apply for available state funding for railroad grade-crossing improvements in their communities.Ohio has two state-funded programs that may be applicable: the state grade crossing upgrade program and the supplemental assistance program.The grade-crossing upgrade program allows local communities to share the cost of installing safety devices with the state and local railroads. To apply, the local highway authority should submit an application to the PUCO for approval.The commission also administers the supplemental assistance program to provide safety enhancements at crossings at which state or federal installation of active warning devices is pending, as well as at crossings that have only crossbucks. Under the program, the PUCO will provide up to $5,000 for rumble strips, illumination, improved signage, vegetation cut-back or other safety enhancements around the crossing.To apply for supplemental assistance, local highway authorities should submit this form to the PUCO for approval.

Metrolink's leaders have asked Congress to maintain a tax deduction benefit for businesses that provide transit passes to their employees.

A proposal in the U.S. House's version of the Tax Cuts and Jobs Bill would remove the federal deduction for public transportation benefits. The change could eliminate the incentive for employers to encourage their workers to use public transit, Metrolink officials said in a press release.

Brookside Industrial Park is ready for investment at CentrePort Canada near Winnipeg, Manitoba, port officials announced last week.Water and wastewater service will be in place at the 100-acre park, which is being developed by Crystal Developers Ltd., CentrePort officials said in a press release.CentrePort is served by BNSF Railway Co., Canadian Pacific and CN."The park will be a major draw for companies in key sectors like advanced manufacturing, agribusiness and transportation and logistics," said CentrePort President and Chief Executive Officer Diane Gray.Since 2009, CentrePort has welcomed 51 new businesses on 300 acres, representing more than CA$300 million in new capital investment.

Metra kicks off Fox River Bridge replacement project

Metra, local and federal officials last week broke ground on the Chicago commuter railroad's $34 million project to construct a new bridge over the Fox River in Elgin, Illinois.

The project is designed to remove a rail chokepoint between freight and passenger trains. The bridge construction is being funded in part by a $14 million federal Transportation Investment Generating Economic Recovery (TIGER) grant. Metra will contribute $14 million, while Canadian Pacific will provide $6 million toward the project.

RSI President Simpson to retire, O'Malley named successor

Mike O'Malley, a former vice president of CSX, will become president of the Railway Supply Institute (RSI) on Feb. 1, 2018. He will succeed Tom Simpson, who is retiring.

O'Malley's career includes experience in the railroad industry, federal and state government, and international trade organizations. He joined CSX in 2007 as vice president, state government and community affairs, before being named vice president, procurement and supply chain management, in 2013.

Rail supplier news from Pandrol, Cubic, FST, NRC and MTU (Nov. 17)

The Delachaux Group has combined its rail divisions under the Pandrol brand. The companies that will now operate under the Pandrol name include Railtech, Vortok, Pandrol CDM Track, Rosenqvist, Matweld and RSS. The rebranding effort is aimed at creating "synergy from the combined strengths of the market-leading businesses within the rail division, and to make the products and services more streamlined for customers," Delachaux officials said in a press release. The Pandrol organization will focus on four key product lines: rail infrastructure, fastening systems, aluminothermic welding, equipment and control, and electrification. The combined company has been operating in the rail sector for more than a century.

Cubic Transportation Systems has signed a $185 million contract with Transport for London for a three-year extension of services for the agency's Oyster and contactless ticketing system. Cubic will continue to provide operational and maintenance services to the ticketing system and invest in "further innovations" to benefit riders, company officials said in a press release. Meanwhile, Cubic also finalized a $553.8 million contract with the Metropolitan Transportation Authority (MTA) for the design and implementation of New York City's new fare payment system. The MTA contract was awarded in October, and Cubic President Matt Cole signed the agreement Nov. 1. Cubic was chosen to replace the agency's MetroCard with a next-generation fare payment system similar to the one used by Transport for London.

L.A. Metro audit found nearly 2,600 rail service disruptions in 2016

The Los Angeles County Metropolitan Transportation Authority's (Metro) rail system experienced 2,585 service disruptions in 2016, according to a recent audit.

Of that total, 441 delays involved passenger health incidents or policing issues, while the remaining 2,144 occurred due to equipment problems and staffing shortages.

CP, Canadian police union forge tentative five-year pact

Canadian Pacific and the Canadian Pacific Police Association (CPPA) have reached a tentative five-year agreement.Covering 80 Canadian police officers employed by the Class I, the pact would increase wages, add "compassionate leave," expand training opportunities and enhance a relocation expense allowance, CP and CPPA officials said in a press release issued this morning.The union has forwarded the agreement to members for review, and a ratification vote is expected to be conducted in the near future."[Our] members take very seriously their commitment to keeping company employees, assets and the general public safe in relation to CP property and activities. This proposed resolution is another example of our members' sincere commitment," said CPPA President Stephen Ross.The railroad so far has had a successful 2017 with labor relation matters and has negotiated a number of long-term agreements with unions ahead of expiring contracts, CP officials said. The current CP-CPPA labor contract expires on Dec. 31."I give credit to the negotiation teams on both sides for demonstrating outstanding leadership and a commitment to collaboration in coming to this progressive, long-term agreement well in advance of the upcoming deadline," said CP President and Chief Executive Officer Keith Creel.
