LA Metro clears contractors to compete for Sepulveda transit project

The Los Angeles County Metropolitan Transportation Authority (LA Metro) earlier this week selected five contractors to compete for the chance to help develop the Sepulveda transit corridor, a high-speed rail line that would connect the San Fernando Valley, Westside and Los Angeles International Airport (LAX).

Five developer teams met the agency’s initial qualifications for submitting a predevelopment agreement (PDA) proposal to assist with project planning and design. Now, each contractor has the potential opportunity to enter into an implementation agreement, LA Metro officials said in a press release.

FTA unveils 'AIM' grants to fund transit innovation

U.S. Federal Transit Administration (FTA) Acting Administrator K. Jane Williams yesterday announced the Accelerating Innovative Mobility (AIM) initiative, which will provide $11 million in challenge grants to help transit agencies explore new service models.The initiative's goal is to encourage innovation in the industry by promoting new approaches to improving transit system design, service and financing, FTA officials said in a press release.AIM grants will be detailed in an upcoming FTA notice of funding opportunity. The initiative will establish a national network of transit agencies that will test and share project results, and use FTA technical assistance centers to promote promising innovations. In addition, FTA's fiscal-year 2020 competitive grant programs, which will total $615 million, will highlight innovation as part of their selection criteria, FTA officials said."We need to continue to innovate to keep pace with today's fast-changing transportation network" said Williams.

OmniTRAX promotes Sabatini, Anutooshkin to leadership roles

Prior to joining the company in 2013, he worked for 18 years at Canadian Pacific, where he served in field operations, risk management and strategic planning. As OmniTRAX president, Sabatini will report to Chief Executive Officer Kevin Shuba.A 30-year railroader, Anutooshkin joined OmniTRAX in 2014. Prior to his promotion, he was senior vice president of operations. Anutooshkin previously served in management roles at CP, including field operations and network management."Sergio and Gord have played vital roles in our record-setting growth, the repositioning of our rail assets and the industry-leading efficiency that has positioned OmniTRAX for sustained success," said Shuba in a press release.

The Orange County Transportation Authority's (OCTA) board yesterday selected Steven Jones as chair, and Andrew Do, vice chair, to guide transportation improvement projects and public transit in Orange County, California. 

Jones is mayor of Garden Grove, and served as OCTA vice chair in 2019. A board member since 2013, he has served in leadership roles on the authority’s transit and finance and administration committees.

LA Metro advances Purple Line extension work

The Los Angeles County Metropolitan Transportation Authority (LA Metro) last week announced its 2020 targeted construction goals for the Purple Line Extension project.

In order to remain on schedule to complete the project in 2023, crews this year must tunnel west to Wilshire/La Cienega Station and add 3,280 more feet of tunnels; finish piling for the Wilshire/Rodeo Station; complete early utility relocation in Westwood; and start piling for the Westwood/UCLA Station, LA Metro officials said in a project newsletter.

Bay Area Rapid Transit (BART) General Manager Bob Powers last week named Ed Alvarez chief of police and tasked him with immediate changes to increase officer presence on trains. 

Yesterday, Alvarez dedicated a newly created team of 12 BART police officers to be stationed on trains and platforms during nights and weekends. The officers will supplement a future deployment of 10 police staff — known as ambassadors — tasked with preventing and deescalating problems on trains.

Virginia senators request federal grant to help fund new Amtrak rail cars

U.S. Sens. Mark Warner and Tim Kaine (both D-Va.) have written to the U.S. Department of Transportation (USDOT) in support of Virginia's joint application with Amtrak for matching funds to improve passenger-rail service.

Virginia is pushing for funding under the USDOT's Federal-State Partnership for State of Good Repair Program to retire many of Amtrak's existing rail cars, many of which are more than 40 years old.

MTA New York City Transit (NYCT) awarded a $245.8 million contract to L.K. Comstock & Co. to install communications-based train control (CBTC) signaling on the Eighth Avenue ACE line.

The CBTC system will replace the current fixed-block train control system to enable NYCT to more precisely detect train location, allowing more trains per hour to operate, NYCT officials said in a press release.

USDOT seeks applicants for latest round of INFRA funding

The U.S. Department of Transportation (USDOT) has opened the latest round of the Infrastructure for Rebuilding America (INFRA) discretionary grant program, which is making available $906 million for American infrastructure investments.The INFRA program is expected to award the funds to significant projects that support the Trump administration’s focus on infrastructure improvements as outlined in a notice of funding opportunity, USDOT officials said in a press release.Applications are due Feb. 25.INFRA grants are aimed at helping to rebuild the nation's aging infrastructure. The program's selection criteria looks to promote projects with national and regional economic vitality goals while leveraging non-federal funding to increase the total investment by state, local and private partners.Additionally, the program uses incentives to encourage project sponsors to pursues strategies such as public-private partnerships.Criteria for 2020 grants includes broadband deployment and intelligent transportation systems.USDOT officials will award grants to large projects. For a large project, the INFRA grant must be at least $25 million; for a small project, the grant must be at least $5 million. The department will reserve 10 percent of available funds for small projects, and award at least 25 percent to rural projects.Eligible INFRA project costs may include reconstruction, rehabilitation, acquisition of property (including land related to the project and improvements to the land), environmental mitigation, construction contingencies, equipment acquisition and operational improvements directly related to system performance.

TexRail logs 500,000 riders in first year

Trinity Metro last week marked the first anniversary of the TEXRail commuter-rail line, which operates from downtown Fort Worth, Texas, to Dallas/Fort Worth (DFW) International Airport.

The line logged ridership of 545,345 people in its first year of operation, which launched Jan. 10, 2019. December was a record-setting month, with 51,217 passengers and trains on-schedule 99 percent of the time, Trinity Metro said in a press release. The previous record for paid ridership was 44,741 passengers in November.

NRF: Retail imports settling down after year of trade uncertainty

After a year of fluctuations driven by uncertainty over trade with China, volume at U.S. major retail container ports is expected to return to its usual seasonal patterns during the first few months of 2020, the National Retail Federation (NRF) and Hackett Associates reported late last week.

NRF officials will be "more confident" after President Donald Trump signs a partial trade deal with China on Jan. 15, said Jonathan Gold, NRF's vice president for supply chain and customs policy, in a press release.

GoTriangle studying feasibility of new commuter-rail line

A new feasibility study by the GoTriangle transit agency estimates a commuter-rail system operating 40 trains each weekday between Garner and Durham, North Carolina, would cost $1.4 billion to $1.8 billion to construct and carry 7,500 to 10,000 riders per day.

The 37-mile commuter-rail line would connect the cities of Raleigh, Cary and Durham, as well as Research Triangle Park. The new study, called the Greater Triangle Commuter Rail Study, is evaluating infrastructure recommendations, cost estimates and ridership projects, according to a post on GoTriangle's website.
