The Santa Clara Valley Transportation Authority's (VTA) board yesterday released the results of an independent evaluation of its governance practices that provides 27 recommendations to help improve the board’s decision-making processes for transportation project planning.

Consulting firm RSM US LLP evaluated the California transit agency's board over the past five months, VTA officials said in a press release.

Canada's Transport Minister Marc Garneau yesterday announced the award of CA$14,250 in government funding to help raise rail safety awareness in Chilliwack, British Columbia.

Through education and outreach initiatives — and working with Indigenous partners — the city will raise awareness of rail safety, particularly for vulnerable groups such as the homeless, youth and seniors, Transport Canada officials said in a press release.

The Metropolitan Transportation Authority (MTA) board yesterday approved the agency’s $17 billion 2020 budget and four-year financial plan. 

The budget includes no budget-driven service cuts and advances the agency’s Transformation Plan to improve service and deliver reforms for taxpayers and commuters, MTA officials said in a press release.

U.S. railroads report another dip in traffic

U.S. freight railroads logged 520,589 carloads and intermodal units for the week ending Dec. 14, down 8.5 percent compared with the same week last year, according to Association of American Railroads (AAR) data.

Total carloads for the week declined 9 percent to 243,290 units, while intermodal volume fell 8 percent to 277,299 containers and trailers.

Reading & Northern expands coal marketing department, names Cerulli VP

As part of a plan to expand its coal marketing department, the Reading & Northern Railroad announced yesterday it named Jim Cerulli vice president of coal marketing.

Effective Jan. 1, Cerulli will take the lead on dealing with coal shippers along Reading & Northern’s rail system. He'll also manage the coal service network, shippers' car supply, shipper relations and development of additional on-line coal facilities, Reading & Northern officials said in a press release.

The Metropolitan Transportation Authority (MTA) board yesterday approved a design-build contract to allow MTA Metro-North Railroad to replace the Third Avenue vehicular and pedestrian bridge over the New Haven Line in Mount Vernon, Virginia. 

The $10.4 million contract is expected to be awarded to John Civetta & Sons Inc., which would replace the bridge in 18 months, Metro-North officials said in a press release.

North American freight-rail industry backs new trade deal

Yesterday, the leaders of the North American freight-rail industry associations called on their governments to quickly ratify the U.S.-Mexico-Canada Agreement (USMCA).In a letter to U.S. congressional leadership, Canadian Deputy Prime Minster Chrystia Freeland and Mexican Undersecretary to North America Jesus Seade, the North American rail association executives wrote the USMCA would build upon two decades of success under the North American Free Trade Agreement (NAFTA) and spur economic growth in all three nations."We urge policymakers in Canada and the United States to work diligently towards ratifying the agreement so that it may enter into force as soon as possible," wrote Association of American Railroads President and Chief Executive Officer Ian Jefferies, Railway Association of Canada President and CEO Marc Brazeau, and Asociacion Mexicana de Ferrocarriles Director General Iker de Luisa Plazas.The integrated North American freight-rail network "embodies the benefits of free trade without the burden of tariffs," the letter stated.The industry leaders noted that economic growth associated with North American trade has helped open new markets in all three nations. Between 1993 and 2018, North American gross domestic product rose by more than 195 percent, from $8 trillion to $23.4 trillion, they wrote."As our industry serves much of this cross-border traffic, this economic growth has in turn allowed railways to invest billions of dollars into their infrastructure while improving productivity and customer service and fostering innovation," they added. "We will only grow stronger in the future by fortifying our relationships as top trading partners."Legislatures in all three nations have to ratify the agreement. On Dec. 17, the U.S. House Ways and Means Committee sent the agreement to the full House for a vote, which could occur later today.

Alstom announced that a rail line integrated with the company’s traffic management system has opened between Roskilde and Koge in Eastern Denmark. The line is the first in Denmark to have the system and be equipped with a European rail traffic management system and onboard signaling solutions, Alstom officials said in a press release. Meanwhile, Alstom’s Coradia Polyvalent regional trains transported their first passengers at the official inauguration of Leman Express’ Franco-Swiss CEVA line, a cross-boarder service between France and Switzerland. Alstom deployed the complete on-board signal solution on 17 trains for the line, officials said in a press release.

Thales is working with the Hungarian National Infrastructure Development Co. to equip another 68 miles of track from Szajol to Debrecen, Hungary, with its European train control system. Thales previously modernized the Hungarian railway’s signaling system with electronic interlocking solutions, company officials said in a press release.

The North Carolina Department of Transportation (NCDOT) has created a video to highlight its efforts to expand freight-rail accessibility and improve rail infrastructure.

Among the departments "notable achievements" include breaking ground on the Carolina Connector project in Rocky Mount, and the state Rail Division receiving nearly $122 million in grant funding for safety, freight connectivity and passenger fleet improvements, NCDOT officials said in a press release.

Sound Transit to enter major light-rail construction in January

Sound Transit crews will begin construction in early January to integrate new light-rail infrastructure to the eastside of its existing Link light-rail system.

From Jan. 4-5, no light-rail service will operate through downtown Seattle as crews work on the integration. Then from Jan. 6 to March 13, construction will require trains to operate less frequently, Sound Transit officials yesterday said in a press release.

NS to install new tire pressure monitoring system

Norfolk Southern Railway has selected the Goodyear Tire and Rubber Co.'s tire pressure monitoring system (TPMS) for the railroad's trailer fleet across North America.Known as TPMS Plus, the system is part of Goodyear's tire management program, which is designed to help fleets save time and money by alerting them to address tire situations, Goodyear officials said in a press release.The solution's on-vehicle sensors monitor tire conditions in real time, allowing fleets to identify and address issues such as air leaks, low pressure and abnormal temperature. Once a potential issue is detected, Goodyear fleet headquarters can help route the driver to a Goodyear service network location or dispatch roadside assistance to perform preventative maintenance, they said.After a TPMS Plus pilot project with NS' intermodal operations, Goodyear began deploying the solution on chassis at the NS facility in Fairburn, Georgia, earlier this year.Installations will expand to additional NS facilities in Illinois, Indiana and Florida over the next several months.The program already has produced results for NS, said Andrew Knouse, group manager of road equipment maintenance and planning at the Class I."In a sample of 20 chassis during the initial weeks of installs, we collected over 10 occurrences that prevented further failures," Knouse said.The TPMS Plus deployment at NS is the largest fleet installation to date for Goodyear, said Johnny McIntosh, director of Goodyear's integrated solutions and tire management.

CN to move rail traffic control operations to Edmonton

For efficiency purposes, CN rail traffic control operations for northern Ontario will be controlled from Edmonton, Alberta, starting in spring 2020, CN officials confirmed yesterday."It should be noted that this office (northern Ontario) has been in Montreal only recently, since CN constantly assesses its needs and makes decisions on an operational and continuous basis," CN officials said in a prepared statement. "Fewer than 15 employees are affected by this change."In accordance with the labor contract in force, employees affected by the change have been notified of the change, they said."We are currently in discussions with the union involved in determining the needs of these relocations," CN officials added. "Employees who do not wish to be relocated will be entitled to the benefits provided for in their collective agreement."Rail traffic controllers coordinate train movements across a given territory and protect personnel working on the tracks. CN currently has three rail traffic control centers in Canada: one in Montreal, one in Edmonton and one in Toronto. CN's statement followed Teamsters Canada's announcement last week that CN supervisors had been telling workers that the Class I plans to move its rail traffic control center in Montreal to Edmonton and that the railroad had begun transferring positions.Nearly all rail traffic controllers in Canada are represented by Teamsters Canada Rail Conference (TCRC).CN risks losing experienced workers since some employees may not be able to leave their communities, said TCRC President Lyndon Isaak in a press release.

WMATA to rebuild four station platforms in 2020

The Washington Metropolitan Area Transit Authority (WMATA) last week announced plans to rebuild deteriorating platforms at four Orange Line stations in Virginia in summer 2020.

During the platform reconstruction project, Vienna/Fairfax-GMU Station in Oakton, Dunn Loring-Merrifield Station in Merrifield and East Falls Church Station in Arlington will be closed between May 25 and Sept. 7, 2020. West Falls Church-VT/UVA Station in Idylwood will remain open during the project because it has two platforms that can be reconstructed one at a time, WMATA officials said in a press release.

New York subway logs faster run times in November

Last month, the MTA New York City Transit (NYCT) subway logged improved running times, or the time it takes for trains to travel from terminal to terminal, on every line in its system. 

Overall, A division trains are running close to 4 percent, or about two-and-a-half minutes, faster than last year, while B division trains are running about 2 percent, or about one-and-a-half minutes, faster than 2018, NYCT officials said in a press release.
