Watco to serve as rail manager of Meridian's new crude-oil refinery

Watco Cos. LLC and Meridian Energy Group Inc. have signed a letter of intent calling for Watco to serve as the main rail management contractor for the Davis crude-oil refinery in Belfield, North Dakota.Meridian has initiated preparation and grading work at its Davis Refinery site and is proceeding with final design and equipment procurement efforts, with full construction resuming in 2019, according to a joint press releaseWatco will provide rail management and overall infrastructure services."We see a great fit with our experience and synergies from our current locations
with the future partnership of these locations and the surrounding communities,” said Rob Thrall, Watco's vice president of business development.Meridian is developing the Davis refinery on 150 acres in Billings County, east of the Fryburg rail facility in Belfield, which is considered the heart of the Bakken Shale. Construction on the refinery began in July 2018.

FRA awards rail improvement grants in Arkansas, Missouri

The Federal Railroad Administration (FRA) has awarded Consolidated Rail Infrastructure and Safety Improvements (CRISI) grants to rail projects in Arkansas and Missouri.The Terminal Railroad Association of St. Louis (TRRA) will receive a $28.8 million fiscal-year 2018 CRISI grant to replace the main span girders on the MacArthur Bridge in St. Louis. The project will address structure maintenance to bring the 107-year-old bridge up to current standards, TRRA officials said in a press release.The $57.3 million project is being funded via a public-private partnership between the TRRA and FRA, with each party covering half of the costs. The 2018 CRISI grant will be coupled with a $7.1 million FY2017 CRISI grant announced earlier this year to replace the Broadway Street Truss on the bridge’s west approach, TRRA officials said.Together, both projects will extend the bridge's life to 2085, allow for dimensional loads and enable the structure to serve St. Louis region's freight- and passenger-rail network, they added.Meanwhile, the city of Jonesboro, Arkansas, will receive a $2.3 million FY2018 CRISI grant for a rail spur designed to increase rail-car capacity for delivery and storage to businesses in the Jonesboro Industrial Park and Craighead Technology Park. The city will match the grant with another $400,000 and the Jonesboro Economic Development Corp. will match with another $250,000."This is a great award for us because our industrial park is already congested with rail cars,” said Jonesboro Mayor Harold Perrin in a press release. "The new rail lines will help alleviate that while serving current businesses and new ones that plan to locate here.”The project calls for creating side rails for parallel track storage and relocating a switch from Commerce Drive, which the Arkansas Department of Transportation will soon widen to five lanes. Perrin earlier commissioned a study that revealed rail-car congestion had created safety and capacity concerns.In addition, the project includes adding several thousand feet of new rail, which will help BNSF Railway Co. be more efficient in serving businesses in the parks, said Mark Nichols, the city's traffic operations engineer.

LIRR to begin Penn Station construction

MTA Long Island Rail Road (LIRR) officials last week announced that construction of a new Penn Station entrance at 33rd Street and Seventh Avenue in New York City will begin June 17. 

As part of a more than $6.6 billion state investment into the LIRR, construction will include widened corridors in the existing LIRR concourse, heightened ceilings, improved natural light and improved safety, according to an LIRR press release.

The Wisconsin Legislature’s Budget Committee last week approved a $35 million proposed expansion of Amtrak service between Milwaukee and Chicago, a local radio station reported. 

Funds will go toward adding three more roundtrips a day on the Hiawatha route, bringing the number of daily round trips to 10, WUWM 89.7 reported.

Port of Virginia debuts on-dock rail yard

The Port of Virginia debuted a newly completed on-dock rail yard at the Virginia International Gateway (VIG) late last month, the same month the port posted its busiest May in port history.

The rail yard has nearly 20,000 feet of new track and is supported by four cantilever rail-mounted gantry cranes. CSX and Norfolk Southern Railway provide double-stack service to and from VIG.

The Santa Clara Valley Transportation Authority (VTA) last week transferred control of the trackway, systems and facilities of the Silicon Valley Berryessa extension project to Bay Area Rapid Transit (BART). 

The 10-mile Berryessa extension from Fremont to San Jose, California is the first phase of the BART Silicon Valley project that will extend BART’s system by 16 miles from Fremont into Santa Clara, California.

Indiana short line obtains federal grant for infrastructure upgrades

Chicago South Shore & South Bend Railroad will receive a $2.38 million grant through the federal Consolidated Rail Infrastructure and Safety Improvements (CRISI) program, U.S. Sen. Todd Young (R-Ind.) announced late last week.The grant will be used to help pay for rail infrastructure improvements between Michigan City and La Porte, Indiana, according to a press release issued by Young's office.An affiliate of Anacostia Rail Holdings Co., the railroad serves a "vital economic corridor" for northern Indiana, Young said."Federal investment in this critical corridor will improve rail safety and support continued economic growth in this important Hoosier manufacturing region," he said.

Caltrain approves FY2020 operating, capital budgets

Caltrain’s board last week adopted a $155.7 million operating budget and a $47.4 million capital budget for fiscal-year 2020, which begins July 1. 

The operating budget includes $106 million in farebox revenue and $29.9 million in funds from the San Mateo County Transit District, the Santa Clara Valley Transportation Authority and the city and county of San Francisco.

FRA to award grant for Gulf Coast passenger-rail service

The Federal Railroad Administration (FRA) announced a $33 million grant will be awarded to help fund the restoration of passenger-rail service along the U.S. Gulf Coast, the Southern Rail Commission (SRC) reported late last week.

The SRC applied for the grant from the Consolidated Rail Infrastructure and Safety Improvements (CRISI) program. The commission has been working on restoring passenger-rail service to the Gulf Coast since service ended 14 years ago when Hurricane Katrina devastated rail infrastructure there.

Rail supplier news from Hub, All Hands Fire, Hanson, Cloud Logistics, Raven Logistics and Cylus (June 7)

Hub Group Inc.'s board appointed Phillip Yeager president and chief operating officer, effective July 1. Yeager currently is chief commercial officer and is responsible for the intermodal and truck brokerage operating units. Prior to serving as CCO, Yeager led Hub Group’s intermodal operations, procurement, sales and account management teams, according to a Hub Group press release.

All Hands Fire Equipment LLC was awarded a 27-month contract to provide MTA New York City Transit (NYCT) with over 22,000 flagging lanterns and magnetic bases. NYCT requested a modified version of the company’s Eflare lanterns to meet new specifications and requirements for light beam profile, durability, battery life and lens and body design. The updated lanterns have passed NYCT's field testing and independent testing, and will be delivered this month, according to a company press release.

Illinois OKs infrastructure bill that boosts transit-rail funding

Illinois state lawmakers last week approved a six-year, $33 billion transportation capital program that includes money for improving public transportation and passenger-rail service.

To help pay for the projects, the plan calls for updating the state's motor fuel tax from 19 cents per gallon to 38 cents per gallon. Also, the tax will be indexed to inflation to ensure that the state will have a sustainable revenue source. The fuel tax has not been updated since 1990, according to Illinois State Sen. Martin Sandoval.

Ceres Global Ag Corp. has established a yet-to-be-named joint venture with Steel Reef Infrastructure Corp. that will focus on transloading hydrocarbon products for transportation between the United States and Canada.

The joint venture's facilities will be located at Ceres' Northgate rail terminal in Saskatchewan, Canada, which is served by BNSF Railway Co. The joint venture will begin operations July 1, according to a Ceres press release.
