Railroad, city and state officials gathered yesterday in Columbus, Indiana, to break ground on a $35 million railroad overpass on the city's west side.

The new overpass and cloverleaf interchange at State Road 46 and State Road 11 will enable motorists to avoid being stopped or slowed due to increasing rail traffic that's projected to occur on the Louisville & Indiana Railroad tracks that pass through Columbus, city officials said in a press release.

CN logged record grain shipments in October

CN's western Canadian grain movements broke another record in October, with shipments of 2.8 million metric tons (MMT) of grain and processed grain products, the Class I announced yesterday.The company's previous record was set in April, CN officials said in a press release.This fall has been plagued with cold and wet weather, which has negatively affected the pace of grain deliveries, "leaving rail capacity significantly under-utilized," they said. But despite harvest delays and international trade restrictions, CN has moved 6.7 MMT so far this year.“We are all part of the same supply chain, and as a railway CN fully understands the impacts that weather can have on the end-to-end supply chain,” said Allen Foster, vice president of bulk at CN. “Investment at every step of the supply chain — from producers and grain companies to CN’s investment in new hopper cars, increased network capacity, and a more modern locomotive fleet — all played a role in delivering a record month.”

U.S. Department of Transportation (USDOT) officials last week kicked off construction of the new Volpe Center, a 400,000-square-foot federal research facility in Cambridge, Massachusetts.

The project calls for reducing the current Volpe Center from 14 acres to 4 acres, and from six buildings to one building, in order to reduce operating costs and unlock land for development by the Massachusetts Institute of Technology (MIT), USDOT officials said in a press release.

TransLink officials are soliciting the public's input on three proposed SkyTrain guideway placements, which would run along Fraser Highway either on the north or south side of the roadway, or in the center of the median.

U.S. Sen. Tom Carper (D-Del.) has introduced legislation that would ban smoking on Amtrak trains.

Amtrak has an internal policy that prohibits smoking on trains, but the legislation would make that policy a federal law. Consistent with the railroad's policy, the federal ban would apply to all tobacco use, as well as electronic cigarettes, Carper said in a press release.

Port of Virginia launches 55-foot dredging project

The Port of Virginia has begun work on its ship-channel deepening project, as staging of heavy equipment needed for the project got underway last week.The work commenced following the U.S. Environmental Protection Agency's approval last week of an offshore site for placement of dredge material. The approval triggered the project's notice to proceed, Virginia Port Authority Chief Executive Officer and Executive Director John Reinhart announced during the Hampton Roads Navigational Summit."This project holds long-term benefits for Virginia, for the port, for cargo owners, our customers and the ocean carriers," said Reinhart in a press release. "Safe, two-way movement of ultra-large container vessels, unrestricted by tide, is a significant
competitive advantage for our port."Early last month, Reinhart signed a $78 million contract with Weeks Marine to begin the deepening of the western side of Thimble Shoal Channel. The entire project is budgeted for $350 million.Upon completion, the project will make the Port of Virginia the deepest port on the East Coast, authority officials have said.CSX, Norfolk Southern Railway, Norfolk and Portsmouth Belt Line Railroad Co. and Commonwealth Railway serve the Port of Virginia.

NYCT wraps up two station accessibility projects

MTA New York City Transit (NYCT) crews yesterday completed accessibility projects at the First Avenue and Eighth Avenue stations. NYCT crews opened a new elevator at the Eighth Avenue Station to ease mobility for riders in Brooklyn, and restored the first of two new entrances at the First Avenue Station six months ahead of schedule, NYCT officials said in a press release.“The East Village and Lower East Side are some of the biggest transit deserts in Manhattan, and these new entrances are going to make a big difference for the thousands of residents who have to walk up to half a mile to reach this station,“ New York City Councilwoman Carlina Rivera said in a press release.The entrance construction is part of the larger L train project which began as a post-Hurricane Sandy resiliency project and has grown to include capacity and accessibility improvements along the L and other subway lines.Accelerating accessibility is one of NYCT’s top priorities, officials said.

MBTA awards contract for Natick Center Station project

The Massachusetts Bay Transportation Authority (MBTA) Fiscal and Management Control Board yesterday awarded a $36 million contract to Daniel O’Connell and Sons Inc. for station and accessibility improvements at Natick Center Station on the Framingham/Worcester commuter-rail line in Natick, Massachusetts. 

The project will include the construction of two elevators, two accessible ramps and two stairways, as well as the replacement of all ground level train platforms with full-length, high-level platforms, MBTA officials said in a press release.

Canada's first privately operated, state-of-the-art intermodal terminal has opened in the Chuka Creek Business Park in Regina, Saskatchewan, CN announced on its website.CN serves the terminal, which is located on a 32-acre site and is owned and operated by MobilGrain, Saskatchewan's largest short line.In addition to CN service, the terminal provides direct rail/truck transfer, two-rail mounted cantilever gantry cranes, storage capacity of 2,000 20-foot-equivalent units, space to handle 120 chassis, two separate in/out lanes for fluidity, GPS positions for containers and an automated gate system.

BNSF posts higher Q3 operating income, lower revenue

BNSF Railway Co. reported third-quarter operating income rose 3 percent to $2.2 billion, while total revenue fell 2 percent to $6 billion compared with the same period a year ago.Increased rates per car were partially offset by a 3 percent decrease in unit volume caused by flooding on parts of the network, according to an income statement on BNSF's website. BNSF is owned by Berkshire Hathaway Inc.Year over year, BNSF's third-quarter results also showed:
• Consumer products volume fell 1 percent primarily due to lower intermodal volumes.
• Industrial products volume decreased 3 percent primarily due to overall softness in the industrial sector, lower sand volume and reduced car loadings. Strength in the energy sector, which drove higher demand for petroleum products and liquefied petroleum gas, partially offset the decrease in other volumes.
• Agricultural products volume slumped 6 percent due to export competition from non-U.S. sources and the impact of changes in international trade policies.
• Coal volume dropped 4 percent partly due to the impact of lower natural gas prices.On the expense side of the ledger, third-quarter operating expenses fell 5 percent to $3.8 billion from $4 billion last year.The railroad's third-quarter operating ratio was 62.6 percent versus 64.5 percent a year ago.BNSF also announced that its 2019 capital expenditures plan will cost $3.67 billion, or $100 million higher than previously announced, "with a continued emphasis on maintaining and expanding its network."

The Kansas City Streetcar Authority last week began passenger service on its newest streetcar, marking completion of the authority’s fleet expansion to six streetcars.

The addition of car No. 806 enables the authority to operate four streetcars every Saturday throughout the year. It also allows the authority to perform regular maintenance on the entire fleet, KC Streetcar officials said in a press release.

Missouri port authority awarded federal grant to repair flood-damaged rail infrastructure

The Southeast Missouri Regional Port Authority of Scott City has been awarded a $1.5 million federal grant to repair railroad infrastructure damaged during recent flooding events in Missouri.Awarded by the U.S. Economic Development Administration, the grant will be matched with $382,000 in local funds and is expected to help generate $9.6 milion in private investment, federal officials said in a U.S. Department of Commerce press release.“Missouri has been heavily impacted by flooding, and we know how important a strong infrastructure is to recovering from the devastation and strengthening our economy,” said Missouri Gov. Mike Parson. “These funds will help ensure the Southeast Missouri Regional Port Authority has the framework for access and economic growth going forward, building on the major progress we’ve made to rebuild our state’s infrastructure.”Flood waters this past summer along the Mississippi River damaged railroad infrastructure in the state, blocking train access in many areas.

Virgin Trains USA LLC last week announced that Brightline will build a passenger-rail station at PortMiami by 2021.

The Brightline high-speed passenger-rail service to the PortMiami station also will serve the Orlando International Airport, making it the only intercity rail system in the United States to connect an international airport directly to a major cruise port, Virgin Trains USA officials said in a press release.

The infrastructure improvements will enable customers to ship and receive 286,000-pound rail cars, which matches the capacity of national railroads and increases the short line's competitiveness, NCVA officials said in a press release.
 
NVCA's previous capacity was 271,000-pound rail-car loadings.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) last week issued a request for proposals (RFP) seeking a contractor to assist in the early stages of development of the Sepulveda Transit Corridor Project.

The RFP calls for a pre-development agreement with up to two private sector contractors to assist the agency in the planning and design of a fixed guideway transit line connecting the San Fernando Valley to the Westside, and ultimately Los Angeles International Airport.

IANA: Intermodal downturn continued in Q3

Total intermodal volume fell 3.7 percent to 4,662,468 units during the third quarter compared with the same period last year, the Intermodal Association of North America (IANA) reported late last week.

Year over year, international shipments (2,450,493) slipped 0.8 percent in the quarter, while domestic containers (1,915,342)  and trailers (296,633) dropped 4.9 percent and 17.6 percent, respectively.

The unions comprising the Coordinated Bargaining Coalition are the American Train Dispatchers Association; Brotherhood of Locomotive Engineers and Trainmen/Teamsters Rail Conference; Brotherhood of Railroad Signalmen; International Association of Machinists; International Brotherhood of Boilermakers; National Conference of Firemen & Oilers/SEIU; International Brotherhood of Electrical Workers; Transport Workers Union of America; Transportation Communications Union; and Transportation Division of the International Association of Sheet Metal, Air, Rail and Transportation Workers.

Alstom will conduct a two-week test of its Coradia iLint hydrogen fuel cell-powered passenger train on track between Groningen and Leeuwarden, Netherlands, in first-quarter 2020. The test's objective is to demonstrate that hydrogen fuel cell technology is an appropriate way to achieve zero-emissions rail traffic on nonelectrified lines in the Netherlands diesel trains now operate, Alstom officials said in a press release.

The Andersons Inc. hired Christine Castellano as senior vice president, general counsel and corporate secretary, effective in February 2020. Castellano will succeed Naran Burchinow, who will retire in March 2020 after more than 15 years at The Andersons, company officials said in a press release. Castellano is the former SVP, general counsel, corporate secretary and chief compliance officer for Ingredion Inc.
