APTA study shows growing need for late-shift transit service

While some public transit agencies around the country operate late-shift services between 4 p.m. and 6 p.m., additional services are “vitally needed” for a large share of riders who work nights and weekends, according to an American Public Transportation Association (APTA) study. Late-shift workers in metropolitan areas are 40 percent less likely to commute via public transit because of inadequate service. Many commuters are much more likely to drive themselves or use transportation network company services such as Uber and Lyft, APTA officials said in a press release. Late-shift transit commuters who work in industries like food service, health care, construction, education and finance, earn an estimated $28 billion in wages and generate $84 billion in sales each year, according to the study.Increased late-night transit access would result in access to opportunities for late-shift employees and increase the pool of workers for employers, APTA officials concluded. The study recommends transit agencies improve options for late-shift workers by: increasing operating hours to make services convenient and flexible; establishing programs dedicated to funding late-shift transit operations; increasing investment in state-of-good-repair programs and shrinking backlogs of deferred maintenance; embracing partnerships to meet late-shift mobility needs; and  formalizing frameworks to allow employers that benefit most to subsidize late-shift transportation.

Nevada AFL-CIO calls for mandatory two-person train crews

At its 63rd Constitution Convention in Las Vegas last week, the Nevada State AFL-CIO adopted a safety resolution in support of federal legislation that would mandate two-person train crews.The resolution asserts that the best way to keep railroads safe is to implement new technology while also assuring that trains continue to be adequately staffed and operated by at least two professional crew members, said Brotherhood of Locomotive Engineers and Trainmen (BLET) officials in a press release.The resolution was submitted by Matt Parker, chairman of the BLET's Nevada State Legislative Board.In addition, the resolution is critical of the Federal Railroad Administration's (FRA) decision earlier this year to rescind its proposed two-person crew regulation and take steps to preempt states from passing their own train-crew safety laws.The resolution reads in part: "FRA's arbitrary and capricious action in this matter is to the detriment of the safety of the public, which the agency is responsible for protecting, therefore making the need to pass Federal legislation requiring freight train crews of at least two persons paramount."BLET and the SMART Transportation Division jointly field a petition for review of the FRA's actions in the U.S. Court of Appeals, Ninth Circuit. Three states — California, Nevada and Washington — have filed challenges in the same court, BLET officials said.In deciding to withdraw its proposed rule, the FRA determined that rail safety data doesn't support a train-crew staffing rule. The Association of American Railroads has long opposed mandatory train-crew staffing rules.

MTA LIRR restores full service to NY Penn Station

MTA Long Island Rail Road earlier this week resumed service of 14 trains that were previously canceled or rerouted during Amtrak’s infrastructure renewal project at New York Penn Station in New York City.

The repair and rebuild work reduced LIRR’s train activity at the station to 260 daily trains during rush hour. On Sept. 3, the LIRR restored its number of trains operated during rush hour to 274, a 5.4 percent increase, LIRR officials said in a press release.

CN, COSCO extend intermodal pact

COSCO Shipping has chosen CN to be its exclusive rail provider for its discharge at the ports of Vancouver, Prince Rupert, Montreal and Halifax, the Class I announced yesterday."By choosing CN to service all inland destinations on the network, COSCO will be well-positioned to benefit from a unique tri-coastal access," said Keith Reardon, CN's senior vice president of consumer product supply chain, in a press release.The agreement with COSCO is the latest in recently signed strategic contracts, Reardon noted. Last month, CN and CSX announced a new intermodal service that will be offered between CN's greater Montreal and southern Ontario areas, and the CSX-served ports of Philadelphia, New York and New Jersey."This new exclusive Canadian partnership further reinforces our relationship and our commitment to providing the best intermodal rail service," Reardon said of the COSCO arrangement.

AAR: Weaker manufacturing, trade affected rail traffic in August

Total U.S. freight-rail carload and intermodal traffic declined 5 percent to 2,145,235 units in August compared with the same month last year, according to Association of American Railroads (AAR) data.

U.S. railroads logged 1,055,386 carloads last month, down 4.6 percent. August was the seventh straight month that carloads have fallen on a year-over-year basis, AAR officials said in a press release.

Plasser & Theurer has named Daniel Siedl chief operating officer and Winfried Budenbender chief technical officer. Most recently, Siedl led site development and process optimization. Prior to joining the company, he was managing director of ROBEL Bahnbaumaschinen GmbH in Germany. Budenbender previously held management positions in various companies in the technical sector, Plasser & Theurer officials said in a press release.

Alstom announced it has equipped the Wuppertal Suspension Railway in western Germany with its Atlas ETCS train control system under a contract with WSW mobil GmbH. The system includes interlocking and a radio block center, as well as an interface to the computer-aided operation control system. The entry into service marks the completion of Alstom’s first full train control and signaling contract in Germany, Alstom officials said in a press release.

The TCU/IAM Advanced Training Services Department held a dedication ceremony last month for a recently donated Union Pacific Railroad rail car at the Excelsior Springs Job Corps Center in Missouri.

Students enrolled in the TCU/IAM trade will now be able to learn the skills of their craft by practicing on a real rail car stationed on campus, Transportation Communications Union/International Association of Machinists and Aerospace Workers officials said in a press release.

Duke Energy selects North Carolina sites for development

Duke Energy Corp. has selected five North Carolina properties for participation in the company's 2019 Site Readiness Program to improve the sites' readiness for business and industrial development.Some of the properties offer access to freight-rail and/or port service, according to a Duke Energy press release. Those properties include:
• a 120-acre undeveloped track on Blue Clay Road in New Hanover County. The property is about 4.5 miles from Interstate-40, adjacent to a CSX rail line and near the Port of Wilmington and Wilmington International Airport. Full infrastructure is expected to be online by July 2020.
• the 1,600-acre Miller property in Rockingham County, where large scale power, natural gas, water, sewer and rail are in place.
• the 142-acre Radio Island site in Cateret County, owned by the Port of Morehead City. It offers direct access to the Intracoastal Waterway and has unobstructed access to the Atlantic Ocean. Duke Energy's program has helped prepare properties that have obtained 18 major projects in North Carolina since the program started in 2005, resulting in $6.1 billion in capital investment.The company worked with major site selection firms to evaluate the five sites.

VIA Rail ridership, revenue rose in Q2

VIA Rail Canada Inc. logged a 6.4 percent increase in ridership and a nearly 5 percent increase in passenger revenue in the second quarter compared with the same period last year.

Total passenger revenue in the quarter grew to CA$94.3 million, an increase of CA$420,000, compared with the previous year’s quarter. Total revenue reached nearly CA$100 million, according to VIA Rail’s financial report.

CSX and Norfolk Southern Railway issued advisories yesterday for service that will be affected by Hurricane Dorian.

CSX is anticipating the storm will impact portions of its network in Florida today, and in Georgia and the Carolinas today and tomorrow. As a result, freight moving through affected areas may be delayed or rerouted, CSX officials announced on Twitter.

PANYNJ set port, rail ridership records in July

The Port Authority of New York and New Jersey (PANYNJ) announced yesterday it posted record monthly cargo volume in July, while its Port Authority-Trans Hudson (PATH) rail service logged record monthly ridership.The authority reported its highest monthly cargo volume on record in July, surpassing previous record set in October 2018, PANYNJ officials said in a press release.In July, the port handled 662,994 20-foot equivalent units (TEUs) compared with 658,708 TEUs handled in October 2018. For the first seven months of this year, the port handled 4,315,835 TEUs. Rail volume in July was the sixth highest on record at 56,339 containers compared to 54,254 containers in July 2018, a 3.8 percent increase.Meanwhile, PATH reported 7.18 million passengers in July, a 4.7 percent increase from July 2018 and a new monthly ridership record, which broke the railroad's previous monthly ridership record. Additionally, PATH's average weekday ridership in July 2019 grew 2.3 percent over July 2018 to achieve the second highest July weekday average ridership ever recorded at 288,163 passengers.

Sound Transit yesterday began construction of the 8.5-mile Lynnwood Link Extension, which will extend light rail from the Northgate Station in Seattle to the Lynnwood City Center Station in Lynnwood, Washington, by 2024.

The Stacy & Witbeck/Kiewit/Hoffman joint venture and the Skanska L300 joint venture are tasked with construction of the $2.9 billion extension, which includes four new stations in Lynnwood, Mountlake Terrace, Shoreline and Seattle, Sound Transit officials said in a press release.

The Capitol Corridor Joint Powers Authority (CCJPA) last week introduced a multiride fare ticket for California college students as part of a larger Stride On Board rewards program. 

The ticket offers riders with a valid student identification card a 25 percent discount for six rides over a one-year period on the Capitol Corridor train, which runs between San Jose and Auburn, California, CCJPA officials said in a press release.

Faster Amtrak service between St. Louis and Chicago has been delayed as a result of ongoing work to install and test positive train control (PTC), the St. Louis Post-Dispatch reported late last week.

Late last year, the Illinois Department of Transportation (IDOT) indicated that an eight-year, $1.95 billion project to upgrade the St. Louis-to-Chicago corridor for Amtrak service would be ready for increased train speed by summer 2019. However, as of now, the trains still are not allowed to operate faster than 79 mph, the newspaper reported.

The California High-Speed Rail Authority (CHSRA) last week announced its high-speed rail project in the Central Valley has created more than 3,000 construction jobs. 

In partnership with local trade unions, the State Building and Construction Trades Council and the Fresno Regional Workforce Development Board, the CHSRA has employed operating engineers, electricians, laborers, cement masons and ironworkers, CHSRA officials said in a press release.

Texas DOT plan calls for continued rehab of South Orient Rail Line

The Texas Transportation Commission last week approved the state Department of Transportation's (TXDOT) 10-year transportation plan, which includes $59.7 million in projects to rehabilitate hundreds of miles of the South Orient Railroad line (SORR).Funding has been secured for more than 205 miles of projects along the state-owned rail line, which extends from San Angelo Junction through San Angelo to Presidio at the Texas-Mexico border. TXDOT is using a combination of federal, state and local funds, as well as private contributions from Texas Pacifico Transportation Ltd. to pay for the projects. Texas Pacifico operates the line under a lease agreement.So far, completed projects have rehabilitated 167 miles of rail line through 2017. Additional projects are slated for more than 205 miles of track, according to TXDOT's report on the 10-year plan.Texas Pacifico, which is contractually required to maintain the rail line in a rehabilitated condition, is conducting a major rail relay project that will upgrade the entire line to continuously-welded rail, TXDOT officials said in the plan.Additionally, Texas Pacifico and TXDOT are reconstructing the Presidio international rail bridge, which is slated to be completed this year.Also mentioned in the 10-year plan are $277.5 million in planned but unfunded rail projects. Among them are another $85.5 million in rehab projects for the SORR line. Additional improvements to other rail lines call for rehabilitating the Northeast Texas Rural Rail Transportation District rail line; construction five grade separations and close five additional crossings in Houston; and construct a second rail lift bridge over the Nechese River.

The National Transportation Safety Board (NTSB) last week issued two safety recommendations related to safety messaging for end-of-rail-car doors, following the board's investigation of a fatal rail accident that occurred last year in Pennsylvania.

The incident occurred Sept. 23, 2018, when a Southeastern Pennsylvania Transportation Authority (SEPTA) train struck and killed a 7-year-old child after he fell between two rail cars as he walked through the end-of-rail-car doors while the train moved out of the Alleghany Station.
