ASLRRA: Fed task force says short-line tax credit worthy of permanence

The 45G short-line tax credit is among two tax credits that have "proven on their merits to receive a permanent extension," the U.S. Senate Finance Committee's Business Cost Recovery Task Force has concluded.

The task force reported more than 40 temporary tax provisions that expired or will expire between Dec. 31, 2017, and Dec. 31, 2019. Among those, the task force evaluated six tax credits, including 45G.

Sound Transit contractor crews last week began removing temporary steel columns and beams that were used during construction of the elevated East Link light-rail extension guideway in Bellevue, Washington. 

The project marks the next step in preparing for safety testing and pre-operation checks by 2020, with light-rail operation scheduled for operation by 2023.

U.S. freight-rail traffic fell, Canada's rose in Week 32

U.S. freight railroads logged 533,190 carloads and intermodal units for the week ending Aug. 10, a 4.3 percent decrease compared with the same week last year, according to Association of American Railroads (AAR) data.

Railroads posted 261,194 carloads for the week, down 3.9 percent, and 271,996 containers and trailers, down 4.6 percent, AAR officials said in a press release.

FRA announces rail safety, infrastructure grant opportunity

The Federal Railroad Administration (FRA) yesterday issued a notice of funding opportunity (NOFO) for more than $244 million in grant funding under the Consolidated Rail Infrastructure and Safety Improvements (CRISI) program.The program fiscal-year 2019 NOFO will fund projects that increase rail transportation safety, efficiency and reliability, FRA officials said in a press release.The CRISI grant program "is an important resource for railroads to upgrade infrastructure and for communities to enhance safety on tracks and at railroad crossings,” said U.S. Transportation Secretary Elaine Chao.Eligible applications will include projects that address congestion challenges, highway-rail grade crossings, upgrade short-line railroad infrastructure, relocate rail lines, improve intercity passenger rail capital assets, and deploy railroad safety technology. Freight- and passenger-rail infrastructure projects are eligible to apply.At least 25 percent of the available funds will be reserved for projects in rural areas.In evaluating grant applications, the FRA will consider how projects support key objectives including enhancing economic vitality; leveraging federal funding; adopting life-cycle cost accounting; using innovative approaches to improve safety and expediting project delivery; and holding grant recipients accountable for achieving specific, measurable outcomes. Preference will be given to projects where the proposed federal share of total costs does not exceed 50 percent."These CRISI grants support safe rail systems around the country, and I encourage eligible parties with creative and innovative projects to apply by the deadline," FRA Administrator Ronald Batory said.Grant applications under the FY19 CRISI NOFO are due 60 days after the date of publication in the Federal Register. On Sept. 4, the FRA is scheduled to offer web-based training and technical assistance for eligible applicants.For more details about the CRISI program, visit this page.To view the NOFO, visit this link.

The Foothill Gold Line Construction Authority board yesterday awarded a contract to the Kiewit-Parsons joint venture to design and build a 9-mile segment of the Foothill Gold Line light-rail extension from Glendora to Pomona, California. 

The $805.6 million contract includes relocation of existing freight track, track installation, 40 grade crossing improvements and construction of four light-rail stations in Glendora, San Dimas, La Verne and Pomona, authority officials said in a press release.

The Metropolitan Transportation Authority (MTA) yesterday logged its 1 millionth ‘tap’, or use, of its One Metro New York (OMNY) contactless fare payment system. 

Since the system’s launch at 16 subway stations along the Lexington Avenue 456 line and on Staten Island buses in May, OMNY has exceeded usage expectations, MTA officials said in a press release.

For the fourth consecutive month, the Port of Los Angeles set a new single-month cargo record in July, having moved 912,154 20-foot equivalent units (TEUs) of cargo, port officials announced this week.

July 2019 imports rose 8.7 percent to 476,438 TEUs from the same level in July 2018.  Exports fell 4 percent to 161,340 TEUs, while empty containers climbed 20.7 percent to 274,376 TEUs, port officials said in a press release.

Ohio panel backs federal effort to curb blocked grade crossings

The Public Utilities Commission of Ohio (PUCO) this week filed comments with the Federal Railroad Administration (FRA) in support of its proposed information collection request for blocked railroad crossings.The FRA is seeking U.S. Office of Management and Budget approval to collect information from the public through its website and mobile applications regarding the frequency, location and impact of grade crossings blocked by slow-moving or idling trains. The FRA also would create a dedicated portal for law enforcement to submit information about blocked railroad crossings.Collected data could then be used to analyze blocked crossings and propose solutions for them, PUCO officials said in a press release. PUCO recommended the FRA find ways to expand the scope of the collection activities and explore providing real-time or anticipated blocked crossing data to local and state emergency medical services, fire and law enforcement officials.The public comment period closed yesterday.

Metrolink yesterday announced it logged nearly 12 million boardings from July 1, 2018, to June 30, 2019, marking the highest annual ridership in the Southern California commuter railroad's history. 

The new record reflects an increase of 247,000 boardings from the prior fiscal year and eclipses the previous record of 11,796,086 set in fiscal-year 2008-2009 by 139,270 boardings, Metrolink officials said in a press release.

FEMA awards security grant to Port of Baltimore

The Port of Baltimore will receive a boost in security funding in part by a $703,116 grant from the Federal Emergency Management Agency (FEMA), state officials announced yesterday.The grant will help pay for strengthening access control points and cybersecurity efforts at the port's state-owned public marine terminals."As the Port of Baltimore continues to break cargo records and generate higher numbers of jobs, we want to make certain it remains one of the most secure seaports in the nation,” said Gov. Larry Hogan in a press release. "This funding will help further our mission to ensure the security of the men and women who work at the port, as well as the inbound and outbound cargo that comes through the port.”The FEMA grant will be used for three projects: upgrading and adding security features to software that prevents unauthorized access to public marine terminals; adding three access control booths to the terminals; and incorporating additional mechanisms and upgrades to cybersecurity platforms.In 2018, the port's combined state-owned public and privately owned marine terminals handled a record 43 million tons of international cargo. Also last year, the state-owned public terminals handled a record 10.9 million tons of general cargo and more than 20-foot equivalent containers of cargo.

G&W opens bulk transfer facility on Georgia Southwestern line

Genesee & Wyoming Inc. announced yesterday it has opened a Choice Terminal™ bulk transfer facility at its Georgia Southwestern Railroad Inc. (GSWR) subsidiary in Bainbridge, Georgia.The terminal is located on 15 acres with two tracks accommodating 19 total rail cars and offering open-truck access, G&W officials said in a press release.Operated by G&W railroads, Choice Terminals transfer bulk materials — including agricultural products, aggregates, chemicals and lumber — between rail cars and trucks.“Customers in southwest Georgia, southeast Alabama and the nearby Florida Panhandle can receive inbound, bulk raw materials via rail at the Bainbridge terminal, hold them on site, and have them delivered to their facilities via truck on a just-in-time basis,” said Jim Irvin, GSWR president. “Likewise, outbound bulk products can be transported to the terminal via truck for loading onto railcars to their final destinations.”The 270-mile Georgia Southwestern provides shippers with access to the North American rail network via interchanges with CSX and Norfolk Southern Railway.

Loram Pty Ltd., a subsidiary of Loram Maintenance of Way Inc., forged an agreement to acquire the rail grinding business assets of Aurizon Operations Ltd. Upon completion of the acquisition, which remains subject to certain conditions, Loram will provide rail grinding services to four Australian customers, including mainline and turnout rail grinding for Aurizon Network Pty Ltd. Loram will retain all Aurizon employees, Loram officials said in a press release. 

Shanghai Keolis, a joint venture between Shanghai Shentong Metro Group and Keolis, has opened an 8-mile section of the Songjiang tram network in Shanghai. The complete 19-mile tram network is due to be completed by year's end. The joint venture is responsible for operating and maintaining the network, Keolis officials said in a press release.
