Rail supplier news from Bombardier, Alstom, Siemens, TranSystems , ZTR; and in memoriam: James Martin (Dec. 19)

Bombardier Transportation has obtained a $150 million contract to provide operations and maintenance services for its Innovia automated people mover system at Denver International Airport. Bombardier provided operations and maintenance services for the people mover under previous contracts since the airport opened in 1994. The latest agreement, which goes into effect Jan. 1, covers seven years.

Alstom's Urbalis 400 communications-based train control system (CBTC) is in operation on the Toronto Transit Commission's recently opened Line 1 subway extension. The system's commissioning marks the first time a radio-based CBTC system has entered commercial service on a Canadian metro line, Alstom officials said in a press release. Alstom's complete project scope includes the replacement of the relay-based interlocking on Line 1, as well as the deployment of CBTC across the entire line.

Virginia Gov.-elect Ralph Northam has named Shannon Valentine as his administration's transportation secretary and reappointed Jennifer Mitchell as director of the Virginia Department of Rail and Public Transportation (DRPT).

Valentine, a Lynchburg-area Commonwealth Transportation Board member, is a former member of Virginia's House of Delegates. She will succeed Transportation Secretary Aubrey Layne, who will become Northam's finance secretary.

The White House Office of Information and Regulatory Affairs' recently published agenda includes measures aimed at accelerating the delivery of major infrastructure projects.

In the 2017 plan, federal agencies outline their goals for eliminating or modifying regulatory actions. Reducing regulatory burdens is one of the primary priorities in the agenda, according to the plan's introductory statement.

Port of Long Beach surpasses last year's cargo total

The Port of Long Beach exceeded its 2016 cargo total in the first 11 months of this year, and expects to handle more than 7 million containers for the fourth time in its 106-year history, port officials announced last week.

A total of 612,659 20-foot equivalent units (TEUs) moved through the port last month, an increase of 14.7 percent over the same month a year ago. Through the first 11 months of 2017, shippers sent 6,847,589 TEUs across the port's docks — a 10 percent increase compared with the same period in 2016, port officials said in a press release.

Report: MBTA 'gaining speed' on reforms

The Massachusetts Bay Transportation Authority (MBTA) is "gaining speed" in its plan to drive down costs and improve operations, according to the latest annual report from the agency's Fiscal and Management Control Board (FMCB).

Although the MBTA's operating budget deficit was projected to reach $242 million in fiscal-year 2017, the actual deficit for the year was $30 million. That improvement stemmed from $37 million in internal cost controls and $30 million debt service savings, the report stated.

NECR's MOW workers ratify first labor pact

New England Central Railroad's (NECR) maintenance of way employees ratified their first contract as part of the Brotherhood of Maintenance of Way Employes Division's (BMWED) Northeastern System Federation, the union announced yesterday.The 20-person MOW department voted to join the BMWED earlier this year. The new agreement runs retroactively from July 1, 2017, through 2022, according to a BMWED press release.The contract includes 18 percent gross wage increases over the 5.5-year term, overtime pay over 40 hours per week and a minimum three hours overtime on calls outside regularly assigned hours, union officials said.In addition, the agreement provides schedule stabilization, hours of work, seniority, preference for overtime work and improvements in away-from-home expenses, they said.

Ontario late last week issued a request for bids (RFB) to develop environmental assessment terms of reference for the Kitchener-London segment of the proposed Toronto-Windsor high-speed rail corridor.

The terms of reference will serve as a framework for planning and the environmental assessment, Ontario Ministry of Transportation officials said in a press release.

NTSB: Amtrak train was speeding before derailment

An Amtrak Cascades train was traveling about 80 mph in a 30 mph zone before it derailed yesterday near DuPont, Washington, according to the National Transportation Safety Board (NTSB).

Amtrak Cascades Train 501 was carrying 80 passengers, five Amtrak crew members and one Talgo technician when it derailed at 7:34 a.m. Pacific time while crossing an overpass.

Outlook 2018: Rail-car forecast by Richard Kloster

Richard Kloster is senior vice president and chief commercial officer of AllTranstek LLC, a private transportation consulting company that provides fleet management, technical and strategic consulting to the rail industry. He also is a principal at FTR Intel, where he forecasts the rail equipment markets for a broad client base.

This time last year, the rail equipment outlook for 2017 looked promising. Freight volumes had picked up in late 2016, rail-car demand had improved and 2017 was looking like a possible recovery year. However, the pick-up was short lived and there was no recovery to be had — just a continued slogging through a shifting market with too many cars in some segments and not enough in others.

Ohio panel OKs grade crossing upgrades along NS, R. J. Corman lines

The Public Utilities Commission of Ohio (PUCO) last week approved construction authorization for grade crossing improvements in Holmes and Mercer counties. In Holmes County, Norfolk Southern Railway will install new lights and gates at the Market Street/State Route 226 crossing. Meanwhile, R. J. Corman Railroad Group will upgrade lights and gates at the Staeger Road/County Road 145 crossing in Mercer County.R.J Corman also will install a new crossing surface, PUCO officials said in a press release.The crossing improvement projects are to be completed by September 2018. Federal funding for the projects was provided through the Ohio Rail Development Commission.The PUCO is responsible for evaluating Ohio's public grade crossings to determine the need for installing active warning devices.

APTA: Public transit ridership fell in third quarter

In the third quarter, U.S. transit ridership slipped 3.65 percent year over year to 2.503 billion total trips.

Nine of the 10 largest transit agencies in the nation reported declines for the quarter. Some agencies attributed the downtick to an increase in auto travel and continued low gas prices, according to the American Public Transportation Association's (APTA) Passenger Transport newsletter.

Amtrak reports record ticket revenue in November

Amtrak logged $204.7 million in systemwide adjusted ticket revenue last month, which marked the best month in the railroad's history.Thanksgiving week continued to be the busiest of the year for Amtrak, which served 777,807 riders over the holiday period, railroad officials said in a press release.During the week, Amtrak recorded $61 million in gross ticket revenue."More customers are choosing Amtrak as it is simply the smarter way to travel. We look forward to providing the Amtrak experience to more customers over the December holidays," said Amtrak Co-CEO Wick Moorman.Railroad officials anticipate high demand for tickets this month, as well.

STB requests update on CSX operations

The Surface Transportation Board (STB) late last week requested that CSX provide a detailed update on the ongoing implementation of its new operating plan and efforts to "restore reliable rail service to customers."In a Dec. 14 letter to CSX President and Chief Executive Officer E. Hunter Harrison, the board asked for a report on the company's progress since the STB held a "public listening session" in October to hear from shippers and stakeholders that have complained about CSX's service problems.STB officials sent the letter prior to CSX's announcement that Harrison died Dec. 16 due to "unexpectedly severe complications from a recent illness." CSX Chief Operating Officer James Foote has been named acting CEO.The board wrote that while the company has made noticeable improvement in several key performance measures, "other metrics, such as car order fulfillment and local service performance, have lagged when compared to 2016 and first-quarter 2017."As a result, the board requested CSX provide a detailed update addressing car order fulfillment, local service performance, car trip plan performance, communication with shippers, and the railroad's modifications to its operations in and around Chicago.Moreover, board members asked to be informed of any major operating changes at CSX in 2018. They also requested an in-person meeting with Foote.

FRA approves high-speed passenger-rail projects in Florida, Texas

The Federal Railroad Administration (FRA) late last week signed key environmental documents for privately funded, high-speed passenger-rail projects in Florida and Texas.

The agency on Dec. 15 issued a record of decision for Brightline's second phase, which will run from West Palm Beach to Orlando, Florida. The decision marks the final federal environmental approval needed to build that segment of the system, Brightline officials said in a press release.

Harrison remembered for his unparalleled impact on railroading

Rail industry leaders hailed the late E. Hunter Harrison for his influence on the rail industry during his 50-plus-year career.

Harrison, president and chief executive officer of CSX Corp., died Saturday after experiencing "unexpectedly severe complications from a recent illness," the company said in a statement. He was 73.

TriMet board ratifies three-year pact with ATU Local 757

The Tri-County Metropolitan Transportation District of Oregon's (TriMet) board on Wednesday ratified a new three-year labor contract with the agency’s employees represented by the Amalgamated Transit Union (ATU) Local 757.

The agreement runs from December 2016 through November 2019, and will cost $2.2 million, TriMet officials said in a press release.
