U.S. Sen. Baldwin introduces rail shipper 'fairness' bill

U.S. Sen. Tammy Baldwin (D-Wis.) has introduced the Rail Shippers Fairness Act that would, among other measures, require railroads to participate in competitive switching.

The bill aims to "reduce costs and improve service problems" faced by Wisconsin rail shippers, including farmers, manufacturers and utilities, according to a press release issued by Baldwin's office.

Amtrak announces summer service changes

Amtrak announced yesterday preliminary schedule changes related to its track and switch renewal projects at New York City's Penn Station this summer.

The railroad's service adjustments to its weekday schedule will be in effect July 10 through Sept. 1.

L.A. Metro OKs $6.1 billion budget for FY2018

The Los Angeles County Metropolitan Transportation Authority's (Metro) board yesterday approved a $6.1 billion budget for fiscal-year 2018, which begins July 1.

The budget includes the addition of more rail cars to meet growing demand on the Expo and Gold lines, Metro officials said in a press release. In FY2018, the agency expects to provide 129,000 rail revenue service hours, an 11.6 percent year-over-year increase.

The Nigerian government has selected a GE-led consortium as the preferred bidder for the Nigerian Railway Corp.'s concession project involving the rehabilitation, financing and operating of the Western and Eastern railway lines, as well as the main and other spur lines of the 2178-mile narrow-gauge rail system. The team is composed of GE, SinoHydro, Transnet and APM Terminals. The next phase in the process is concession negotiation, which involves a more detailed examination of the consortium's proposal. Subject to agreement by both parties, a full concession award is expected to be awarded after negotiations, GE officials said in a press release.OmniTRAX Inc. affiliate Arrows Up LLC was issued a U.S. patent for its Rack & Riser unloading system. The patent covers the design, construction and usage of the system, which helps shippers of frac sand and other bulk commodities efficiently unload product into storage or transport receptacles. Arrows Up recently received another patent for the design, construction and usage of its Jumbo Bin bulk material shipping container.Direct ChassisLink Inc. has appointed Brian Taylor president, effective June 1. He most recently served as chief executive officer of the Jacksonville Port Authority. BNSF Railway Co. last week recognized 117 shippers with the railroad's 20th Annual Product Stewardship Award for the safe transportation of hazardous materials by rail during 2016.

The companies were chosen for the award for transporting a minimum of 500 loaded tank cars of hazardous materials during the previous year with zero non-accident releases during the entire transportation cycle and for successfully implementing the ethics of Product Stewardship under the American Chemistry Council's Responsible Care® initiative, BNSF officials said in a press release.

CN and the Teamsters Canada Rail Conference-Conductors, Trainpersons and Yardpersons (TCRC-CTY) announced yesterday that they've reached a tentative agreement for a contract that would cover 3,000 conductors and yard operations employees in Canada.Yesterday's news followed a May 27 announcement that TCRC-CTY had given CN a 72-hour strike notice that would have gone into effect at 4 a.m. today.Details of the tentative agreement are being withheld pending ratification by TCRC members, according to a CN press release."CN is very pleased to have reached this settlement with TCRC-CTY without a service disruption," said Mike Cory, CN executive vice president and chief operating officer. The agency powered the overhead system and ran trains on their own power at 5 mph to 10 mph from the North Yard facility to the Old Concord Road bridge, CATS officials said in a construction update.

House passes bill to reduce pesticide-use regulations

The U.S. House of Representatives this week passed bipartisan legislation to eliminate certain regulations under the U.S. Environmental Protection Agency for approved use of pesticides.H.R. 953 would eliminate "pointless duplication of regulation over the lawful use of pesticides," said House Transportation and Infrastructure Committee Chairman Bill Shuster (R-Pa.) in a press release. "Under this bill, the use of pesticides will continue to be properly regulated, but without excessive burdens on communities, farmers, and private citizens, and without requirements that cause federal and state agencies to spend limited funds on red tape instead of on protecting public health," Shuster added.The bill was supported by a coalition of businesses and organizations that use pesticides. The Surface Transportation Board (STB) is requesting a $37.1 million budget for operating costs in fiscal-year 2018, up slightly over the board's FY2017 appropriations and 15 percent over FY2016.STB is seeking an increase in funding to fill staff vacancies, improve its information technology systems and continue to carry out directives under the STB Reauthorization Act enacted in December 2015.Additionally, the board is requesting $1.6 million to cover lease renewal and costs for a planned relocation of the staff's offices.The Freight Rail Customer Alliance (FRCA) yesterday issued a press release to advocate for an increased budget at STB."In this difficult budgetary environment, we are pleased that the Trump administration saw fit to provide an increase for the STB for FY2018, especially after Congress provided the STB with a needed funding increase for FY2017," said FRCA President David Sauer, chief operating officer and senior vice president of Dakota Gasification Co. U.S. Sens. Charles Schumer (D-N.Y.) and Kirsten Gillibrand (D-N.Y.) announced $33.7 million in federal funding for engineering assistance to implement positive train control (PTC) on a rail line between Poughkeepsie and Schenectady.

Owned by CSX and leased by the New York State Department of Transportation (NYSDOT), the line is used primarily by Amtrak. The route is a federally designated high-speed rail corridor where trains can travel at speeds up to 110 mph, according to a press release issued by Schumer's office.
