FRA awards CRISI grant for Pennsylvania freight-rail expansion project

McKean County, Pennsylvania, has received $11.9 million in federal funding for a project designed to improve freight-rail capacity and safety, U.S. Rep. Glenn Thompson (R-Pa.) announced late last week.

The Federal Railroad Administration (FRA) issued the grant through the Consolidated Rail Infrastructure and Safety Improvements Program (CRISI).

Rail unions ask FRA to address coronavirus concerns; Class I execs cancel conference attendance

The Brotherhood of Locomotive Engineers and Trainmen (BLET) and the SMART Transportation Division (SMART-TD) have petitioned the Federal Railroad Administration (FRA) to take action in response to the spread of COVID-19, the disease caused by the new coronavirus."We and other rail labor organizations take this issue very seriously, and we have been monitoring it closely," BLET President Dennis Pierce and SMART-TD President Jeremy Ferguson wrote last week in a letter to FRA Administrator Ronald Batory.The union leaders urged the FRA to issue guidelines directed at U.S. rail carriers, employees and passengers similar to those issued by other departments within the U.S. Department of Transportation."Further, we ask that you provide continual updates to these guidelines, as other departments have done. Please advise of your plans pertaining to this very serious situation," they wrote.Meanwhile, executives at three Class Is scheduled to address the J.P. Morgan Industrials Conference today in New York City canceled their presentations after planners changed the conference to a virtual event due to concerns over the spread of coronavirus.Norfolk Southern Corp., CN and Union Pacific Railroad announced yesterday that their executives would not be presenting at this year's conference.

New Jersey Transit last week broke ground on a project to extend the Hudson-Bergen light rail’s West Side Avenue Branch less than a mile from its current terminus at West Side Avenue in Jersey City to a new terminus across Route 440.

The $220 million extension project will include construction of a new station west of Route 440 to serve riders at a future development on the Hackensack River waterfront, New Jersey Gov. Phil Murphy announced at a press event last week.

Cotton is showing no symptoms of the virus and is self-quarantined at his home while maintaining a full schedule, port officials said in a published statement following Cuomo’s announcement.

UP pledges science-based targets for GHG emission reduction

Union Pacific Railroad today announced its intention to set science-based targets to determine how much and when the Class I will reduce greenhouse gas (GHG) emissions to support global climate change goals.UP sent a a commitment letter to the Science Based Targets Initiative (SBTi), which independently assesses corporate emissions reduction targets in line with what climate scientists say is needed to meet the Paris Agreement goals — limiting global warming to well below 2 degrees Celsius above pre-industrial levels, UP officials said in a press release."As one of the nation's largest freight railroads, it is our responsibility to act as environmental stewards, reducing emissions and enabling sustainable economic growth across our supply chain," said Chairman, President and Chief Executive Officer Lance Fritz. "This is a challenging task as it means examining every aspect of our operation and looking for innovative solutions while continuing to create long-term value for our shareholders, customers, employees and the communities where we operate."UP's target will use the SBTi's Sectoral Decarbonization Approach Transport tool, which models targets for direct and indirect transportation emissions. UP anticipates finalizing its target and submitting it for approval to the SBTi within a year, company officials said.

Valley Metro has hired Thomas Young as manager of accessible transit services.He is tasked with ensuring the agency provides riders safe, convenient and comfortable services that are accessible to and usable by all, Valley Metro officials said in a press release.Young has more than 35 years of management experience in public transportation and social services.Previously, he was interim assistant general manager of bus operations at the Metropolitan Atlanta Rapid Transit Authority. He is also a former elected official, previously serving as port commissioner for the Port of Hoodsport in Washington.

LIRR implements PTC on another 108 route miles

MTA Long Island Rail Road (LIRR) has activated positive train control (PTC) on the eastern 108 miles of its system, the commuter railroad announced yesterday.

The trackage runs from Patchogue to Montauk, and from Ronkonkoma to Greenport, New York. The 108 miles nearly double the route miles under PTC operation to 220, LIRR officials said in a press release. Now, 72.5 percent of the railroad’s 305 route miles are PTC-operable.
 
“This latest achievement shows that we are continuing to make steady and deliberate progress as we work toward implementing PTC systemwide by Dec. 31,” said LIRR President Phil Eng.

Maratea to succeed Scardelletti as TCU/IAM's national president

The Transportation Communications Union (TCU)/IAM last week announced National President Robert Scardelletti will retire on July 31 after serving 29 years as the union’s leader and more than 53 years as a TCU/IAM member.

The union’s executive council has elected Arthur Maratea as Scardelletti’s successor. Maratea — who will assume the position of national president on Aug. 1 — currently is national vice president. He serves as a special assistant to the president, and heads the TCU/IAM’s industry relations and social services departments.

Ellis & Eastern lands large federal grant for major infrastructure improvements

Ellis & Eastern Co. will receive a nearly $14.5 million Consolidated Rail Infrastructure and Safety Improvements (CRISI) program grant from the U.S. Department of Transportation to help fund the rehabilitation of 7.5 miles of track between Brandon, Minnesota, and Valley Springs, South Dakota.

The nearly $34 million project calls for rebuilding 6 miles of track between Rushmore and Adrian, Minnesota, constructing a siding in Valley Springs, and upgrading 11 bridges and a number of grade crossings.

Transit agencies across the United States have been taking precautions in response to the outbreak of COVID-19, a disease caused by the new coronavirus.

The Greater Cleveland Regional Transit Authority today will implement an enhanced cleaning schedule, which calls for sanitizing rail cars every 72 hours and buses daily.

U.S. Transportation Secretary Elaine Chao last week announced that the Federal Railroad Administration’s (FRA) environmental impact report for the Gateway Hudson River rail tunnel rehabilitation project will continue to be delayed.

Chao said the report won’t be completed as long as the project fails to qualify for federal funding, NJ.com reported.

TekTracking LLC has installed its gate light monitor at a Canadian Class I rail crossing. TekTracking’s gate light monitor is a patent-pending sensor platform used to measure and verify the operation of gate arm lights used in grade crossings. The monitor generates alarms based on anomalies or equipment malfunctions, according to a company press release. 

Stonebriar Commercial Finance promoted Jeff Griffin to managing director of rail leasing. He will oversee market share growth of rail-car leasing clients and place Stonebriar’s recent rail-car order, which will be delivered over the next four years, company officials said in a press release.

The Port Authority of New York and New Jersey (PANYNJ) in January handled 61,415 containers, a 12.3 percent increase in rail volume compared with the same month in 2019. 

Meanwhile, total volume for January was 617,024 20-foot equivalent units (TEUs) of cargo, a 0.9 percent decrease from the previous year’s 622,531 TEUs, PANYNJ officials said in a press release.

Georgia Gov. Brian Kemp has appointed Matt Campbell, Georgia legislative director for SMART Transportation Division, to serve on the state's Commission for Service and Volunteerism.

Part of the Georgia Department of Community Affairs, the commission promotes service and volunteerism in the state through AmeriCorps national service grants, community volunteer recognition and support of local volunteer organizations and efforts. The agency also serves as a pass-through for funds from the federal Corporation for National and Community Service in Washington, D.C.

Amtrak's mandatory arbitration policy would end under new legislation

Lawmakers in both chambers of Congress yesterday introduced the "Ending Passenger Rail Forced Arbitration Act," which would end Amtrak's practice of forced arbitration agreements with passengers.In January 2019, Amtrak revised a requirement that legal action against the railroad be resolved through a mandatory arbitration process. Under the change, riders waive their right to sue the national intercity passenger railroad in a U.S. court for any reason with the purchase of an Amtrak ticket. Amtrak added the policy after two high-profile fatal derailments — one in Philadelphia in 2015 and the other in DuPont, Washington, in 2017 — that resulted in multimillion-dollar settlements for the victims, The Washington Post reported.The legislation is among several efforts to pressure Amtrak to restore the legal rights of passengers and their families to bring any disputes agains the railroad before a judge and jury. In January, the nonprofit Public Citizen filed a lawsuit to have the clause removed from Amtrak's ticketing terms and conditions, the newspaper reported.Reps. Conor Lamb (D-Pa.) and Denny Heck (D-Wash.) introduced the bill in the House. "Requiring forced arbitration agreements limits consumer rights and protections,” said Lamb in a press release. "Amtrak should not preclude their customers from exercising their full rights through a forced arbitration policy."The Senate bill was introduced by Sen. Richard Blumenthal (D-Conn.) and is sponsored by 11 other Democrats."Riders unwittingly sign away vital legal rights with the purchase of a ticket. If the worst happens, they are left without legal recourse. This is unacceptable. We must restore consumers' access to justice and public accountability," Blumenthal said in a statement.
