Brightline acquires Vegas-California passenger-rail route

Brightline, the passenger-rail service operating in southeastern Florida, has agreed to acquire XpressWest, a proposed high-speed rail project with rights to develop a federally approved corridor between Southern California and Las Vegas.

The acquisition would mark Brightline's first project outside Florida, where the private company operates passenger trains between Miami, Fort Lauderdale and West Palm Beach. Brightline has plans to expand service to Orlando International Airport in 2021 and, potentially, to Tampa.

The Greater Cleveland Regional Transit Authority (GCRTA) in November will mark the 50th anniversary of its Red Line rail extension to Cleveland Hopkins International Airport.

When the extension opened in 1968, Cleveland became the first city in the Western Hemisphere to offer direct rail service between its central business district and an international airport, agency officials said in a news release.

Amtrak begins to resume service after Hurricane Florence

Amtrak today resumed its regular scheduled Northeast Regional service in Virginia and cities in the Northeast, following cancellations and other schedule changes prompted by the impact of Hurricane Florence.Due to severe weather that continues to affect the Southeast, Amtrak will continue to modify service through Thursday, railroad officials said in a service update.Trains cancelled through Thursday include the Auto Train, Nos. 52 and 53; and the Silver Meteor, Train Nos. 97 and 98.Operating on a modified schedule will be the Silver Star between New York City and Miami and the Palmetto, which operates between New York City and Savannah, Georgia.

Wabtec updates merger process with GE

Wabtec Corp. yesterday announced it has filed an amended preliminary proxy statement with the U.S. Securities and Exchange Commission related to its proposed merger with GE Transportation.The amended proxy filing "reiterates and reinforces the strategic and financial logic of our planned combination with GE Transportation, to form a diversified, global leader for rail equipment, services and software," Wabtec Chairman Albert Neupaver said in a press release. "We are even more confident than when we announced the transaction in May that this combination will serve the best long-term interests of our shareholders."Wabtec officials said late last week that the company continues to make progress on the proposed merger, including the execution and settlement of $500 million of three-year floating rate notes and $2 billion of five-year and 10-year senior notes to fund a majority of the cash requirements for the transaction.Wabtec anticipates the merger to be completed by early 2019."Upon completion of the merger, we believe we will be poised to drive strong growth in 2019 and beyond and well-positioned to serve customers as industry demand continues to improve," Wabtec officials said.

Georgia Ports Authority OKs $92 million for Mason Mega Rail Terminal

The Georgia Ports Authority's (GPA) board yesterday approved $92 million for the Mason Mega Rail Terminal project at the Port of Savannah.

The project will double the Port of Savannah's annual rail capacity to 1 million containers. Work approved yesterday includes 124,000 feet of new track, 88 automated switches and rail control devices, as well as the rail and power infrastructure to support the operation of rail-mounted gantry cranes, GPA officials said in a press release.

The American Railway Engineering and Maintenance-of-Way Association (AREMA) yesterday presented its 20th annual Dr. William W. Hay Award for Excellence to engineering and design firm Arup for its work as lead consultant on MTA New York City Transit's (NYCT) Fulton Center in lower Manhattan.

The award was presented yesterday at AREMA's annual conference and exposition in Chicago. The award honors the memory of William Walter Hay, a longtime association contributor and professor of railway civil engineering at the University of Illinois Urbana-Champaign.

UP's "Unified Plan 2020" will launch Oct. 1 and will be rolled out in phases across the Class I's network. Resulting benefits are expected to help UP achieve its 60 percent operating ratio goal by 2020, on the way to achieving a 55 percent operating ratio, company officials said in a press release.

AAR names Jefferies to succeed Hamberger as CEO

The Association of American Railroads (AAR) has announced its next president and chief executive officer will be Ian Jefferies, who currently serves as the organization's senior vice president of government affairs.

Jefferies will assume his new duties Jan. 1, following the retirement of current AAR President and CEO Edward Hamberger. Jefferies will continue to lead the organization's legislative efforts through the end of the year and coordinate with Hamberger to ensure a smooth transition, AAR officials said in a press release.

Trinity Industries Inc. has announced the makeup of its board after the planned separation of its infrastructure business, known as Arcosa Inc. Trinity's board will consist of eight directors and be chaired by Chief Executive Officer and President Tim Wallace. Meanwhile, Rhys Best will serve as the nonexecutive chairman of Arcosa's board, which will consist of nine directors. To ensure continuity, the Trinity and Arcosa boards each will include five members from Trinity's current board, with no overlapping directors. The five board members who join the Arcosa board will resign from the Trinity board when the separation is completed, according to a Trinity press release. New directors will be added to both the Trinity and Arcosa boards following completion of the spinoff.Ermewa Group has selected Amsted Digital Solutions' end-to-end telematics platform for its digitalization strategy. The Amsted platform provides comprehensive visibility and optimization software aimed at improving customers' rail shipping experience and traffic flow. In addition, the platform will provide Ermewa with advanced digital analytics to improve repair depot cycle times and implement a condition-based maintenance program, Amsted officials said in a press release. Ermewa has more than 40,000 assets in its rail fleet. Florida East Coast Industries (FECI) and Lincoln Property Co. (LPC) have hired Strategic Retail Advisors (SRA) to lead retail leasing for the Park-Line Palm Beaches luxury residential community adjacent to the new Brightline station in West Palm Beach, Florida. SRA will help find retail tenants for the 14,000-square-foot ground floor of the community. Located steps from Brightline's West Palm Beach Station, Park-Line Palm Beaches is a 24-story, 290-unit multifamily tower. The community is slated to open for occupancy in October, according to a joint release issued by FECI and LPC.

Court blocks California's crude-by-rail safety law

California cannot enforce a fee on rail shipments of crude oil, chlorine and other hazardous materials, a federal appeals court ruled late last week.

The 9th U.S. Circuit Court of Appeals upheld a preliminary injunction against California Senate Bill 84, the so-called Oil by Rail Safety Act, which requires railroads to collect fees from customers shipping certain hazardous materials and then send those fees to California.

Denton County Transportation Authority obtains $4 million PTC grant

The Denton County Transportation Authority (DCTA) has been awarded up to $4 million in grant funding to help with the Texas transit agency's implementation of positive train control (PTC) for its A-train service.The DCTA's PTC project was among 28 projects in 15 states to be awarded a combined $203.7 million in Federal Railroad Administration (FRA) grants to assist with the cost of PTC deployment under the Consolidated Rail Infrastructure and Safety Improvements (CRISI) program.The DCTA has installed enhanced automatic train control (E-ATC), a type of PTC system that uses an underlying ATC system in conjunction with other features or systems to achieve the core required functions of PTC, agency officials said in a press release.“Receiving this FRA grant is a huge win for the agency,” said DCTA Chief Executive Officer Raymond Suarez. “Not only does it enhance our PTC technology, but it provides needed funding for us to continue towards our goal of implementing PTC and entering revenue service by the deadline.”The grant will enable the agency to implement cut sections, PTC programming changes, insulated joints, track circuit monitoring equipment, dispatch software/hardware integration with the E-ATC system temporary speed restrictions server, support training and testing along the A-train corridor.DCTA is making "good progress" on its PTC testing and implementation, agency officials said. All signal and onboard equipment were installed by January, static testing has been completed and dynamic testing began July 22.

Arctic Gateway reports fatal derailment on Hudson Bay Railway

Arctic Gateway Group reported yesterday that a fatal derailment occurred Sept. 15 on the Hudson Bay Railway near Ponton, Manitoba.

The derailment resulted in the death of an employee on the locomotive. A second employee sustained "serious injuries" and was airlifted to a nearby hospital, Arctic Gateway officials said in a press release.

FRA: Nine railroads 'at risk' of not qualifying for PTC extension

Nine railroads — all passenger — have been determined to be "most at risk" of failing to qualify for an extension of the Dec. 31 deadline to implement positive train control (PTC), Federal Railroad Administrator Ronald Batory told a congressional panel last week.

Railroads that had installed less than 90 percent of its PTC system hardware as of June 30 are most at risk of failing to qualify for an "alternative schedule" for PTC implementation, Batory told the House Subcommittee on Railroads, Pipelines and Hazardous Materials during a hearing held Sept. 13.
