Ohio panels OK grade-crossing improvement projects

The Public Utilities Commission of Ohio (PUCO) last week approved construction authorization form the Ohio Rail Development Commission (ORDC) for the installation of active warning devices at grade crossings in Huron and Tuscarawas counties.In Huron County, the Wheeling & Lake Erie Railway will install lights and gates at the Corwin Street grade crossing in the city of Norwalk.In Tuscarawas County, the Columbus & Ohio River Railroad will install lights and gates at the West Street grade crossing in the village of Newcomerstown.The upgrades are to be completed by Nov. 21. Federal funding for the projects is approved through the ORDC, PUCO officials said in a press release.To increase public safety during the construction of the projects, local governments may seek funding from the PUCO for the cost of safety improvements such as rumble strips, illumination, improved signage or other enhancements at the project locations. Funding for such improvements comes from the State Grade Crossing Safety Fund and may not exceed $5,000 per project.The PUCO is responsible for evaluating Ohio's public grade crossings to determine the need for installing active warning devices. Since the PUCO began implementing those evaluations, the annual number of train-motor vehicle crashes in Ohio has decreased from 123 in 2001 to 64 in 2016.

Buffalo agency taps WSP for light-rail environmental review

The Niagara Frontier Transportation Authority's (NFTA) board has chosen WSP Inc. to provide environmental review and preliminary design for the first phase of the Amherst Metro Rail extension project.

WSP's scope of work includes refining the 2017 locally preferred alternative for extending the Metro Rail light-rail system along Niagara Falls Boulevard in Buffalo, New York. The alignment would run from the University Station in Buffalo to the University of Buffalo's North Campus in Amherst, New York.

GE inks $1 billion locomotive agreement in Ukraine

GE Transportation last week signed a $1 billion framework agreement with Ukraine that calls for the supply of 30 GE Evolution Series freight locomotives to Ukrainian Railways.

The agreement also calls for additional locomotive kits over 10 years, the rehabilitation of locomotives in the railway's legacy fleet and long-term maintenance services.

Caltrain's board to consider PTC contract with Wabtec

The Peninsula Corridor Joint Powers Board next month will consider approval of a contract with Wabtec Railway Electronics Inc. to complete a federally mandated project to roll out a positive train control (PTC) upgrade to Caltrain's signal system.

The new contract would complete Caltrain's PTC project after the railroad terminated a contract last year with Parsons Transportation Group for nonperformance "after many months of delay and repeated failure by the contractor to correct performance issues," Caltrain officials said in a press release.

LIRR to replace ties, renew crossings on Montauk Branch

MTA Long Island Rail Road (LIRR) next week will begin replacing wood ties on the Montauk Branch between stations in Patchogue and Speonk, New York.

Crews will perform the work Feb. 26 through May 28. The upgrades are part of LIRR's 2018 annual track program, which includes improvements to safety and on-time performance, railroad officials said in a press release.

D.C.’s SSO Program certified by FTA

The District of Columbia (D.C.) obtained Federal Transit Administration (FTA) certification for its rail transit State Safety Oversight (SSO) Program, becoming the fourth state or entity to be certified.

Under the D.C.'s SSO Program, the D.C. Fire and Emergency Management Services is responsible for providing safety oversight of the D.C. Streetcar system. Separately, the District of Columbia, together with Virginia and Maryland, are expected to jointly submit to the FTA an SSO Program certification application for the Washington Metropolitan Area Transit Authority (WMATA) Metrorail system, which will be overseen by the Metrorail Safety Commission.

OL Canada aims to reduce train vs. snowmobile accidents

Virtually, all incidents involving winter recreation vehicles and trains can be avoided says Operation Lifesaver's (OL) Canadian arm, which released a new video campaign addressing the subject.

OL Canada says the snowmobile-focused virtual-reality video raises awareness about how to prevent collisions between trains and winter off-road vehicles. The shock value is high in the video, which immerses viewers in a 3D environment where they are treated to a snowmobile-driver's point of view of the last seconds of a ride before approaching a crossing where the ride ends in what OL Canada hopes is an unforgettable collision with a train. The video is the latest addition to the Look. Listen. Live. campaign first launched by OL Canada last April.

LIRR to replace ties, crossings on Montauk Branch

Long Island Rail Road (LIRR) crews will work from the end of February through mid-May to replace crossties and install grade crossings.

LIRR plans to replace timber crossties on the Montauk Branch between Patchogue and Speonk on weekdays from February 26 to May 18, 2018. This work is being performed as part of the LIRR's 2018 Annual Track Program, an ongoing initiative to renew the commuter line's track infrastructure, which LIRR says is an imperative effort to maintain and improve safety and on-time performance. The 2018 program was originally budgeted at $60 million, but as of a December 2017 update, has increased to $64 million.

SCVTA issues Final SEIS/SEIR for second phase of BART extension

Santa Clara Valley Transportation Authority (SCVTA) and the Federal Transit Administration (FTA) have issued the final state and federal environmental document for SCVTA's BART Silicon Valley Phase II Extension Project.

The Supplemental Environmental Impact Statement and Subsequent Environmental Impact Report (SEIS/SEIR) includes responses to comments that were received during the public circulation of the draft document, which was released in December 2016, and design refinements made since then.

B-256 gets an extended life span

One of the oldest railroad bridges in Wisconsin, a more-than-century-old, 2,200-foot timber structure spanning the Wisconsin River at Spring Green on the Wisconsin & Southern Railroad's (WSOR) Prairie Subdivision, has undergone a a major improvement project. WSOR, a Watco Cos.subsidiary, and the Wisconsin Department of Transportation (WisDOT) collaborated on the project.

Sound Transit logged more than 47 million rides in 2017

In 2017, Sound Transit logged 47,031,781 rides on its rail, bus and paratransit routes, marking a 10 percent increase over the previous year.

On the Central Link light-rail line, ridership surged 22 percent to more than 23 million riders. Ridership on the Tacoma Link light-rail line grew 3.6 percent to 983,315 passengers. The agency's Sounder commuter-rail system logged 4,312,113 riders, up 2.9 percent compared with ridership in 2016.

Additionally, the project will attract investment from businesses in the industrial park.The 10 municipalities in the Mekinac MRC decided in 1996 to create a regional industrial park on land adjacent to the main regional CN rail line. The new transshipment center will be developed on about 8.5 acres in the park.

CABT: Municipal leaders ask Congress to oppose bigger trucks

More than 1,000 local government leaders this week signed a letter to Congress asking policymakers to oppose proposed increases in truck, size or weight, including longer double-trailer trucks and heavier single-trailer trucks.The letter — signed by mayors, county engineers and public works directors — was delivered yesterday to Capitol Hill offices, according to the Coalition Against Bigger Trucks (CABT)."Longer and heavier trucks would cause significantly more damage to our transportation infrastructure, costing us billions of dollars that local government budgets simply cannot afford, compromising the very routes that American motorists use every day," the letter states.The CABT is a national, nonprofit organization that advocates for highway safety and transportation policies. The Association of American Railroads (AAR) is among organizations that are opposed to laws that would allow larger, longer or heavier trucks on the nation's roads and highways.
