MTA ends overnight for-hire vehicle program

The Metropolitan Transportation Authority (MTA) on Aug. 30 will end the overnight for-hire vehicle program it put in place in May to offer alternative service during overnight subway closures that are necessary to facilitate enhanced cleaning during the COVID-19 pandemic. 

The program served about 1,500 riders per night who faced excessively lengthy trips as a result of the subway closures, MTA officials said in a press release.

The North Carolina Railroad Co. (NCRR) has hired Edward Wu as director of engineering.

Wu has more than 15 years of experience in transportation engineering and commuter- and freight-rail construction. He is joining NCRR after nearly six years at CN, where he managed multiple infrastructure projects involving freight- and passenger-rail service, NCRR officials said in a press release.

Chicago rail agencies call for federal funding to support transit

The Regional Transportation Authority (RTA), Chicago Transit Authority (CTA), Metra and bus service Pace issued a joint statement calling on Congress to provide $32 billion for transit nationwide in a new COVID-19 relief package, as recommended by the American Public Transportation Association.

The joint statement was signed by Metra Chief Executive Office and Executive Director Jim Derwinski, CTA President Dorval Carter, RTA Executive Director Leanne Redden and Pace Executive Director Rocky Donahue.

AAR, ASLRRA seek exemption from certain hours-of-service regs

The Association of American Railroads (AAR) and the American Short Line and Regional Railroad Association (ASLRRA) last week filed an application with the Federal Motor Carrier Safety Administration (FMCSA) to seek an exemption from certain hours-of-service provisions.Filed on behalf of member railroads, the associations are requesting exemptions from the following provisions:• driving a property-carrying commercial motor vehicle without first taking 10 consecutive hours off duty;• driving after the 14th hour after coming on duty;• driving more than 11 hours during the 14-hour period after coming on duty;• driving if more than eight hours have passed since the end of the last off-duty or sleeper-berth period of at least 30 minutes; and• driving after accumulating 60 hours of on-duty time in seven consecutive days (60-hour rule) or 70 hours of of on-duty time in eight consecutive days (70-hour) rule.The exemption would enable railroad employees subject to the hours-of-service rules to respond to unplanned events that occur outside of, or extend beyond, the employees' normal work hours, the FMCSA reported in the Federal Register.The FMCSA is requesting public comments on the application by Sept. 21.

FAA issues draft environmental statement for LGA AirTrain project

The Federal Aviation Administration (FAA) last week issued a draft environmental impact statement (DEIS) for the Port Authority of New York and New Jersey's (PANYNJ) proposed LaGuardia Airport (LGA) Access Improvement Project and the AirTrain LGA project.

The FAA is accepting public comments on the DEIS through Oct. 5, FAA officials said in a press release.

DART adds Schlosser to board

The Dallas City Council yesterday appointed Rodney Schlosser to represent the city on Dallas Area Rapid Transit’s (DART) board. Schlosser is the senior vice president of business development and strategic partnerships at Asurion. He has been with the company for more than 20 years. Schlosser previously served on the Dallas Park and Recreation Board, and chaired the Dallas Municipal Library Board.Meanwhile, DART Executive VP and Chief Operations Officer Carol Wise has been named a 2020 Women in Business honoree by the Dallas Business Journal.The award is given annually to “influential” women who go above and beyond in their business and community, and who will continue to impact the business landscape for years to come, DART officials said in a press release.

MARTA partners with HOPE Atlanta to address homelessness

The Metropolitan Atlanta Rapid Transit Authority (MARTA) earlier this week launched a yearlong pilot program with HOPE Atlanta to find solutions for people that are homeless and taking refuge in rail stations.

HOPE Atlanta is a non-profit organization that offers housing, social services, substance abuse counseling and employment services.

OmniTRAX adds Savannah industrial hub to rail-ready program

OmniTRAX Inc. is expanding its Rail-Ready Sites to the Savannah Gateway Industrial Hub in coordination with the Effingham County Industrial Development Authority in Georgia.OmniTRAX will work with the authority and brokerage firm Colliers International to market and develop more than a dozen sites in Savannah Gateway, ranging from 60 to more than 200 acres, OmniTRAX officials said in a press release.OmniTRAX's Rail-Ready Sites program aims to connect rail-served properties with shippers seeking to maximize supply-chain performance.Located near the Port of Savannah and CSX and Norfolk Southern Railway lines, the sites are ideal locations for plastics, aerospace, automotive, advanced industrial manufacturing, and logistics and distribution center operations, company officials said."With great domestic and logistics capabilities, the Savannah market is increasingly appealing to a wide variety of companies," said OmniTRAX Economic Development Director Justin Strickland.The Savannah Gateway Industrial Hub is a 2,700-acre master plan that's certified as a Georgia Ready for Accelerated Development. OmniTRAX is constructing an industrial switcher to connect hub sites to on-property Class Is that serve the East Coast.

Metra yesterday announced it has completed renovations on Hazel Crest Station on the Metra Electric commuter-rail line in Chicago.

The station is now fully compliant with the accessibility requirements of the Americans with Disabilities Act, and features a new street-level depot, a waiting area and a restroom, Metra officials said in a press release.

Labor, passenger group asks STB to issue injunction in Metra-UP dispute

A coalition of labor and passenger-rail groups has written to the Surface Transportation Board (STB) in support of Metra's request for an injunction to require Union Pacific Railroad to continue operating commuter-rail service on three Chicago-area rail lines.

Filed Aug. 18, the coalition's statement notes that the STB determined earlier this month it would not rule on Metra's injunction request, at least until a U.S. District Court rules in a legal case between the two railroads. Metra granted UP's request to hold the injunction proceeding in abeyance.

Ontario government releases RFP to advance Eglinton extension tunneling

The province of Ontario has invited selected teams from a request for qualifications process to respond to a request for proposals that will detail how they plan to design and deliver the tunneling work for the Eglinton Crosstown West Extension. Selected teams include:East End Connectors, led by Dragados Canada Inc., Aecon Infrastructure Management Inc. and Ghella Canada Ltd.; Fast Eglinton Group, led by FCC Construccion SA, Astaldi Canada Enterprises Inc. and Salini-Impregilo SpA; and  North American Tunnel Partners, led by EllisDon Capital Inc. and Barnard LP. 

Infrastructure Ontario and Metrolinx expect to award the tunneling contract in mid-2021.The CA$4.7 billion project is designed to extend Metrolinx's Eglinton Crosstown light-rail line 5.7 miles to the west, mostly underground. The extension will create connections between Union Pearson Express trains and the Kitchener GO Transit line.

OCTA solicits ideas for shielding passenger rail from severe weather

The Orange County Transportation Authority (OCTA) yesterday opened a survey to begin collecting public suggestions on how the authority can improve 12 rail stations in Orange County, California, to better shield riders from weather conditions. 

The survey — which will be open through September —  is a part of a larger Rail Infrastructure Defense Against Climate Change study to identify challenges and opportunities for improving service, operations and infrastructure along Orange County’s 25-mile rail corridor and ways to better withstand severe weather conditions.

San Joaquin rail panel begins environmental review of proposed grade separation

The San Joaquin Regional Rail Commission (SJRRC) yesterday began the environmental review process for the proposed Stockton Diamond Grade Separation Project, which will identify concepts to separate two rail lines at California’s most congested at-grade railway junction in downtown Stockton.

SJRRC is working with BNSF Railway Co. and Union Pacific Railroad on the project. The intersection causes significant delays for both freight and passenger rail that use the lines, SJRRC officials said in a press release.

Sound Transit completes construction of East Link Bellevue light-rail tunnel

Sound Transit yesterday announced that Atkinson Construction crews have completed the civil construction of the light-rail tunnel that will connect the East Main and Bellevue Downtown stations when the East Link light-rail extension in Seattle begins operating in 2023.  

By adapting to different ground conditions, the contracted crews were able to complete the tunnel excavation five months earlier than expected, which helped keep the project on schedule despite delays due to the COVID-19 pandemic, Sound Transit officials said in a press release.

Class I workforce continued to shrink in July

Class Is employed 117,230 people as of mid-July, down 0.95 percent from June and down 16.68 percent from July 2019 levels, according to Surface Transportation Board data.

Five out of six employment categories logged month-to-month decreases. They were: maintenance of way and stores, down 2.18 percent to 19,550 employees;  maintenance of way and structures, down 1.44 percent to 29,931; professional and administrative, down 1.25 percent to 10,381; transportation (other than train and engine), down 1.17 percent to 5,075; and executives, officials and staff assistants, down 0.92 percent to 7,521.

South Dakota rail panel authorizes sale of Sioux Valley Line

The South Dakota State Railroad Board yesterday authorized the South Dakota Department of Transportation (SDDOT) to finalize a purchase agreement with the Dakota and Iowa Railroad (D&I) to acquire the state-owned Sioux Valley Line.

The Sioux Valley Line is located between Canton and Elk Point with a spur to Beresford. The D&I is a subsidiary of L.G. Everist Inc., SDDOT officials said in a press release.
