In memoriam: Long-time transit industry contributor Joseph Alexander

Joseph Alexander, an original member of Virginia Railway Express’ (VRE) operations board, a founding member of the Northern Virginia Transportation Commission (NVTC) and stanch passenger-rail supporter in Virginia, died Aug. 30. He was 90.

Alexander served on the Fairfax County Board of Supervisors for 32 years and on the NVTC from its inception in 1964 until 1995, serving as chair from 1970 through 1972. He also represented NVTC on the Washington Metropolitan Area Transit Authority’s (WMATA) board for more than 20 years and was chairman four times.

STB adopts final rule on waybill data collection

The Surface Transportation Board (STB) has adopted a final rule aimed at improving the board's waybill sample data collection by creating a more robust dataset for decision-making and analyses. The rule takes effect Jan. 1, 2021.Specifically, the rule would increase the sampling rates of certain non-intermodal carload shipments and specific separate sampling strata and rates for intermodal shipments, STB officials said in a press release.The board initiated the rulemaking as part of its rate reform efforts. The final rule follows a notice of proposed rulemaking that was issued in November 2019.Board members expect the enhanced dataset to provide more comprehensive information to the STB and other users of waybill sample data in a variety of contexts, including exemption decisions, stratification reports, traffic volume and rate studies, board-initiated investigations and certain rate cases.The final rule also eliminates the paper system for reporting waybill data.

UP announces 2020 hazmat safety award winners

Union Pacific Railroad is honoring 69 companies with its 2020 Pinnacle Award for their efforts to safely transport chemicals by rail.The annual award recognizes shippers that implement release prevention protocols, corrective action plans and have zero non-accidental releases of regulated hazardous materials shipments.The railroad values its collaboration with the award recipients and their help in transporting chemical shipments in the safest manner possible, said Jacque Bendon, UP's vice president of industrial, in a press release."Their work helps ensure these vital products safely arrive at their destinations," he said.The Class I's hazardous materials safety team supports its customers with joint rail safety training programs and rail-car inspections, UP officials said.To read the list of 2020 winners, click here.

Dalton takes helm as VRE's CEO

The two governing bodies that oversee the Virginia Railway Express (VRE) have appointed Rich Dalton chief executive officer. The Northern Virginia Transportation Commission and Potomac and Rappahannock Transportation Commission affirmed a recommendation from VRE’s operations board to install him as leader.Dalton was appointed acting CEO in November 2019 when VRE and former CEO Doug Allen agreed to part ways. At the time, Dalton was chief operating officer and deputy CEO, positions he held for 11 years. He previously served as acting CEO in 2012.Prior to joining VRE, Dalton spent 19 years with a company involved in passenger and freight rail. He is a military veteran, having served as a petty officer in the U.S. Navy.Among his accomplishments at the VRE, Dalton led a multi-year effort to implement positive train control (PTC), board members said in a press release. In April 2019, VRE became the nation’s sixth rail system to operate under PTC.Dalton’s decades of experience and railroad savvy make him the ideal candidate for the position, said Gary Skinner, who chairs both the VRE operations board and Spotsylvania County Board of Supervisors.“His leadership and vision will not only allow our commuter-rail system to weather the challenges presented by the current health crisis, but to emerge a stronger organization, well positioned for future growth,” said Skinner.Dalton also stood out as a top CEO candidate because of his unparalleled expertise in VRE’s operations and its partner agencies, and his vision for the system’s future, board members said.“I am excited to lead VRE as we execute our strategic objectives for safety, complete customer satisfaction, prudent fiscal management, system growth, and a healthy corporate culture,” said Dalton.

Brightline and Miami-Dade County officials broke ground yesterday for Aventura Station, which will be built on three acres in Adventura, Florida.

To be constructed near Adventura Mall, the 17,500-square-foot station will include an 860-foot platform inside of Florida East Coast Railway/Brightline right of way. The site will include 240 parking spaces and newly landscaped areas.

BNSF to operate contaminated rail under consent decree

Federal and state of Montana officials have proposed an agreement that would make BNSF Railway Co. responsible for maintaining and operating track that the railroad is accused of contaminating with asbestos.

The U.S. Environmental Protection Agency, Montana Department of Environmental Quality and BNSF proposed in a consent decree that the Class I would implement an operation and a maintenance plan, a health and safety plan and institutional controls to minimize risk to railroad workers and the surrounding community from low levels of asbestos within the Operable Unit 6 of the Libby Asbestos Superfund Site in Lincoln County, Montana.

Long Bridge project poised to advance to design phase

The extensive environmental planning process for the Long Bridge project has concluded, the Virginia Department of Rail and Public Transportation and District of Columbia Department of Transportation announced yesterday.

Owned and operated by CSX, Long Bridge is the only rail bridge connecting Virginia to the District of Columbia, and is one of the most significant passenger- and freight-rail choke points along the East Coast. Built in 1904, the two-track bridge is used by CSX and Norfolk Southern Railway — which retains trackage rights on the bridge and connecting CSX track — as well as Amtrak and Virginia Railway Express (VRE).

Metrolink has achieved a certificate of achievement for excellence in financial reporting from the Government Finance Officers Association of the United States and Canada (GFOA).

The association honored the Los Angeles-area commuter railroad for its annual financial report for the fiscal year ending June 30, 2019. The report met the highest standards of the program by demonstrating full disclosure and motivating potential riders and user groups to read the document, according to the GFOA.

Three agencies take pandemic-related measures

Virginia Railway Express (VRE) has released a series of online videos designed to inform current, former and prospective passengers about the commuter railroad’s efforts to protect their health and safety during the COVID-19 pandemic.Ranging from 30 seconds to two minutes, the videos highlight enhanced cleaning protocols, social-distancing decals, hand-sanitizer dispensers on rail cars and platforms, workers’ use of facial coverings and a new web page detailing the number of available seats on a train.The commuter railroad has experienced a more than 90 percent decline in ridership due to the pandemic.“Safety has, since VRE’s inception, been our priority,” said Rich Dalton, the railroad’s acting chief executive officer, in a press release. “We want to assure commuters that, when they are ready to ride again, we are here to welcome them back in the safest and healthiest way possible.”Meanwhile, the Maryland Transit Administration has proposed MARC and bus service adjustments to manage the fiscal impact of COVID-19 through operating and capital budget reductions. Additional details on the MARC commuter-rail service changes — which would impact the Penn and Camden lines — will be announced in fall.A tad farther east, New Jersey Transit plans to reopen rail ticket windows Sept. 8 that were were temporarily suspended as a COVID-19 precaution. Riders who want to minimize touchpoints are encouraged to continue purchasing tickets through the agency’s mobile app and ticket vending machines.“While ticket agents are back at their windows, everyone needs to remain as vigilant as ever before, and continue to practice social distancing and wearing a face covering for everyone’s protection,” said NJ Transit President and CEO Kevin Corbett.

Sound Transit officials and local public artists have condemned acts of vandalism on Aug. 20 that caused damage to many of the 35 temporary public art murals displayed at the construction site of a future Federal Way light-rail extension station.

Since the slashed murals include numerous depictions of people of color, the damage is suspected to have been motivated by racism, Sound Transit officials said in a press release.

EDA awards grant for Texas industrial park rail spur

The U.S. Economic Development Administration (EDA) will award a $1.2 million grant to the city of Corsicana, Texas, to construct a 2,500-foot rail spur that will serve the Highway 31 Industrial Park.The grant will be matched with $833,333 in local funds. It's expected to generate $60 million in private investment, EDA officials said in a press release.
The new rail spur, to be located in a Tax Cuts and Jobs Act Opportunity Zone, will directly support new economic development in North Central Texas, said Dana Gartzke, who performs the delegated duties of the assistant secretary of commerce for economic development. "In addition, the project's location in an opportunity zone will build upon the park's success in attracting new manufacturing companies and additional private investment to the region," Gartzke said.The project was made possible by the regional planning efforts led by the North Central Texas Council of Governments, EDA officials said.

Metrolinx adopts mats to curb trespassing at GO Transit crossings

Metrolinx has installed rubber anti-trespassing mats (ATPs) at 18 grade crossings across GO Transit’s network so far this year as part of a ongoing program.

The agency is adding the mats at high-risk, track-level crossings and pedestrian crossings on three corridors: Lakeshore East, Lakeshore West and Stouffville. The mat’s hard and uneven surface makes it nearly impossible to walk on or over, helping to greatly reduce trespassing risks at crossings, Metrolinx officials said in an online post.

UP to operate Bailey Yard as single classification yard

Union Pacific Railroad will begin operating its Bailey Yard in North Platte, Nebraska, as a single classification yard, the railroad confirmed yesterday.The Class I will consolidate its rail-car sorting operations in the yard's newest and westernmost hump yard.The change is due to improved customer shipping processing times, said Raquel Espinoza, UP's senior director of corporate communications and media relations, in an email."All rail shipments will be sorted on the west side of Bailey Yard, which plays a critical role on the Union Pacific network," she said. "The changes are a testament to the team's operational excellence and safe, reliable service to customers."UP does not anticipate the changes to have a "significant impact" on its 1,600 employees in North Platte, Espinoza added.The yard's workforce went through several rounds of layoffs and other job reductions after UP unveiled its Unified Plan 2020 in late 2018, according to The North Platte Telegraph. In May, another round of layoffs was announced due to lower traffic related to the COVID-19 pandemic.Considered the world's largest rail classification yard, Bailey Yard covers 2,850 acres, reaching a total length of 8 miles.

Class I CEOs respond to FRA-STB's letter on service issues

Several Class I chief executives this week responded to letters they received last week from the Federal Railroad Administration (FRA) and Surface Transportation Board (STB) that asked the railroads to address certain service issues related to the impact of the COVID-19 pandemic.

In letters to the Class Is' chief executive officers, FRA Administrator Ronald Batory and STB members said they were made aware of concerns such as "missed industrial switches and excessively late or annulled trains due to crew availability issues."

U.S. railroads registered intermodal volume gain in August

Although U.S. rail traffic declined 5.8 percent in August compared with the same month a year ago, total intermodal volume rose 3 percent to 1,122,954 containers and trailers, according to Association of American Railroads (AAR) data.

U.S. railroads logged 898,227 carloads last month, down 14.9 percent from August 2019, while total combined volume fell to 2,021,181 carloads and intermodal units. Still, the monthly U.S. intermodal volume gain was a highlight in AAR's August traffic report.

Rail supplier news from Transdev, Duos, Bombardier, HUBER+SUHNER, Ardenna and Cubic (Sept. 2)

Transdev announced the retirement of President-Emeritus Michael Setzer after a nearly 50-year career in the transit industry. He previously served in chief executive roles at many U.S. transit systems, including those in Cincinnati and St. Louis. Setzer was general manager of Minneapolis-St. Paul’s Metro Transit during the construction and commissioning of its first light-rail line and chief executive officer of Long Island’s Nassau Inter-County Express. He founded Professional Transit Management, which now is part of Transdev, a global transport services provider.

Duos Technologies Group Inc. appointed Charles Ferry chief executive officer to succeed company founder and Chairman Gianni Arcaini, who recently retired and will continue to serve on Duos’ board. Ferry has extensive private-sector leadership experience in the energy and defense contracting industries, and served in the U.S. Army for 26 years, Duos officials said in a press release. He most recently was CEO of APR Energy. Earlier in his career, Ferry was general manager or ARMA Global Corp., a defense contracting firm owned by General Dynamics.

The Metropolitan Atlanta Rapid Transit Authority (MARTA) has launched its first-ever Riders’ Advisory Council (RAC), a group of 24 volunteers who will provide feedback on passenger experience improvements.  

Managed by MARTA Chief Customer Experience Officer Rhonda Allen, the RAC includes representatives from the agency’s service area and at-large members. MARTA employees, contractors and elected officials are ineligible to serve as RAC members, who will serve two-year terms and meet monthly.

Railroad Retirement Board names Bonson chief medical officer

The U.S. Railroad Retirement Board (RRB) has tapped Dr. Elizabeth Bonson to serve as chief medical officer.Bonson will provide medical guidance to the board's Office of Programs, which adjudicates claims for disability annuities and sickness insurance benefits. She also will train examiners on medical issues, serve as a consultant on medical contract solicitations, and act as the board's medical liaison to other federal agencies and the public, RRB officials said in a press release.Bonson is double board-certified in preventive medicine and occupation/environmental medicine. Most recently, she provided utilization review and management for health-care services.During five years in clinical practice, Bonson specialized in occupational health. Additionally, she served as associate medical director at the Washington State Department of Labor and Industries, where she was responsible for provider education and best-practice program development for worker-related health care.Bonson also has experience as an independent contractor implementing a quality improvement program for medical exams in workers' compensation claims.
