Canada's crude-by-rail exports reach eight-year low

Canadian exports of crude oil by rail fell to 42,820 barrels per day in June, an eight-year low, according to a report by Kallanish Energy.Citing Canada Energy Regulator data, the energy news outlet reported that June's total shipments were the lowest since June 2012, when volume moved was 33,758 barrels per day.Total volume of crude oil moved by rail in June totaled 1.284 million barrels. Oil demand and prices remain low in the wake of the COVID-19 pandemic, the report stated.Canadian exports of crude by rail totaled 58,048 barrels per day in May and 156,242 barrels in April.

CHRSA issues environmental document for L.A.-Anaheim section

The California High-Speed Rail Authority (CHSRA) yesterday kicked off a one-month scoping period to solicit input on additional freight facilities in Colton and Barstow, California, that are necessary for the construction and operation of a 30-mile section of high-speed rail from Los Angeles to Anaheim.

The Los Angeles-to-Anaheim project section will travel along the BNSF Railway Co.-owned rail corridor between Los Angeles and Fullerton. To accommodate the future high-speed rail service, a portion of BNSF’s freight service will need to be relocated from the corridor.

BTS: Transborder freight moved by rail fell in June

Transborder freight moved by all modes of transportation between the United States and Canada and Mexico fell 20.9 percent to $82.1 billion worth of goods in June compared with June 2019 levels, the U.S. Bureau of Transportation Statistics (BTS) reported yesterday.Rail, the second-most used mode, moved $11.2 billion worth of goods during the month, down 29 percent year over year. Rail represented 13.7 percent of all transborder freight moved in June, according to a BTS press release.Compared with May levels, the $82.1 billion worth of goods moved by all modes rose 46.3 percent in June. For rail, the increase was 105 percent.Year over year, freight moved by rail between the United States and Canada tumbled 33.5 percent to $5.7 billion worth of goods in June; freight moved by rail between the United States and Mexico fell 23.6 percent to $5.6 billion worth of goods.The three busiest rail border ports and value of goods moved in June were in Laredo, Texas, $2.8 billion; Detroit, $1.9 billion; and Eagle Pass, Texas, $1.7 billion.The top three rail commodities were motor vehicles and parts, worth $5.6 billion; computers and parts, worth $600 million; and plastics, worth $600 million.Those top three commodities represented 60.7 percent of the total transborder freight moved by rail.

San Francisco Muni shuts down rail service after reopening

The San Francisco Municipal Transportation Agency (SFMTA) yesterday announced it will shut down all Muni Metro light-rail lines and replace them with bus service for several weeks due to overhead electrical line failures and because an employee tested positive for COVID-19. 

The shutdown occurred just days after the agency reopened rail service following five months of being closed due to the COVID-19 pandemic.

USDOT seeks applicants for grade crossing grants

The U.S. Department of Transportation has published a notice of funding opportunity for up to $50 million in grants to commuter railroads interested in improving safety at grade crossings.Applications will be accepted until Oct. 26. Funding will be awarded by the Federal Highway Administration (FHWA) through the Commuter Authority Rail Safety Improvement (CARSI) Grants Program.Under CARSI, the FHWA, in coordination with the Federal Railroad Administration (FRA) and Federal Transit Administration, will provide competitive grants to commuter-rail authorities working to eliminate hazards at grade crossings. Eligible projects include those that separate or protect grades at crossings; rebuild existing grade crossing structures; relocate highways to eliminate grade crossings and eliminate hazards posed by blocked crossings due to idling trains.“FRA is always working toward a benchmark of zero fatalities at railway crossings, and such safety improvements to our nation’s infrastructure will go a long way toward that goal,” said FRA Administrator Ronald Batory in a press release.By statute, an eligible commuter authority must have experienced at least one accident investigated by the National Transportation Safety Board between Jan. 1, 2008, and Dec. 31, 2018, and for which the NTSB issued an accident report.For information on how to apply, click here

RTA funds rail access improvements in Illinois

The Regional Transportation Authority (RTA) last week announced $95,000 in funding through its Access to Transit program to help two communities in northeastern Illinois complete Phase I engineering for projects that will improve pedestrian and bicycle access to rail transit.The RTA board approved funding for the following rail-related projects: $50,000 to build a side path along University Parkway that will connect the University Park Metra Station to the Interstate 57 Industrial Corridor; and  $45,000 to improve pedestrian access long US Route 14, Illinois Route 173, Marengo Road and Ayer Street to better connect residents to the Harvard Metra Station.  The University Park sidewalk project will create a multimodal connection between transit and a growing employment center that will make it easier and safe for workers to access jobs via transit, RTA officials said in a press release.“Helping high need communities complete Phase I engineering opens the door for them to access larger state or federal programs for construction funding,” RTA officials said.The RTA launched the Access to Transit program in 2012 to support small-scale capital projects that improve multimodal connections to public transportation.

A project to eliminate a grade crossing on MTA Long Island Rail Road's (LIRR) main line in the villages of New Hyde Park and Garden City has been completed two months ahead of schedule, New York Gov. Andrew Cuomo announced yesterday.

The grade separation is the latest step in a broader LIRR expansion project that calls for adding a third track from Floral Park to Hicksville to reduce train congestion and delays. The New Hyde Park crossing is the third of eight crossings along the LIRR main line eliminated as part of the expansion plan.

Metra crews tomorrow will begin a $2.3 million project to replace a railroad crossing at 87th Street and Pulaski Road on the SouthWest Service Line in Worth Township, Illinois. 

Crews will reposition the crossing gates at the intersection closer to the tracks, add pedestrian gates and replace the signal bungalow. Work also will include the replacement of rail, ties and ballast.

The boards of Metrolink and the San Bernardino County Transportation Authority (SBCTA) recently approved memorandums of understanding (MOU) with Brightline/XpressWest to study a possible expansion of Xpress West's proposed high-speed rail line between Las Vegas and the Los Angeles area.

Metrolink's board approved an MOU last week, according to a Forbes report. The study would examine linking the XpressWest project to Metrolink stations in the Los Angeles suburbs of Rancho Cucamonga and Palmdale, California. Each extension would add about about 50 miles from XpressWest's current terminus in Victorville, California, the news organization reported.

Bill would offer tax credits for freight rail-car investment

The Railway Supply Institute (RSI) has endorsed the proposed Freight RAILCAR Act, a bill introduced in Congress last week that would help generate private investment in freight rail-car manufacturing.The "Freight Rail Assistance and Investment to Launch Coronavirus-era Activity and Recovery Act" would offer freight rail-car owners a time-limited 50 percent tax credit for purchasing new freight rail cars or refurbishing existing cars that result in improving capacity or fuel by at least 8 percent, RSI officials said in a press release.In addition, the bill would provide separate tax credits for scrapping rail cars based on their depreciated value and for capital expenditures on equipment or technology enhancements that improve environmental standards or the safety, quality or efficiency of rail-car manufacturing and repair options.The credit is intended to encourage freight rail-car owners to modernize their fleet to better meet precision scheduled railroading standards, accelerate the industry's production of new tank cars to meet improved safety standards and to increase the efficiency of the fleet by use of more energy-efficient rail cars, RSI officials said.The bill was introduced by U.S. Reps. Brad Schneider (D-Ill.), Darin LaHood (D-Ill.), Dan Lipinski (D-Ill.), Rick Crawford (R-Ark.), Earl Blumenauer (D-Ore.) and Drew Ferguson (R-Ga.). The legislation comes as demand for new rail cars has reached near-record lows, association officials said. Prior to the COVID-19 pandemic, the freight rail-car manufacturing industry directly supported 65,000 U.S. jobs, with average salaries exceeding the national average by 40 percent.RSI officials urged Congress to pass the bill quickly to help railway suppliers cope with the economic fallout of the pandemic."Railway suppliers are facing increasingly difficult economic circumstances as a result of the COVID-19 pandemic and many have been forced to significantly reduce their manufacturing workforces," said Nicole Brewin, RSI's senior vice president of government and public affairs.

TriMet holds competition for repurposing legacy light-rail vehicles

Portland State University’s Center for Public Interest Design tomorrow will select the winners of a design competition to re-envision the use of Tri-County Metropolitan Transportation District of Oregon’s (TriMet) oldest MAX light-rail vehicles, which will begin to be retired in a few years. 

Contestants of the competition were encouraged to find new uses for legacy trains that could help address homelessness, climate change, racial inequality or other social, environmental or public health crises, including the COVID-19 pandemic, TriMet officials said in a press release.

The Metropolitan Transportation Authority (MTA) on Aug. 30 will end the overnight for-hire vehicle program it put in place in May to offer alternative service during overnight subway closures that are necessary to facilitate enhanced cleaning during the COVID-19 pandemic. 

The program served about 1,500 riders per night who faced excessively lengthy trips as a result of the subway closures, MTA officials said in a press release.
