The Massachusetts Bay Transportation Authority (MBTA) Fiscal and Management Control Board (FMCB) has voted in favor of amending the Ruggles Station Transportation Project contract with Vanasse Hangen Brustlin, Inc., (VHB) to expand the project’s design and accessibility work.

A new intermodal facility that will connect the Port Authority of New York and New Jersey (PANYNJ) GCT Bayonne terminal to CSX and Norfolk Southern broke ground on Dec. 19.
GCT USA and PANYNJ said the ExpressRail Port Jersey facility ("Greenville Yard") will be a major ship-to-rail port project located directly adjacent to the recently expanded, state-of-the-art GCT Bayonne container terminal. This project will complete the agency's more than $600 million initiative that establishes direct access to on-dock or near-dock rail service for all of its major marine terminals.

The Southern Rail Commission (SRC) has allocated more than $2.47 million in Federal Railroad Administration (FRA) funding to 11 communities in three states to be used for improvements supporting potential restoration of passenger rail service.
The SRC says the communities in Alabama, Louisiana and Mississippi intend to use the funds for station-area planning and construction projects that will ensure safe access and better connectivity to and from the station, improved convenience for riders, updated facilities and leveraged economic opportunity that comes with station redevelopment.

However, this improved freight environment will not stem the decline in new rail-car deliveries, which are forecast to decline by 34 percent year over year in 2017, to about 39,000 cars. Tank cars and covered hoppers will still dominate deliveries, accounting for 79 percent of the total, but deliveries in all rail-car segments will be lower next year. Orders are likely to improve, but with 2016 orders on pace to be the worst since 2009, this is probably a small consolation.
The backlog is another story. While it remains high at more than 77,000 cars, there is a disconnect in the backlog that was created over the last two years due to the over-ordering of energy-related equipment — particularly crude-by-rail (CBR) tank cars and frac sand covered hoppers. As a result, companies with prior orders have attempted to switch their car-type mix, or even cancel orders. The hope is that this backlog readjustment, which has had a dampening effect on new orders, will be completed soon.
