CN outlines cap-ex plans for three Midwest states, Tennessee

CN yesterday and today continued to roll out its 2020 capital expenditure budgets for various states, including $125 million targeted for infrastructure projects in Illinois, $35 million in Iowa, $30 million in Tennessee and $25 million in Minnesota.

In Illinois, CN's investments will focus on replacing the St. Charles Air Line Bridge over the Chicago River in Chicago. In addition, the Class I will replace 9 miles of rail, install over 180,000 new ties, rebuild 45 grade crossing surfaces and perform maintenance work on bridges, culverts, signal systems and other track infrastructure.

Cap Metro, Austin council recommend Project Connect investment

Capital Metropolitan Transportation Authority (Cap Metro) and Austin, Texas, City Council officials earlier this week recommended a $7 billion initial investment to begin work on Project Connect, a plan for an expanded rail and bus system in Austin.

The investment would require $3.9 billion in local funding, with Cap Metro seeking federal funding for the remaining 45 percent of the project costs, Cap Metro officials said in a press release.

Norfolk Southern: Q2 revenue down 29 percent on lower volume

Norfolk Southern Railway today reported 2020 second-quarter railway operating revenue fell 29 percent to $2.1 billion driven by a 26 percent decline in total freight volume compared with second-quarter 2019 results.NS posted Q2 net income of $392 million, down 46 percent, and diluted earnings per share of $1.53, down 43 percent from a year ago.Like other Class Is that have reported Q2 financial results in recent days, NS officials cited the COVID-19 pandemic's impact on volume as a major factor in the company's performance during the quarter. At the same time, NS continued to make progress on implementing its new operating model, executives said in a press release. NS reported Q2 railway operating expenses of $1.5 billion, down 21 percent from a year ago. The decrease was driven by lower fuel, compensation, benefits and purchased services expenses, NS officials said in a press release."Underscoring our commitment to shareholder value, we forged ahead with our ongoing transformation by further reducing our hump-yard footprint, achieving fuel efficiency gains and increasing train size," said Chairman, President and Chief Executive Officer James Squires. "These are astounding achievements while managing the unprecedented economic disruption and public health crisis." Income from railway operations was $610 million, down 43 percent. The railroad's operating ratio for the quarter was 70.7 percent compared to 63.6 percent a year ago."We are mobilized and driven to meet the challenges and opportunities that lie ahead, and we will continue to create collaborative change and relentlessly pursue increased productivity as a leading supply chain partner throughout the economic recovery and beyond," Squires said.

Wabtec Corp.’s Trip Optimizer™️ surpassed a milestone as railroads utilized the energy management system to operate their trains for more than 500 million miles, Wabtec officials announced in a press release. Installed on over 11,000 locomotives globally, the system has saved 400 million gallons of fuel to date and reduced CO2 emissions by over 500,000 tons per year, they said.

Alstom and Eversholt Rail announced a more than $1 million investment in British hydrogen trains to create a new class, the 600 series, of trains. Alstom will build the trains, known as Breeze, at the Widnes Transport Technology Center in the United Kingdom. The investment will underpin other initiatives in the hydrogen sector and support any subsequent national hydrogen strategy, Alstom officials said in a press release.

U.S. Transportation Secretary Elaine Chao last week released a policy document meant to serve as a roadmap for crossmodal technology innovators to engage with the U.S. Department of Transportation (USDOT).

Titled "Pathways to the Future of Transportation," the document was released a year after Chao announced the formation of the department's Non-Traditional and Emergency Transportation Technology (NETT) Council, an internal deliberative body to identify and resolve jurisdictional and regulatory gaps that may impede the deployment of new technologies, such as potential advances in tunneling and hyperloop.

The Metropolitan Transportation Authority's (MTA) board last week awarded a $93.2 million contract to Tully Construction Co. Inc. to construct elevators and other accessibility features at the 149 Street-Grand Concourse and Tremont Avenue subway stations in the Bronx, New York.

MTA bundled both station projects under one construction contract and are taking advantage of lower ridership during the COVID-19 pandemic to shorten the construction schedule and lower costs, MTA officials said in a press release.

Georgia Ports Authority sets tonnage record in FY2020

The Port of Savannah handled 4.44 million 20-foot equivalent units (TEUs) of cargo in fiscal-year 2020, a less than 1 percent decrease compared with the same period in 2019, Georgia Ports Authority (GPA) officials announced yesterday.

Despite the impact of disruptions caused by the COVID-19 pandemic, total tons crossing all GPA docks in fiscal-year 2020 reached a record 37.77 million, up 0.6 percent, or 223,000 tons, compared with FY2019. Container tons increased 2 percent to 33.5 million tons for the fiscal year ended June 30, another record.

AAR recognizes CSX's Davis with Chaffee environmental award

The Association of American Railroads (AAR) has named Corey Davis of CSX as the 2020 John H. Chafee Environmental Excellence Award recipient.

Davis is director of fuel strategy and utilization at the railroad, where he has overseen efforts that resulted in CSX driving down fuel usage by more than 8 percent between 2012 and 2018. The savings have reduced fuel utilization by 32 million gallons, cutting carbon dioxide emissions by 332,000 tons in just one year, AAR officials said in a press release.

Walmart last week announced plans to build a $220 million distribution center in Dorchester County, South Carolina, that is expected to increase volume at the Port of Charleston by 5 percent.

Once completed, the new storage and cross-dock facility will span nearly 3 million square feet. Expected to take 14 months to build, the facility will supply several regional distribution centers, and support 850 Walmart stores and Sam's Clubs across the state and beyond, South Carolina Ports Authority (SCPA) officials said in a press release.

The afternoon train will serve as an alternative for riders of two other trains, where the number of available seats is about 40 percent.

The nation's intercity passenger railroad now says passengers may be removed or banned from trains for not wearing masks. In May, Amtrak began requiring riders to wear masks, but allowed riders to remove them when seated alone.

The Rail Customer Coalition is calling on the U.S. Senate to approve President Donald Trump's nominations of Robert Primus and Michelle Schultz to fill two vacancies on the five-member Surface Transportation Board (STB).Primus, a Democratic congressional staffer from New Jersey, was recommended by U.S. Sen. Chuck Schumer (D-N.Y.). He and Schultz require Senate confirmation before they may be seated on the board. Schultz's Senate confirmation has been stalled for two years.Schultz, of Pennsylvania, has served as deputy general counsel at the Southeastern Pennsylvania Transportation Authority.The coalition — which represents more than 70 trade associations in the manufacturing, energy and agricultural industries that rely on freight-rail service — sent a letter to the Senate Transportation Committee in support of the nominees' confirmation."The confirmation of Ms. Schultz and Mr. Primus will allow the board to live up to its obligations under the Staggers Act and continue to pursue sensible reforms that will benefit everyone," the letter states. "Such reforms will increase access to competitive freight-rail service and market-based rates, while cutting red tape and allowing the board to operate more effectively."If approved by the Senate, Primus and Schultz would join Republican Chair Ann Begeman, Republican Patrick Fuchs and Democrat Vice Chair Marty Oberman on the STB.

CN rolls out infrastructure plans for Louisiana, Mississippi

CN announced today it will spend $60 million across Louisiana and $50 million across Mississippi on infrastructure projects this year.

In Louisiana, the dollars will go toward a multiyear project to rebuild the McComb Spillway Bridge. In addition, crews will replace 6 miles of rail, install 20,000 new ties, rebuild 21 grade crossing surfaces, and perform maintenance work on bridges, crossings, culverts, signaling and track.

OptiFuel Systems LLC is in the process of finalizing a $2.6 million U.S. Department of Energy (DOE) grant to demonstrate a pre-production renewable natural gas (RNG) hybrid, 4,300-horsepower line-haul locomotive. The program aims to demonstrate that a suite of commercially available engines present a near-term, low risk solution to create an affordable RNG hybrid line-haul locomotive with near zero emissions while simultaneously improving fuel cost by 50 percent, OptiFuel officials said in press release. Partially funded with the DOE grant, the program will allow pre-production testing at the Transportation Technology Center Inc.

The Federal Railroad Administration, in conjunction with the Small Business Innovation Research Program, awarded Wi-Tronix LLC a contract to evaluate the ability of forward-facing cameras in locomotives to detect and analyze grade crossing infrastructure. Wi-Tronix will also evaluate the use of video analytics and visual intelligence tools.

ARRC’s Coastal Classic, which provides passenger-rail service between Anchorage and Seward, will end daily operations on Sept. 7, one week earlier than originally scheduled, ARRC officials said in a press release.
