First State Investments completes Patriot Rail acquisition

First State Investments (FSI), a global investor in infrastructure, announced today it has completed its acquisition of Patriot Rail and Ports from SteelRiver Infrastructure Partners, an independent investment manager.Financial terms were not disclosed.The acquisition is FSI's first unlisted infrastructure investment in the United States."Railroads are long life assets that provide essential transportation services to a diverse customer base. We are excited to support the Patriot team and see many opportunities to continue to expand the business in North America," said John Ma, director of FSI's unlisted infrastructure team, in a press release.Patriot operates 12 short lines with more than 585 track miles across 14 states and a ports business in the southeastern U.S.In addition to Ma, FSI appointed the following members to Patriot's board:
• John Fenton, Patriot's chief executive officer since 2012;
• Gavin Kerr, an FSI director;
• Gilbert Lamphere, chairman of Patriot, chairman of MidRail, and former director of CSX and CN;
• Alexander Lynch, a former board member of CN and Illinois Central Railroad;
• Chris McArthur, vice chairman of Patriot and partner at FSI; and
• Richard Timmons, retired Norfolk Southern Railway executive and former president of the American Short Line and Regional Railroad Association.Patriot's operations include line haul and local rail service, as well as rail-car storage; transloading; rail-car cleaning, scrapping, repair and maintenance; and contract switching.The Patriot ports business provides terminal stevedoring, logistics, and warehousing services across nine terminals and two cold storage facilities in the southeast United States.FSI announced in August that it had reached an agreement to acquire 100 percent of equity in Patriot Rail and Ports.

The Metropolitan Transportation Authority (MTA) yesterday announced ridership increases on the New York City Transit (NYCT) subway, Long Island Rail Road (LIRR) and Metro-North Railroad in September compared with the same month last year.

NYCT subway’s average weekday ridership was 5.77 million in September, up 4.5 percent compared with September 2018, MTA officials said in a press release.

Mantle Ridge sells most of its stake in CSX

The activist that shook up CSX Corp. three years ago has wound down most of its investment in the Class I, The Wall Street Journal reported yesterday.Mantle Ridge LP, the investment vehicle of Paul Hilal, has sold off nearly all of its $1 billion position in CSX, the newspaper reported based on filings with the U.S. Securities and Exchange Commission. CSX bought back about 4.7 million shares.Hilal retains ownership of about 3.4 million shares of CSX, and will continue to serve as a director and vice chair of the railroad's board.Hilal launched the bid to recruit and install veteran railroader E. Hunter Harrison as CSX's chief executive officer after Harrison turned around operations at CN and Canadian Pacific. At the Canadian Class Is, Harrison successfully implemented precision scheduled railroading (PSR) to wring out waste and inefficiencies.Harrison was in the process of launching a PSR system at CSX when he unexpectedly died Dec. 17, 2017.

Tech Mahindra will provide an online learning platform that features multiple modules of interactive training, as well as assessment and evaluation, ASLRRA and Tech Mahindra announced today in a joint press release.

The existing Kannapolis Station platform accommodates Carolinian and Piedmont service on only one side of the double-track North Carolina Railroad/Norfolk Southern Main Line.

Long Island Rail Road eliminates grade crossing

MTA Long Island Rail Road (LIRR) last week completed construction on a two-way grade separated underpass at the Covert Avenue crossing in Long Island, New York Gov. Andrew Cuomo announced late last week.

The project is the second of eight grade crossings LIRR plans to eliminate across its network by 2022 to improve safety and traffic flow and reduce noise from train horns and bells, Cuomo said.

Georgia DOT seeks input on environmental statement for proposed high-speed rail corridor expansion

The Georgia Department of Transportation (DOT) and Federal Railroad Administration are soliciting public comment on a Tier 1 draft environmental impact statement for a proposed extension of the Southeast High-Speed Rail Corridor from Charlotte, North Carolina, to Atlanta.The agencies will ask for public input on the draft statement during open houses held tomorrow in Atlanta, Wednesday in Greenville, South Carolina, and Thursday in Charlotte. Comments may be offered in person or online through Nov. 4, Georgia DOT officials said in a press release.The draft statement lays out three options, with a no-build alternative serving as the baseline. The comments received will help the agencies determine a preferred corridor alternative for the Tier 1 environmental impact statement and the record of decision.The proposed expansion of the corridor is a project of the Passenger-Rail Corridor Investment Plan. Expanding proposed high-speed passenger-rail service between Atlanta and Charlotte is part of the planned Southeast High-Speed Rail Corridor, which would connect Washington, D.C., Richmond, Virginia, and Charlotte.When completed, the service would improve capacity and travel times and provide an alternative mode of travel, Georgia DOT officials said.

USDOT rolls out LNG-by-rail rule

The U.S. Department of Transportation (USDOT) is moving ahead with a proposal to allow liquefied natural gas (LNG) to be moved by rail in DOT-113 tank cars.

The Pipeline and Hazardous Materials Safety Administration (PHMSA), in coordination with the Federal Railroad Administration (FRA), announced late last week that it will publish a notice of proposed rulemaking to allow LNG to be transported by rail tank car.

Cummings chaired the House Committee on Oversight and Reform. He also was a senior member of the House Committee on Transportation and Infrastructure (T&I), where he served on the Subcommittee on Railroads, Pipelines and Hazardous Materials, as well as the Subcommittee on Coast Guard and Maritime Transportation.

OIG: Amtrak could save millions by improving on-time performance

Improving Amtrak's on-time performance (OTP) by 5 percentage points on all routes would result in $12.1 million in financial benefits to the railroad in just one year, Amtrak's Office of Inspector General (OIG) reported this week.

The benefits would include $8.2 million in reduced costs and $3.9 million in increased revenue, OIG officials said in a press release.

KCS posts record Q3 revenue despite flat carload volume

Kansas City Southern logged record third-quarter 2019 revenue of $747.7 million, a 7 percent increase over the same quarter a year ago, the Class I announced today.

The railroad was helped by a 21 percent increase in refined fuel shipments to Mexico, as well as cost-cutting efforts. Overall, carload volumes were flat in the quarter compared with last year, KCS officials said in a press release.

NRC chairman's column: Register for NRC Conference, NRC/REMSA exhibition

The holiday season is upon us and I hope you are spending time with your families, enjoying the fall foliage, and not indulging in too many pumpkin-spiced treats! As always, I want to touch on “Safety First” in everything we do. Make sure that you don’t allow the holidays to distract you from working safely and finishing the year with a strong safety record!

In September, I attended the Railway Interchange Exhibition and Conference in Minneapolis with many of you. It was an excellent event, well organized, as always. The technical presentations were timely and informative. The exhibits were a great opportunity for our board of directors and NRC staff to visit with NRC members at their booths, and see emerging products and technologies in our industry. Additionally, the NRC had the opportunity to participate in a roundtable discussion with FRA Administrator Ron Batory and his staff to discuss the FRA R&D program and technology trends.

Metra, UP to close Evanston ticket office

Metra yesterday announced that on Oct. 31, Union Pacific Railroad will close the on-site ticket office at the Evanston Central Street Station in Evanston, Illinois, due to declining on-site sales.

Located on the UP North Line, the station sold an average of 940 tickets per month this year. The station sells the fewest tickets of all of UP’s ticket agent-staffed locations, Metra officials said in a press release.
