ASLRRA, Herzog partner on short line PTC solution

The American Short Line and Regional Railroad Association (ASLRRA) yesterday announced an agreement with Herzog Technologies Inc. to provide a positive train control (PTC) solution specifically designed for short lines. Herzog’s back-office PTC solution allows railroads to offload complicated PTC technical responsibilities in order to focus on daily operations, ASLRRA officials said in a press release.Herzog’s solution includes hosted infrastructure, interoperable train control messaging, crew initialization and PTC consist management software, which enables railroads to initialize locomotives and edit crew and consist data, as well as configuration management reports, ASLRRA officials said.Herzog’s offering joins a group of ASLRRA-curated PTC vendors providing service for short lines and regionals, made possible through a $2.5 million federal Railroad Safety Technology grant awarded to assist short lines in meeting PTC deadlines.“We are pleased to be able to offer a leading solution for short lines who must equip with PTC per regulation, or as required by their Class I partners. Via our agreement with Herzog, we offer a PTC solution from an industry leader at a price that is reasonable for our small business railroad members,” said ASLRRA President Chuck Baker.

Metra yesterday announced that it will not raise fares next year despite an expected $26 million increase in operating expenses.

To control and reduce operating costs in order to avoid increasing fares, Metra identified $5 million in operating efficiencies, officials with the Chicago commuter railroad said in a press release.

Seattle DOT cancels streetcar contract with CAF USA

The Seattle Department of Transportation (SDOT) announced earlier this week it has canceled a contract with CAF USA that called for the purchase of 10 new streetcars for the Center City Connector project.

At the same time, SDOT officials outlined a new timeline for advancing the project, which calls for construction of streetcar connections between South Lake Union, the waterfront, Pioneer Square, the International District and First Hill in Seattle.

California rail authority issues environmental document for Central Valley wye

The California High-Speed Rail Authority yesterday released a draft supplemental environmental impact statement for the Central Valley wye that would be part of the state's high-speed rail (HSR) system between Merced and Fresno.The authority is seeking public comments on the draft document from Sept. 13 through Oct. 28. A public hearing will be held Oct. 1 in Chowchilla, authority officials said in a press release.The authority completed the public review of the draft statement under the California Environmental Quality Act (CEQA) in May and June and is now releasing the same document for public review under the National Environmental Policy Act (NEPA), they said.Authority officials will respond to comments received during both the NEPA and CEQA comment periods in a final supplemental document planned for release in 2020.The document supplements a final environmental impact statement issued in 2012 for the Merced-to-Fresno section of the HSR project. The supplement focuses on the Central Valley wye portion of the alignment that would create the east-west connection between the San Jose-to-Merced section to the west and the approved Merced-to-Fresno alignment.The 2012 final document identified the "Hybrid Alternative" as the preferred alternative for the north/south alignment of the HSR, but did not select a preferred alternative for the Central Valley Wye, authority officials said.

U.S. freight railroads start September with another drop in traffic

U.S. railroads started off September with another decrease in rail traffic, according to Association of American Railroads (AAR) data.

The railroads logged 469,285 carloads and intermodal units for the week ending Sept. 7 compared with the same week a year ago, AAR officials said in a press release.

Rail supplier news from Greenbrier, CC&L, L.B. Foster, Bechtel, Masabi and SPRING (Sept. 11)

The Greenbrier Cos. Inc. has introduced a covered hopper rail car to its line of rail-car products. Made specifically for transporting grain, the newly designed car features the Tsunami Gate, a door and hatch system that permits shippers to customize the discharge speed of grain. The rail car has a capacity of 5,185 cubic feet. At 50 feet and six inches long, the car is shorter than traditional models, allowing more rail cars per fixed amount of track, Greenbrier officials said in a press release.

Connor, Clark & Lunn Infrastructure acquired VIP Rail ULC, a short line logistics business affiliate of Alpenglow Rail LLC. VIP Rail provides first- and last-mile rail transportation and storage solutions to a blue chip customer base in Sarnia, Ontario. Meanwhile, CC&L Infrastructure formed a partnership with Alpenglow Rail to develop and operate a diversified portfolio of rail businesses across North America, CC&L Infrastructure officials said in a press release.

MTA Long Island Rail Road (LIRR) announced that eight new rail cars entered into passenger service today.

The rail cars are the first of a complete fleet of 202 cars designed and manufactured by Kawasaki Rail Car. The 188 remaining cars are expected to begin passenger service in March 2021, LIRR officials said in a press release.

FRA should update its grade-crossing prediction model, OIG says

The Federal Railroad Administration (FRA) has effective procedures to determine whether grade-crossing incident data are complete and accurate, however the agency needs to update its accident prediction model and improve guidance for inspectors who use the data, a federal audit has found.

The U.S. Department of Transportation's Office of Inspector General (OIG) recently initiated the audit of the FRA's grade-crossing database to assess the agency's collection of grade-crossing incident and investigation data, as well as the data's use to reduce collisions at grade crossings.

The line will open following completion of a $350-million initiative to upgrade and modernize it. The project included track replacement, train control and overhead power system upgrades and installation of four new switches, LA Metro officials said in a press release.

The Port of Long Beach's board agreed on Monday to call for construction bids on a planned rail project designed to increase the port's efficiency.

The Board of Harbor Commissioners is scheduled to award a construction contract by December on the $25 million project, which would provide greater efficiency for on-dock rail and on local roadways by shifting more cargo from truck to rail, port officials said in a press release.

ASLRRA: Senate majority favors short-line tax credit bill

Sixty U.S. senators now are on record supporting a bill that would make the short-line tax credit permanent, the American Short Line and Regional Railroad Association (ASLRRA) announced yesterday.The senators' support of the Building Rail Access for Customers and the Economy Act of 2019 (BRACE Act S.B. 203) represents an historic moment in the long effort to make the tax credit permanent, ASLRRA officials said in a press release."Both houses of Congress are on record through their co-sponsorships on the need for permanence of the short-line tax credit," said ASLRRA President Chuck Baker. Sixty is a symbolically important number in the Senate. In the House, the BRACE Act (H.R. 510) has 269 supporters, far in excess of the 218 needed for a majority, ASLRRA officials said.Known as 45G, the tax credit offers short lines a credit of 50 cents for each private dollar spent on freight-rail upgrades and maintenance up to a cap of $3,500 per track mile annually. The credit has been renewed six times since 2005. It last expired on Dec. 31, 2017. The BRACE Act represents "smart public policy" by allowing the short-line industry to maximize its own investment in rail infrastructure, Baker said. It also would affect thousands of U.S. businesses — particularly in rural and small towns — that rely on rail as an option to compete in the national and international economies. And, the measure would benefit employment and growth among rail suppliers, he said.

FRA approves Virginia higher-speed rail project's environmental plan

The Federal Railroad Administration (FRA) has signed off on the environmental impact statement (EIS) for the proposed higher-speed intercity passenger-rail project between the District of Columbia and Richmond, Virginia, the state's Department of Rail and Public Transportation (DRPT) announced yesterday. The FRA’s "record of decision" completes the EIS study process and makes the project eligible for additional federal funding to advance its planning.“Now that environmental clearance is complete, construction of additional rail capacity in the northern Virginia region can begin,” said DRPT Director Jennifer Mitchell in a press release.In 2014, DRPT was awarded a $44 million federal grant, funding nearly 80 percent of EIS study costs. Additional investments from Virginia and CSX Corp. enabled DRPT to also complete preliminary engineering and 30 percent of design of the 123-mile, CSX-owned and operated rail corridor between Chesterfield County and the approach to the Long Bridge over the Potomac River in Arlington County, Virginia.Amtrak and Virginia Railway Express use the corridor.The project is aimed at increasing passenger train speed and capacity parallel to the congested Interstate 95 corridor, as well as accommodating future freight-rail growth opportunities at the Port of Virginia in Norfolk, officials said.

Enviro Tech Chemical Services Inc. (ETCS) has announced plans to build an $8 million chemical manufacturing facility in the Levelland Industrial Rail Park in Levelland, Texas. A groundbreaking ceremony is scheduled for Sept. 20.

The 243-acre industrial park is served by Watco Cos. LLC's Lubbock and Western Railway, which interchanges with BNSF Railway Co. in Lubbock, Texas.

The Pennsylvania Department of Transportation (PennDOT) yesterday announced it's accepting multimodal transportation fund (MTF) applications to help pay for improvements to railroads, transit facilities, roadways, bridges, park and ride facilities, and other transportation infrastructure in the state.

Eligible applicants include railroads, public transportation agencies, ports, municipalities, government entities, economic development organizations and business/nonprofit organizations. Projects that will be considered should coordinate local land use with transportation assets to enhance existing communities, PennDOT officials said in a press release.
