In memoriam: Former Amtrak leader Joseph Boardman

TriMet starts track grinding project

Tri-County Metropolitan Transportation District of Oregon (TriMet) crews today will begin a six-week rail profile grinding project on 25 miles of track along the MAX light-rail route. 

The grinding will be done overnight when trains are not running, according to a TriMet press release. Crews will begin in downtown Portland and work toward the Portland International Airport.

Ohio panel calls for grade crossing improvements by NS, short lines

The Public Utilities Commission of Ohio (PUCO) last week approved construction authorization from the Ohio Rail Development Commission directing Norfolk Southern Railway and two other railroads to make improvements at grade crossings in the state.The projects call for NS to upgrade LED lights and curbing at the Silver Street grade crossing in Marion, Marion County; and for R. J. Corman Railroad Group to install lights and gates at the Mt. Pleasant Road/Township road 424 grade crossing in Dover Township, Tuscarawas County, according to a PUCO press release.Additionally, PUCO approved construction of improvements to grade crossings along the Akron Barberton Cluster Railway (ABC). Those projects call for upgrading lights and gates at the Medina Line Road/County Road 2 grade crossing near Barberton, Medina County; upgrading to cantilever lights and gates at the Main Street grade crossing in Kent, Portage County; and upgrading lights, gates and locating warning devices closer to tracks at the Main Street/State Route 4 grade crossing in Wadsworth, Medina County.The PUCO evaluates Ohio’s public grade crossings to determine the need for installing active warning devices. Since the commission began implementing the evaluations, the annual number of train-motor vehicle crashes in Ohio has decreased from 356 in 1990 to 68 in 2017.

NS diverts Missouri traffic due to flooding

Norfolk Southern Railway is continuing to address service interruptions due to flooding conditions in Hannibal, Missouri, the Class I announced yesterday.

The situation is requiring NS traffic between Decatur, Illinois, and Kansas City, Missouri, to be diverted and operated via St. Louis, NS officials said in an operations alert to customers. Conditions along the route are expected to improve by April 14.

CN schedules rail projects in Illinois, Louisiana, Tennessee and Wisconsin

CN announced yesterday it has budgeted $505 million for capital projects this year in Illinois, Louisiana, Tennessee and Wisconsin.

In Illinois, CN will spend $190 million to expand and maintain its infrastructure in state. Planned expansion projects will include development of a positive train control (PTC) system and adding capacity to the Joliet Intermodal Terminal.

SMART TD's Whitaker succeeds Wier as VP

The SMART Transportation Division has announced that John Whitaker has been named vice president to succeed David Wier, who retired April 1.

Most recently, Whitaker served as an alternative vice president for SMART TD, according to a press released issued by the union. He began his railroad career in 1997 when he joined CSX as a conductor. In 2002, he became certified as an engineer and was elected local chairperson for Local 1106 in Rocky Mount, North Carolina.

SEPTA revamps fare evasion enforcement

The Southeastern Pennsylvania Transit Authority (SEPTA) next month will implement changes to its fare evasion enforcement program, including violation processing, fines and penalties. Under the new program, SEPTA police will process first offense violators administratively and assess a $25 fine instead of issuing a criminal citation and requiring a court hearing. The streamlined process aims to reduce the court system's caseload, officials said in a SEPTA press release.“[The program] imposes a reasonable fine to someone who makes a mistake and wants to be able to pay it, move on with their life and not have a criminal charge on their record. At the same time, it enables us to focus more on chronic offenders — and should send a message to all would-be violators that SEPTA is serious about enforcement,” said SEPTA Police Chief Thomas Nestel.Repeat offenders may be banned from riding SEPTA and face criminal charges.Individuals who receive four violations and don't pay their fines will be considered chronic offenders and banned from entering SEPTA property or using transit services for one year. Those who violate this stay-away order will be arrested for misdemeanor defiant trespass, according to SEPTA.

Texas lawmakers endorse high-speed rail project in STB letter

Several U.S. House members representing Texas districts have written to the Surface Transportation Board (STB) in support of Texas Central's Dallas-to-Houston high-speed rail project.

U.S. Reps. Colin Allred (D-Texas) and Eddie Bernice Johnson (D-Texas) led the bipartisan group in support of the proposed project. In the 115th Congress, which ended last year, several members had indicated their support for Texas Central's plan, the April 2 letter stated.

Port of Beaumont opens terminal overpass to improve traffic flow

The Port of Beaumont, Texas, has opened its Orange County Terminal Overpass, which was designed to improve access into a liquid bulk transload facility operated by Jefferson Energy Cos.

The overpass, which opened late last month, will allow for a more efficient flow of passenger vehicles and freight trucks without impeding safe movement of railroad traffic, port officials said in a press release.

STB to review petition to amend rail performance reporting rules

The Surface Transportation Board (STB) has opened a rule-making proceeding in response to a petition from the American Chemistry Council to amend the board's railroad performance data reporting rules.In a filing last week, the STB stated that by opening the proceeding, it is not ruling on the petition's merits but is seeking more information about several issues raised in it as well as in a reply from the Association of American Railroads (AAR).In December 2018, the ACC filed the petition asking that the STB amend its railroad performance rules that require all Class Is and the Chicago Transportation Coordination Office, through its Class I members, to report certain service performance metrics on a weekly, semiannual and occasional basis.The ACC asked the board to modify its rules to include chemical and plastics traffic as a distinct reporting category, as well as make other reporting changes. The ACC argued that shippers benefit from the board's existing rules and ACC members use the data to identify, monitor and respond to service issues. Access to performance data also helps ACC members to hold "collaborative discussions with carriers and allows shippers to suggest service adjustments," according to the STB filing.On Jan. 28, the AAR filed a reply to the ACC's petition, arguing that additional commodity-specific reporting should not be adopted. Among other things, the AAR argued that amending the STB's performance reporting rules would impose ongoing costs on railroads, which would have to make programing changes to their systems in order to comply.The STB is asking the ACC and AAR to provide additional information on the issue by May 6. Other interested stakeholders may file comments addressing the information requests by May 6, the STB filing stated. Replies will be due by May 20.

Rail supplier news from Pandrol, Thales, Bombardier, STV, DSC and Siemens (April 5)

Pandrol appointed Eran Gartner to a newly created chief executive officer position as part of a reorganization of the company’s senior leadership. Gartner also will join the executive committee of Delachaux Group, Pandrol's parent company. Gartner has more than 20 years of  international rail engineering leadership experience, according to a Pandrol press release. He most recently was CEO of Megalim Solar Power Ltd. Gartner previously served stints as group senior vice president of strategy for Alstom and president of the systems division for Bombardier Transportation.

Thales completed its acquisition of Gemalto for $5.6 billion. Gemalto will form Thale’s digital identity and security division, according to a Thales press release. The acquisition will expand Thales' operations to 800,000 employees in Latin America, Asia, India and North America.

MTA Metro-North grants five new leases

MTA Metro-North Railroad has granted five new leases to bring dining and shopping options to passengers at Mt. Kisco, Purdy’s, Hastings-on-Hudson, Peeksill and Tarrytown stations in New York.

The tenants will provide $193,000 annually, as well as build cleaning and upkeep valued at $90,000, bringing the total value of the leases to $283,000 annually, according to an MTA press release.
