Caltrain drafts policies to increase rail service availability

Caltrain released a draft framework of policies to provide guidance as the agency works to ensure the California passenger-rail service's availability during the COVID-19 pandemic.

The framework outlines policy recommendations for the system that will make it more accessible and connected, as well as expand service to low-income individuals and communities of color that historically have been under- represented in the system’s ridership, Caltrain officials said in a press release.

ASLRRA 'pleased' with rail funding levels in appropriations bill

The House Appropriations Committee yesterday passed a bill that contains encouraging funding levels for infrastructure programs that would help short lines and regionals, according to the American Short Line and Regional Railroad Association (ASLRRA).The fiscal-year 2021 Transportation, Housing and Urban Development and Related Agencies (T-HUD) legislation funds the U.S. Department of Transportation, the Department of Housing and Urban Development and other related agencies."An encouraging spirit of bipartisan cooperation was evident in the crafting and consideration of this bill," said ASLRRA President Chuck Baker. "As a result, this bill provides a framework for future consensus legislation that can be signed into law."ASLRRA officials are "pleased" that the legislation includes "robust" funding levels for the Consolidated Rail Infrastructure and Safety Improvements (CRISI) and Better Utilizing Investments to Leverage Development (BUILD) grant programs, as well as for the Short Line Safety Institute's activities, Baker said."Beyond the regular FY21 appropriations, we are encouraged that the committee included additional CRISI funding for rail as part of the effort to jump-start the economy, acknowledging the role short-line freight railroads can play in an economic recovery," said Baker. "Since inception, and throughout the COVID-19 pandemic, short lines have used the CRISI grant program to improve rail safety and efficiency, supporting railroad and supplier jobs in communities across the country." The bill calls for $158.3 billion in base budgetary resources, according to a press release issued by Appropriations Committee Chairwoman Nita Lowey (D-N.Y.). The legislation includes $75.9 billion in discretionary funding, an increase of $1.7 billion above the FY2020 enacted level and $16.8 billion above President Trump's 2021 budget request. Consistent with the Democrats' INVEST in America surface transportation legislation, the bill includes budgetary resources for surface transportation programs totaling $78.7 billion.In addition, the legislation provides $75 billion to support the economic recovery from the coronavirus pandemic by investing in transportation and housing infrastructure.The bill report can be read here.

OIG: Amtrak needs to better define police department's role, priorities

Amtrak has not reached a consensus on the role and priorities of its police department, Amtrak's Office of Inspector General (OIG) found in a new report released earlier this month.In addition, the railroad can't ensure that the department is of the right size and composition to meet its needs, the report stated.Amtrak has improved oversight of the its police department, such as establishing a security steering committee and approving a railroad-wide security strategy for fiscal-year 2020, OIG officials said in a press release.However, Amtrak executive leadership has not resolved all issues related to the Amtrak Police Department's role and priorities, they said. For example, Amtrak officials have debated whether officers should provide a more visible presence on trains or in stations, and whether the department should focus on traditional policing or improving the rider experience.In recent years, Amtrak has increased and decreased the police department's size without fully assessing the railroad's risks and needs. As a result, the OIG developed a list of eight key practices for rail police management to guide its department analysis, including a process for determining the size of a rail police department.To address its findings in its report, the OIG recommended that Amtrak determine and formalize the full scope of the police department's role and priorities, then develop and employ a data-driven, risk-based process to determine the department's optimal size.Additionally, the OIG recommended Amtrak officials examine the potential use of alternative staff across the department to determine appropriate staffing composition and reevaluate goals and metrics to ensure they align with the Amtrak Police Department's established role and priorities.

DART receives rail delivery for Silver Line

Dallas Area Rapid Transit (DART) announced that long portions of steel rails were delivered last week to Addison, Texas, for the agency’s planned Silver Line, a regional-rail service between Plano and Dallas/Fort Worth International Airport. 

Manufactured by Steel Dynamics Inc. in Indiana, the rail arrived in north Texas by special train as part of an overall shipment of 50 rail segments.

AAR poll: A majority of Americans support freight rail's role in U.S. economy

A majority of U.S. adults agree that the freight-rail industry is critically important to the nation's economy, according to a new poll conducted on behalf of the Association of American Railroads (AAR).

Conducted by Morning Consult, the poll also found that 75 percent of respondents view the freight-rail industry as safe, AAR officials said in a press release.

A coalition of the nation's largest transit agencies yesterday requested $36 billion in emergency federal funding as part of a new COVID-19 pandemic relief bill.

In a virtual press conference and "rally" held yesterday, public transportation industry leaders said that the $25 billion agencies received under the federal Coronavirus Aid, Relief and Economic Security (CARES) Act in March is running out and more funding will be necessary to help them continue providing passenger-rail and other transit services.

Dachser Peru has delivered two locomotives to a major railroad customer in Peru. The units initially were received at the Port of Houston and then delivered to the customer facility in Lima. “Managing all the steps of this type of heavy-lift cargo project can be quite challenging; however, Dachser was able to manage the transport and delivery process without any issue to the full satisfaction of our customer,” said Eduardo Rey, managing director of Dachser Peru, in a press release.

Colliers International has completed the acquisition of a controlling interest in Maser Consulting P.A., an engineering design and consulting firm. The business will be rebranded as Colliers Engineering Services by first-quarter 2021. Maser’s senior leadership will remain significant shareholders of the business. Colliers is a global commercial real estate services and investment management firm.

Metrolink last week completed installation of two hand sanitizing stations on each of the Southern California’s 215 passenger-rail cars.

The sanitizer installation was prompted by rider requests. In a recent survey, Metrolink officials found that having hand sanitizers on all cars was the top requested amenity necessary to help make passengers feel comfortable while riding trains during the COVID-19 pandemic, Metrolink officials said in a press release.

Study shows major diversion of freight from rail to roads if bigger trucks allowed

A new report commissioned by the Coalition Against Bigger Trucks (CABT) highlights how legislation allowing bigger and heavier trucks on the nation's highways would result in a "major diversion" of freight from rail to roads.

The study shows some scenarios in which intermodal traffic would be reduced by 20 percent to 25 percent and railroad carload traffic by as much as 20 percent. Other scenarios show that both intermodal and certain railroad traffic could be reduced by nearly 60 percent, CABT officials said in a report summary.

The Port of Pascagoula, Mississippi, is slated to receive $6.6 million in Gulf Coast restoration funding for the Jackson County Port Authority's North Rail Connector project.

The award stems from state legislation that details projects to benefit from BP oil spill funding. The North Rail Connector is new construction of 4,300 feet of rail to connect the rail bridge over the Escatawpa River to the recently relocated Mississippi Export Rail Line, which is now completed, port officials said in a press release.

Rail union urges Class Is to start COVID-19 testing, tracing

Brotherhood of Maintenance of Way Employes Division-IBT (BMWED) President Freddie Simpson is asking all Class I and Conrail chief executive officers to immediately institute testing and tracing of the coronavirus among all their employees.The measures should include daily temperature testing and the application of other stringent safeguards, union officials said in a press release.Simpson wrote to the executives earlier this month after four BMWED members died from COVID-19, the disease caused by the coronavirus. Hundreds of other employees have been affected by the virus, union officials said."The pandemic is not slowing nationally," they said in the press release. "We understand that train service must continue. We remain willing, as always, to work to that goal. But, we will not be sacrificial pawns to railroads who resist implementing screening and tracing procedures that would greatly help control COVID-19 spread."Simpson's letters to the Class I executives mirror those sent to Amtrak and Metra in late June.Letters were sent to BNSF Railway Co.'s Carl Ice, CN's JJ Ruest, Canadian Pacific's Keith Creel, CSX's James Foote, Kansas City Southern's Patrick Ottensmeyer, Norfolk Southern Railway's James Squires, Union Pacific Railroad's Lance Fritz and Conrail's Timothy Tierney
