GCRTA study recommends fare policy changes

The Greater Cleveland Regional Transit Authority (GCRTA) rail, bus and paratransit riders pay too much for transferring between service lines in the agency’s current fare structure, according to a recent analysis conducted by LTK Engineering Services Inc.

The study found that riders, especially minorities and people with low income, pay “excessively” for transfers under GCRTA’s current fare structure, and that they are not purchasing the “best choice” fare option for their trips.

VIA Rail posts ridership increase during long August weekend

VIA Rail Canada Inc. logged more than 94,900 passenger boardings over the long Aug. 1-6 weekend, an increase of 3,300 passengers compared to the same period last year. 

The 3.7 percent increase in ridership marks the sixth consecutive year of increases for the six-day holiday, VIA Rail officials said in a press release.

NTSB reports probable cause in fatal 2018 MARTA accident

The National Transportation Safety Board (NTSB) last week determined the probable cause of a fatal Metropolitan Atlanta Rapid Transit Authority (MARTA) train incident in 2018 was a flagperson moving equipment outside of a restricted area without authority and on-track protection.

The incident occurred June 3, 2018, when a MARTA northbound train struck on-track equipment about 120 yards north of the Medical Center Station near Sandy Springs, Georgia, according to an NTSB accident brief.

Metro Transit-St. Louis names public safety team

Metro Transit-St. Louis last week selected three hires to lead the system’s public safety team: Stephen Berry, Kevin Scott and Vernon Summer.

The team will assume responsibility for Metro Transit’s security operations from MetroLink General Manager Scott Grott on Sept. 9. Grotto has been overseeing daily operations for public safety on an interim basis for the past seven months, Metro Transit officials said in a press release.

Brotherhood of Locomotive Engineers and Trainmen (BLET) members on July 30 ratified a new four-year contract with the Southeastern Pennsylvania Transportation Authority (SEPTA) that governs rates of pay, work rules and health care benefits for 200 locomotive engineers.

The contract, which was ratified by 96 percent of BLET members, includes a 2 percent general wage increase, BLET officials said in a press release.

The International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART) elected Jeremy Ferguson president of the Transportation Division (TD) at the union's second convention Aug. 11.

Ferguson was elected TD vice president at SMART TD's first convention in 2014. A member of Local 313 in Grand Rapids, Michigan, Ferguson started his career in railroading in 1994 as a conductor at CSX in Grand Rapids. He was promoted to engineer in 1995, according to his biography on SMART TD's website.

During the visit, Kelly met with Asphalt President Charles Gallagher, senior company executives and employees, community leaders and rail industry representatives to discuss the importance of passing a surface transportation reauthorization bill.

Canada announces rail project funding to increase access to CP, CN lines

Transport Canada late last week announced it will fund CA$12.4 million for two rail projects to improve rail capacity, reduce traffic bottlenecks and increase competition by offering shippers access to two railroads.The first project will involve upgrading Great Sandhills Railway's track running from Burstall, Saskatchewan, to Canadian Pacific's mainline outside Swift Current, Saskatchewan. The upgrade will help customers move their goods to port for export more efficiently, as well as accommodate future growth in their operations, Transport Canada officials said in a press release.The second project is designed to reduce congestion on CP and CN mainline track along the Edmonton corridor. The work will entail construction of three loop tracks as well as a repair shop at North West Terminal near Unity, Saskatchewan. That work will increase rail traffic volume, improve flow and the performance of the transportation network by offering efficient access to the Class Is' mainline tracks, government officials said."These improvements will increase transportation options for the community, help businesses get more products to market, and create quality jobs," said Ralph Goodale, Canada's minister of public safety and emergency preparedness.

From the editor: Rail-car orders and a sign o' the 'puzzling' times

Rail-car order activity can be an indicator of the rail industry’s economic health. But in the current economic environment, which CSX President and CEO James Foote last month called “one of the most puzzling” he’s experienced, I’m hesitant to suggest that the most recent car-order figures serve as a sign of good or not-so-good things to come in rail country. But the order activity hasn’t been much to write home about.

LA Metro expands bike share program

The Los Angeles County Metropolitan Transportation Authority (LA Metro) yesterday announced it will launch its bike share program in North Hollywood, its busiest transit hub. 

All Red Line rail stations and Orange Line bus stations will be served by the program, now that 16 new bike share stations have been installed in North Hollywood, Toluca Lake and Valley Village, LA Metro officials said in a press release.

Lawmakers seek more information on proposed LNG-by-rail permit

House Transportation and Infrastructure Committee Chairman Peter DeFazio (D-Ore.) and U.S. Rep. Tom Malinowski (D-N.J.) have asked federal officials for an update on a special permit request by Energy Transport Solutions LLC to transport liquified natural gas (LNG) by unit train.The U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) announced in June that Energy Transport Solutions had applied for a special permit to transport LNG in unit trains of tank cars. The public comment period on the permit request has closed.DeFazio and Malinowski now are seeking follow-up information about the permit request. Both lawmakers have "serious concerns about the rush to allow LNG to be transported by rail when so little is known about the public safety risks," according to a press release issued by the Transportation and Infrastructure Committee.In a letter to PHMSA Administrator Howard Elliott, DeFazio and Malinowski asked that if PHSMA is still considering the special permit before it receives the safety test results, then a revised draft permit should be made available to the public with the operating conditions that PHMSA and the Federal Railroad Administration are considering before the special permit is finalized."The requested special permit presents unique and substantial risk to the safety of the public and the environment," the letter stated. "Should even one rail tank car get punctured, the results could be catastrophic."Last month, DeFazio attached an amendment to appropriations bill H.R. 3055 that would prohibit the U.S. transportation secretary from finalizing a rulemaking and issuing a special permit for LNG to be transported by rail. In April, President Donald Trump issued an executive order calling for LNG to be moved through the United States in rail tank cars within 13 months. On June 6, PHMSA advanced a plan to authorize six trains, of 100 or more tank cars, to move LNG for export.

Last month, SCPA handled 210,542 20-foot equivalent units (TEUs) at the Wando Welch and North Charleston container terminals and 119,700 pier containers, both numbers up 5 percent from a year ago, SCPA officials said in a press release.

CN, CSX announce new intermodal service

CN and CSX yesterday announced a new intermodal service that will be offered between CN's greater Montreal and southern Ontario areas, and the CSX-served ports of Philadelphia, New York, New Jersey and New York City.The new service aims to convert long-haul trucks to interline rail services, said Keith Reardon, CN's senior vice president of consumer product supply chain, in a press release."Trains will run directly into the heart of the metropolitan markets of Toronto and Montreal via CN intermodal yards, making this partnership a natural opportunity for both railroads," Reardon said.Offering all-rail intermodal service from the East Coast to Montreal and Canada aligns with CSX objectives for providing faster and more efficient service, while positioning both CSX and CN for future growth, said Mark Wallace, CSX executive VP of sales and marketing.Said CSX President and Chief Executive Officer Jim Foote: "Answering a need expressed by our customers, this new service positions us to capture market share from trucks and increases capacity in these expedited lanes, as larger container ships call at the Port of Philadelphia and Port of New York and New Jersey.”The freight market will increasingly depend on demand driven by consumers, and the rail industry has to provide intermodal service that can rival over-the-road options, said CN President and CEO JJ Ruest."This interline service fits perfectly with our strategic focus on feeding our unique network through organic and inorganic growth opportunities, including extending our reach into new geographic markets,” Ruest said.
