DCTA selects commuter-rail operations, maintenance contractor

The Denton County Transportation Authority’s (DCTA) board last month approved a contract with Rio Grande Pacific Corp. (RGPC) and subcontractor Stadler U.S. Inc. to provide operations and vehicle maintenance services for the A-Line commuter-rail service in northern Texas. 

Under the contract, which went into effect Oct. 31, RGPC is responsible for signaling, dispatching, maintenance of tracks and operations and communications. Stadler is responsible for maintaining DCTA’s rolling stock of 11 GTW DMU trains.

Moody's upgrades freight-rail industry outlook for 2021

Moody's Investors Service has upgraded its outlook for the North American rail industry from "negative" to "stable" as freight-rail volumes continue to recover from the pandemic-driven drop.Revenue is expected to grow by 4.25% to 6% over the next 12 to 18 months, as freight volumes improve, Moody's Vice President Rene Lipsch said in the firm's Oct. 29 research report."Nevertheless, the economic recovery remains tenuous and remains closely tied to the containment of the coronavirus," Lipsch said.Intermodal volumes, which fell 6.3% in the past 12 months, will drive the increase. Intermodal shipments have grown 1.8% in the past three months. Periods of low inventory tend to coincide with strong intermodal growth, with current low inventory levels leading to restocking at warehouses and distribution centers to meet consumer demand, Lipsch said.Coal volumes, which plunged nearly 25 percent over the past 12 months due to low natural gas prices, will decline at only a single-digit pace or be flat over the next 12 to 18 months, according to the report. An expected increase in demand for electric power generation and currently higher natural gas prices are likely to lead to a partial recovery in U.S. coal production, according to Moody's.Moody's also expects shipments of most other types of freight to — except for petroleum products — to increase next year. Grain shipments have climbed 10% over the past few months and are expected to grow at a high single-digit rate for the foreseeable future.

Legislation would end cut to railroad unemployment benefits

U.S. Sens. Rob Portman (R-Ohio) and Amy Klobuchar (D-Minn.) last week introduced the Railroad Employee Equality and Fairness Act, which would end the sequester on the Railroad Retirement Board's (RRB) Unemployment Insurance Account.Under the Budget Control Act of 2011, and a subsequent sequestration order to implement mandatory spending cuts, railroad unemployment benefits have been reduced by a set percentage that is subject to revision at the beginning of each fiscal year. The sequester, as it relates to the RRB, continues until fiscal-year 2030.Without the legislation, it is expected that the sequestration will result in a 5.7% reduction in railroad unemployment benefits through FY2030, the senators said in a press release.Since most interstate railroad workers' payroll taxes are diverted to the RRB, unemployed railroad workers are not eligible for federal unemployment insurance benefits, which was not subject to the sequester. This has resulted in railroad workers taking a cut in expected benefits that the general public was not subject to, the senators said.The current situation is particularly concerning during the pandemic, they said."This legislation would remove the harmful sequester that largely singled out railroad workers' unemployment benefits during the ongoing COVID-19 pandemic," said Portman. "The impact of the sequester has meant these railroad workers have not received the full unemployment insurance benefits that are due to them."In 2019, the RRB received 35,030 unemployment claims. As of September, the board has received 133,899 claims, nearly a fourfold increase."Our workers are facing enormous challenges due to the coronavirus pandemic and railroad workers have been hit particularly hard," Klobuchar said.

BLET reaches tentative pact with NYS&W

The Brotherhood of Locomotive Engineers and Trainmen (BLET) yesterday announced they've reached a tentative labor agreement with the New York, Susquehanna & Western Railway (NYS&W).

The contract would govern rates of pay and work rules for about 45 members.

Virginia's Newington Bridge project to separate passenger, freight trains

Virginia Department of Rail and Public Transportation (DRPT) officials yesterday provided more details on the Newington Road Bridge project in Fairfax County, which will be funded in part by a $14.4 million federal grant awarded last week.

The $37 million project calls for replacing the existing, substandard two-track railroad bridge with a new, publicly owned two-track structure over Newington Road in Lorton, Virginia, and a new two-track rail bridge for use by CSX trains. The result will be a four-track structure that separates passenger and freight service, and provides continuity of corridor operations for both types of service while construction is underway, DRPT officials said in a press release.

New Jersey Transit is seeking developers to design and build transit-oriented development (TOD) projects on NJ Transit properties located in Jersey City and Woodbridge.

The agency is accepting statements of qualifications and expressions of interest in developing 2 acres on Communipaw Avenue in Jersey City, near the Liberty State Park Hudson-Bergen light-rail station; and 12 acres  located adjacent to the Metropark Station on the Northeast Corridor Line.

STB: CN can't unilaterally designate CP interchange at Clearing Yard

CN's Wisconsin Central Ltd. cannot unilaterally designate the Belt Railway Co. of Chicago's (BRC) Clearing Yard as the location where it will receive traffic in interchange with Canadian Pacific's Soo Line Railroad Co., the Surface Transportation Board ruled last week.

In April, CN/Wisconsin Central petitioned the STB for a declaratory order on a long-running disagreement with CP/Soo Line concerning interchange operations in the Chicago area. CN asked the board to determine whether CN had the right to designate the Clearing Yard, which BRC owns, as the point where the railroads may interchange and who should pay for the interchange costs.

IANA: Intermodal traffic turns a corner in Q3

Third-quarter 2020 intermodal volumes rose 1.2% to 4,719,462 units compared with the same period a year ago, according to the Intermodal Association of North America's (IANA) Intermodal Quarterly report.Year over year, international intermodal volume fell 6.5% to 2,290,299 containers, while domestic volume rose 9.8% to 2,103,361 containers. Trailers climbed 9.8% to 325,802 units during the quarter."Inventory replenishment and increasing e-commerce activity, along with some capacity constraints on the trucking side, have helped intermodal to turn the corner this quarter," said IANA President and Chief Executive Officer Joni Casey in a press release. "This trend is expected to continue, but dependent on the ongoing impacts of COVID-19."The seven highest-density trade corridors, which collectively handled more than 60% of total volume, were collectively up 1.9% in the quarter. Three recorded gains: the Midwest-Southwest and the Northeast-Midwest, both at 6.6%, and the South Central-Southwest, at 4.9%. The remaining four corridors logged losses: Trans-Canada was down a slight 0.7%; Intra-Southeast declined 1.5%; Southeast-Southwest fell 5.4%; and Midwest-Northwest dropped 13.6%.

Hitachi Ltd., Hitachi Rail STS SpA and Mitsubishi Corp. have signed an $883 million contract with HPH Consortium, the prime contractor for Panama Metro’s Line 3 in Panama City. Under the contract, Hitachi and Hitachi Rail will provide 28 six-car vehicles (168 cars), the signaling systems, telecommunication systems, power systems, control center, platform screen doors and depot equipment for the monorail. Mitsubishi will manage the project's administration. Line 3 is a 15.5-mile, elevated double-track system that will cross over the Panama Canal. It will include 14 stations and open in 2025, Hitachi officials said in a press release.

Hatch completed its merger with LTK. The integration of Hatch and LTK will allow Hatch to broaden its U.S. capabilities and deliver solutions to clients globally, Hatch officials said in a press release. LTK’s focus on rail and rail systems combined with Hatch’s integrated, multidisciplinary transportation expertise will provide clients with comprehensive options across the entire supply chain and lifecycle of their operations, officials said. AEC Advisors initiated the merger transaction and served as the financial advisor to Hatch.

BLET’s Verna succeeds Tolman as VP, national legislative rep

The Brotherhood of Locomotive Engineers and Trainmen (BLET) appointed Vincent Verna as the next vice president and national legislative representative, effective Nov. 5. Verna will succeed John Tolman, who is retiring after a 50-year career in railroading.Tolman joined BLET in 1980, and since then has held several positions in the BLE International and BLET National Division Office, including education and training coordinator, safety task force coordinator, chief of staff and political director. Over the past 14 years as VP and national legislative representative, Tolman's accomplishments helped improve the quality of life and working conditions for BLET members and U.S. railroaders, BLET officials said in a press release.Tolman's office has helped introduce legislation across at state and local levels, including the recent passage of two-person crew bills in several states, union officials said.Verna has served as regulatory affairs director since 2011. He joined BLET in 1995, and has served in various positions including BLET Division 28 chairman and legislative representative.

The vote passed narrowly by 3-2, with some officials saying the $100 million project wouldn’t payoff and that it would put a burden on county taxpayers, the Orlando Sentinel reported.

Canada's TSB adds 'unplanned railway movements' to safety Watchlist

The Transportation Safety Board of Canada (TSB) last week released its Watchlist 2020 list of eight key safety risks that require government or industry attention, including the risk of unplanned or uncontrolled movements of railway equipment.

The list is compiled as a result of hundreds of investigations, compelling findings, data and active TSB recommendations, board officials said in a press release. The list evolves each year, with the TSB removing some risks and adding new ones as they arise.

STB issues environmental document for proposed Utah rail line

The Surface Transportation Board's (STB) Office of Environmental Analysis last week issued a draft environmental impact statement (DEIS) for the proposed Uinta Basin Railway in Carbon, Duchesne, Uintah and Utah counties in Utah.The Seven County Infrastructure Coalition is seeking the STB's authority to construct and operate the proposed rail line, which would extend 85 miles from two terminus points in the Uinta Basin near South Myton Bench and Leland Bench to an existing Union Pacific Railroad line near Kyune, Utah.The DEIS evaluates the potential environmental impacts of the proposed rail line, and recommends the Whitmore Park alternative as the environmentally preferred alternative, STB officials said in a press release. The document also sets forth the preliminary recommended mitigation measures.Written comments are due Dec. 14.
