Metra contract crews next week will begin putting up steel support beams for a new Union Pacific North Line rail bridge over Irving Park Road in Chicago. 

In May, Judlau Contracting Inc. will begin to construct the bridge over the road’s eastbound lanes.

RTA names Goodin executive director

The Railway Tie Association (RTA) today announced the hiring of Ashley Goodin as its new executive director effective May 1.Goodin will succeed Jim Gauntt, who will work alongside the new director in a consulting capacity, RTA officials said in a press release.Goodin most recently serviced as technical director at the Architectural Woodwork Institute. He began his career in association management with the AWI Quality Certification Program in 2009, after owning and operating a small construction and millwork company for a decade.

The MTA Metro-North Railroad today closed the 120-year-old Third Avenue Bridge in Mount Vernon, New York, in preparation for demolition next week.  

The $10.4 million bridge replacement project will take 18 months to complete, MTA officials said in a press release.

California High-Speed Rail Authority to open worker development center

The California High-Speed Rail Authority (CHSRA) has partnered with the city of Selma to open a workforce development center that will offer pre-apprenticeship classes and hands-on construction training for Central Valley residents interested in working on the state's high-speed rail project.

Scheduled to open this summer, the center and its programs are aimed at serving military veterans, at-risk young adults, minority and low-income populations in the California counties of Fresno, Kings, Tulare, Kern, Madera and Merced, CHSRA officials said in a press release.

DeFazio: Use infrastructure investment to jumpstart economy

House Transportation and Infrastructure Committee Chair Peter DeFazio (D-Ore.) today expressed concern about a report that Senate Majority Leader Mitch McConnell (R-Ky.) is opposed to the idea of infrastructure investment as part of a future economic rescue package.News outlet Axios yesterday reported that McConnell, in a conference call with Republican senators, panned the idea of using a coronavirus stimulus bill to fund major infrastructure projects. The idea has been floated by President Donald Trump.DeFazio responded to the report by saying a massive infrastructure spending plan would help fire up a U.S. economy that's on the precipice of the worst downturn since the Great Depression of the 1930s."Just like the New Deal of the 1930s, the best way to restart our economy and put workers first is with a massive investment in the kind of infrastructure that will help future generations succeed — from better bridges and roads, to robust transit and passenger-rail service, to fully functioning ports and harbors, to modernized waste and drinking water systems and widely available broadband internet," DeFazio said in a prepared statement.

VTA revisits BART Silicon Valley Project tunnel design

The Santa Clara Valley Transportation Authority's (VTA) board earlier this month announced it will evaluate a new rail tunnel design for the Bay Area Rapid Transit (BART) Silicon Valley Phase II Project that will extend rail 6 miles into downtown San Jose and Santa Clara, California.

VTA will no longer pursue its original single-bore tunnel design with side-by-side tracks because the engineering team — which reached a 10 percent design level — indicated higher projected risks and costs beyond the funding available, agency officials said in a press release.

Hainesport Holdings formed Technical Rail Services (TRS), a new waste-by-rail company for the transportation of construction and demolition debris, municipal solid waste, contaminated soil and wastewater residuals. Neil Rogers joined TRS as president. Rogers has 20 years of experience in the rail industry, most recently as rail operations director for Epic.

Cisco announced its intent to acquire Fluidmesh Networks. Fluidmesh delivers wireless backhaul solutions for mission critical applications, including for high-speed rail and mass transit. The acquisition will accelerate Cisco’s industrial Internet of Things business and broaden reach to key customer segments, company officials said in a press release. The acquisition is expected to close in the fourth quarter of fiscal-year 2020.

MBTA revises contract for fare system upgrade

The Massachusetts Bay Transportation Authority (MBTA) Fiscal and Management Control Board yesterday amended its contract with the Cubic | John Laing consortium for a new fare collection system. 

The amended $935.4 million contract — an increase  of $212.1 million in project costs compared to the contract approved in 2018 — includes both the full capital cost of an upgraded fare system and a 10-year stream of operations and maintenance payments.

Michael Leue has begun his tenure as chief executive officer of the Alameda Corridor Transportation Authority (ACTA).

The ACTA's board in March chose Leue to lead the authority, which oversees the dedicated section of railway from the ports of Los Angeles and Long Beach to downtown Los Angeles. Leue has more than three decades of experience in leadership, management and design for ports, railroads and transportation agencies throughout the United States and internationally, ACTA officials said in a press release.

Federal stimulus funds allocated to Virginia transit agencies

The Commonwealth Transportation Board yesterday approved the allocation of nearly $100 million of the $456 million in federal public transportation relief funding apportioned to Virginia under the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act.The stimulus funds will enable local governments, small urban and rural transit agencies in Virginia to continue essential services and offset revenue losses related to the prevention, preparation, and response to the COVID-19 pandemic.The board amended Virginia Department of Rail and Public Transportation’s (DRPT) Fiscal-Year 2020-2025 Six Year Improvement Program to reflect the nearly $100 million in discretionary funding.The CARES Act funding comes in addition to the $11 million in emergency statewide operating funding that the CTB approved last month. That funding also helps Virginia public transit agencies to offset revenue and ridership losses and provide essential trips fare-free, DRPT officials said in a press release.

Pacific Ethanol Inc., a producer and marketer of low-carbon renewable fuels and high-quality alcohol products in the United States, earlier this month closed on its agreement to sell its 74 percent ownership interest in Pacific Aurora LLC to Aurora Cooperative Elevator Co. for a total valuation of $52.8 million.

"Aurora Cooperative is pleased to protect these local destination and rail markets for our farmer owners by gaining full ownership of these ethanol plants, elevator and rail assets," said Chris Vincent, Aurora Cooperative's president and chief executive officer, in a press release.

WMATA expands Orange, Silver line projects

Washington Metropolitan Area Transit Authority (WMATA) last week announced plans to expand two major projects this summer as the agency logs historically low ridership due to the COVID-19 pandemic.    

Under the expanded plan, WMATA will combine work to demolish and reconstruct platforms at four Orange Line stations with a separate project on the Silver Line to connect Metrorail to new "phase II" stations, which are being constructed by the Metropolitan Washington Airports Authority.

FHWA awards OLI grants for grade crossing safety education

The Federal Highway Administration (FHWA) last week awarded $200,000 in grants to 14 state Operation Lifesaver Inc. (OLI) programs to fund highway-rail grade crossing safety public education projects.The FHWA funds will be awarded to Operation Lifesaver programs in Arizona, California, Indiana, Louisiana, Minnesota, Missouri, Mississippi, North Carolina, New Jersey, New York, Ohio, Pennsylvania, South Carolina and Washington. Grants will fund campaigns that raise public awareness of the need for caution near grade crossings, and community events that deliver safety tips to motorists and professional drivers, OLI officials said in a press release.The approved grants were awarded through a competitive process. The selection was based on safety need, the number of highway-rail collisions in the state, and how the project’s proposal leverages federal funds with private partnerships.

ARCI: Rail-car orders, deliveries fell in Q1

American Railway Car Institute (ARCI) builders delivered 10,824 rail cars in first-quarter 2020, down from 13,171 units during the same period a year ago, the Railway Supply Institute's ARCI Committee announced last week.Rail cars delivered during Q1 declined from fourth-quarter 2019, when 14,727 units were delivered.The number of rail cars ordered in the first quarter declined to 6,172 units, compared with 9,663 units during the same period in 2019. Orders at the end of Q4 2019 were 8,464 units.Meanwhile, the rail-car backlog stood at 46,330 units as of April 1, down from 51,295 units on Dec. 31, 2019.

The Transit and Intercity Rail Capital Program (TIRCP) grants include $23.6 million to purchase eight light-rail vehicles, and $3.9 million to construct a new light-rail access tunnel on the north side of the multimodal Sacramento Valley Station (SVS) Transit Center.

FTA extends deadline for certifying safety plans

The Federal Transit Administration (FTA) is giving transit agencies more time to certify they've established a compliant Agency Safety Plan.Last week, the FTA issued a notice of enforcement discretion for the Public Transportation Agency Safety Plan (PTASP) regulation, which would have required agencies to meet compliance by July 20. The FTA's notice gives agencies until Dec. 31 to comply with and certify the requirements in the regulation."FTA acknowledges that operational challenges presented by COVID-19 are impacting agencies' ability to meet the compliance and certification requirements," FTA officials said in a press release.The PTASP requires transit agencies to incorporate Safety Management System policies and procedures as they develop plans to manage safety risks.The administration's PTASP Technical Assistance Center will remain available to assist states and agencies, they said.

Duos Technologies Inc. has been awarded a $1.8 million contract to provide its Rail Inspection Portal (rip®) to an undisclosed rail operation. The installation is expected to be completed by the end of the third quarter this year.  Duos believes this order is indicative of an increasing trend in the railroad industry of automating rail-car mechanical inspections, which have historically been conducted manually, company officials said in a press release.

Union Pacific Railroad has deployed RADWIN’s portfolio of Point-to-Point and Point-to-MultiPoint wireless connectivity solutions to help monitor and manage hundreds of remote rail yards through video surveillance networks.
