TNW Corp. has hired Bobby Franklin as general manager of the Texas North Western Railway (TXNW) in Sunray, Texas.

Franklin has extensive experience in the rail industry, most recently serving as vice president at the New Orleans Public Belt Railroad. His previous roles include chief transportation at the New Orleans railroad, as well as terminal manager and superintendent during a 12-year career at CSX.

MTA, unions reach COVID-19 benefits agreement

The Metropolitan Transportation Authority (MTA) earlier this week reached an agreement with its labor unions on family benefits for transportation workers who died of COVID-19.

The benefits include a payment of $500,000 from the MTA to the surviving family of any worker who lost their life as a result of COVID-19. The agency will also provide health insurance to the spouse and dependents of the worker for three years.

American Public Transportation Association (APTA) Chairwoman Nuria Fernandez has established a task force to guide the transit agency's recovery from the COVID-19 pandemic.

The APTA Mobility Recovery and Restoration Task Force will be led by Phillip Washington, chief executive officer of the Los Angeles County Metropolitan Transportation Authority and former APTA chair. Serving as task force co-chairs are Joanna Pinkerton, president and CEO of Central Ohio Transit Authority; and Paul Wiedefeld, general manager and CEO of the Washington Metropolitan Area Transit Authority.

FRA grants unions' request for extension to file certification petitions

The Federal Railroad Administration (FRA) has granted two rail unions' joint petition to extend time limits in which certain petitions for review must be filed with the Locomotive Engineer Review Board (LERB) and the Operating Crew Review Board (OCRB), the unions announced yesterday.Under FRA regulations governing certification of locomotive engineers, a petition seeking review of a railroad's decision to deny certification or recertification must be filed with the LERB no more than 180 days after the date of the railroad's denial decision. A petition seeing review of a railroad's decision to revoke certification must be filed with the LERB no more than 120 days after the date of the railroad's decision.Similarly, under FRA regulations governing certification of conductors, a petition seeking review of a railroad's decision to deny certification or recertification, or to revoke certification, must be filed with the OCRB no more than 120 days after the date of the railroad's denial decision.The Brotherhood of Locomotive Engineers and Trainmen (BLET) and the SMART Transportation Division (SMART-TD) filed their joint petition on March 30. The FRA on March 25 granted an identical extension for railroads to respond to petitions for review field with the LERB and the OCRB, union officials said in a press release.Under the terms of the April 7 waiver, the FRA granted temporary emergency relief from the 180- and 120-day filing deadlines. The deadline for any petition for review that's due to be filed during the waiver period is extended 60 days, union officials said.

The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) has awarded a three-year contract to RailWorks Corp. to provide track and maintenance services for the Metro SubwayLink and Light RailLink divisions, the company announced yesterday.

RailWorks' track services subsidiary will perform all minor, major and preventive track maintenance, as well as emergency response services on the 77 miles of Metro SubwayLink and Light RailLink track within the state's system.

TransLink is seeking federal and provincial emergency relief funding to offset expenses incurred by providing essential transit service in Vancouver, British Columbia, during the COVID-19 pandemic. 

TransLink is losing CA$75 million per month due to low ridership levels on its SkyTrain and bus networks, falling fuel tax revenue and fare suspensions on its bus system, agency officials said in a press release.

The California High-Speed Rail Authority (CHSRA) has extended until April 28 the public review period of the draft environmental impact report (EIR) for the Bakersfield-to-Palmdale section of the high-speed rail system.

The 15-day extension will allow stakeholders and the public to review and submit comments on the draft EIR during the COVID-19 pandemic, CHSRA officials said in a press release.

South Carolina Ports Authority revises FY2020 outlook

The South Carolina Ports Authority (SCPA) in March logged 13,870 rail moves at its Inland Port Greer and 1,614 at Inland Port Dillon.

The SCPA didn't announce year-over-year figures for March. However, Port Greer posted 113,790 rail moves so far in fiscal-year 2020 (July 2019 through March 2020), a 15 percent increase, and 24,507 rail moves at Port Dillon, up 17 percent compared with the same period a year ago, SCPA officials said in a press release.

FTA issues COVID-19 safety advisory

The Federal Transit Administration (FTA) yesterday issued a safety advisory aimed at reducing the spread of the coronavirus among transit employees and passengers.The advisory recommends that transit agencies develop and implement procedures and practices consistent with guidance from the Centers for Disease Control and Prevention and the U.S. Occupational Safety and Health Administration during the public health crisis.The guidance calls for the use of face coverings, as well as social distancing, frequent hand-washing and facility and vehicle cleanings.

California panel OKs tax-exempt bonds for XpressWest high-speed rail project

The California Debt Limit Allocation Committee yesterday approved $600 million in tax-exempt bonds for Brightline/Virgin Trains USA's XpressWest, a proposed high-speed rail route between Las Vegas and Southern California.

Internal Revenue Service guidelines allow Brightline/Virgin Trains to market up to four times the amount of the $600 million in bonding authority, for a total of $2.4 billion in tax-free, private equity bonds, the Las Vegas Review Journal reported.

Amtrak selected Skanska to rehabilitate three maintenance facilities for the next-generation Acela high-speed rail service on the Northeast Corridor between Washington, D.C., and Boston, Skanska announced today in a press release.

Under the $40 million contract, Skanska will make structural modifications and industrial equipment upgrades to three maintenance facilities built 20 years ago.

Honolulu Authority for Rapid Transit (HART) contractor Hitachi Rail late last month received four new rail cars for the transit agency's future passenger-rail system along Oahu’s south shore. 

With the new order, 11 four-car trains out of the agency’s 17 train order are being housed at HART’s rail operations center in Waipahu, Hawaii.

U.S. railroads are pushing against oil companies' increasing demand to store crude oil in rail cars, according to Reuters.Globally, storage space for crude oil could run out by mid-2020, according to IHS Markit, and most U.S. onshore storage is expected to fill by May, the news service reported.However, railroads including Union Pacific Railroad and BNSF Railway Co. are informing oil shippers they don't want them to move loaded crude trains to private rail-car storage facilities on their tracks due to safety concerns, Reuters reported, citing three sources in the crude-by-rail industry.The railroads are telling shippers that tank cars are not a prudent long-term solution for storing hazardous materials, such as crude oil, the sources said.

FTA publishes transit workforce protection recommendations

The Federal Transit Administration (FTA) last week published answers to frequently asked questions (FAQ) regarding recommended transit workforce protections during the pandemic, including personal protective equipment and social distancing practices.The FTA’s recommendations follow those from the Center for Disease Control and Prevention, including providing cloth face masks for frontline workers and disinfecting high-touch surfaces daily.The FAQ page was published as resource for Coronavirus Aid, Relief, and Economic Security (CARES) Act grantees. The CARES Act provides federal funding to help public transit agencies respond to the COVID-19 pandemic.

The Metropolitan Atlanta Rapid Transit Authority (MARTA) announced it will provide an additional 80 hours of paid sick leave to all employees affected by COVID-19, and a one-time payment of $500 to frontline employees.

MARTA last week modified its labor contract with the Amalgamated Transit Union (ATU) Local 732 to add the emergency paid leave. ATU Local 732 represents the majority of MARTA employees, agency officials said in a press release.

Metrolinx and Infrastructure Ontario last week selected Stantec to provide technical advice for the Hurontario light-rail project, which will connect Mississauga and Brampton, Ontario. 

As lead technical adviser, Stantec will provide design, construction and commissioning oversight of the 11-mile Hurontario light-rail line and a rail-car operation, maintenance and storage facility, Stantec officials said in a press release.
