Delaware-Lackawanna Railroad posts record carloads in 2019

The Delaware-Lackawanna Railroad Co. Inc. logged a record 9,690 carloads in 2019, a 2.5 percent increase compared with 2018, the Pennsylvania Northeast Regional Railroad Authority reported yesterday.

The railroad is the rail operator for all authority-owned lines in Lackawanna and Monroe counties.

Shanghai Keolis, a joint venture between Shanghai Shentong Metro Group and Keolis, earlier this week marked the opening of a 2.4-mile section tram line in Songjiang, China. The segment is the last to open in the 19-mile tram network, which Shanghai Keolis operates and maintains, Keolis officials said in a press release. The other segments opened in 2018 and 2019.

Miller Ingenuity entered into a contract to supply ZoneGuard, an electronic roadway worker protection system, to San Diego Trolley Inc. and the San Francisco Municipal Railway (MUNI). Each agency chose to purchase Miller’s portable system kits, which includes train detector modules, train alert modules and worker wearable devices. With the purchase of ZoneGuard, San Diego Trolley and MUNI have fulfilled a state requirement to comply with roadway worker protection rules and adopt early warning technology, Miller Ingenuity officials said in a press release.

MBTA restores Worcester Line following derailment

The Massachusetts Bay Transportation Authority (MBTA) last week resumed regular service on the Worcester Line following a Dec. 26 derailment that damaged track.

Crews from MBTA and its operating partner Keolis Commuter Services repaired rail, ties and switches on the line to restore regular service between Boston and Worcester, MBTA officials said in a press release.

Maryland DOT announces first Purple Line light-rail segment

The Maryland Department of Transportation Maryland Transit Administration (MTA) announced that the first part of its Purple light-rail line will run between New Carrollton and College Park, Maryland, by late 2022, The Washington Post reported

MTA officials previously announced that the first segment of the Purple Line would be constructed between New Carrollton and Bethesda, but didn’t name a western terminus.

Paceline Equity Partners LLC has acquired Progress Rail Equipment Leasing Corp. (PRELC) from Progress Rail, the companies announced today.

Terms of the transaction were not disclosed. PRELC is a leading lessor of railroad maintenance-of-way (MOW) equipment and services. Progress Rail is a subsidiary of Caterpillar Inc.

CN, CP under maximum grain revenue entitlements for 2018-19, agency rules

The Canadian Transportation Agency (CTA) ruled earlier this week that revenue of Canadian Pacific and CN were below their maximum grain revenue entitlements for crop year 2018-19.CN's grain revenue of CA$933,357,710 was CA$371,116 below its entitlement; and CP’s grain revenue of CA$862,734,965 was CA$764,101 below its entitlement, agency officials said in a press release.As both Class Is' revenue did not exceed their respective maximum entitlements, no overage-related payouts or penalties were assessed for this crop year, they said.The Canada Transportation Act requires the CTA to determine each railroad's annual maximum revenue entitlement and whether each entitlement has been exceeded. The maximum revenue entitlement is a form of economic regulation that enables CN and CP to set their own rates for services, provided the total amount of revenue collected from their shipments of western grain remains below the ceiling set by the CTA.

Canadian Pacific announced Dec. 30 that it has completed its acquisition of the Central Maine & Quebec Railway (CMQ), although the transaction remains subject to U.S. Surface Transportation Board approval.

The acquisition will provide CP customers with "seamless, safe and efficient access" to ports at Searsport, Maine, and to Saint John, New Brunswick, via Eastern Maine Railway Co. and New Brunswick Southern Railway, CP officials said in a press release.

Santa Clara VTA debuts Orange Line light-rail service

On Dec. 28, the Santa Clara Valley Transportation Authority (VTA) launched light-rail service on its new Orange Line, which runs between Mountain View and the Alum Rock Transit Center in San Jose, California.

The new line, which also connects with Bay Area Rapid Transit's light-rail service at Milpitas Station, is part of the agency’s redesigned transit service approved by VTA's board last year, VTA officials said in a press release.

Genesee & Wyoming Inc. announced on Dec. 30 the completion of its previously announced sale to affiliates of Brookfield Infrastructure Partners LP and GIC.Under the sale's terms, each issued Under the terms of the sale, each issued and outstanding share of G&W common stock converted into the right to receive $112 in cash, G&W officials said in a press release.As a result of the completion of the sale, G&W’s common stock ceased trading on the New York Stock Exchange prior to market open today and will no longer be listed for trading on the NYSE.“For our customers, employees, and Class I partners, the long-term investment horizon of Brookfield and GIC is perfectly aligned with the long lives of G&W railroad assets," said G&W Chief Executive Officer Jack Hellmann. "We look forward to building on G&W’s track record of safety, service excellence and commercial growth as we become an important component of a portfolio of global infrastructure assets."G&W announced in July 2019 that it would be acquired through a transaction valued at $8.4 billion, including outstanding debt.G&W owns or leases 119 freight railroads organized in locally managed operating regions with 8,000 employees serving 3,000 customers.

PATCO moves forward with elevator installation project

The Port Authority Transit Corp. (PATCO) earlier this month completed installation of a new elevator at Haddonfield Station in New Jersey, as part of a larger $31 million project to install elevators at all PATCO rail stations. 

Over the next two years, PATCO will install one elevator each at the Ashland, Westmont and Collingswood stations, and two elevators each at the City Hall and 12/13th & Locust stations.

Los Angeles County Metropolitan Transportation Authority (LA Metro) contracted crews on Jan. 10 will begin an eight-month street restoration project near the Little Tokyo/Arts District light-rail station as the agency advances its Regional Connector transit project, LA Metro officials announced last week. 

As part of the 1.9-mile underground light-rail extension project that will connect the Blue, Expo and Gold lines in downtown Los Angeles by 2022, crews built a temporary roadway near the Little Tokyo Station to facilitate excavation and construction of a tunnel under 1st and Alameda streets, LA Metro officials said in a press release.

WMATA review of service disruption finds safety violations

A Washington Metropolitan Area Transit Authority (WMATA) review of a Dec. 10 Red Line disruption identified two safety violations that resulted from human error and insufficient training.

The incident and review prompted immediate corrective action, as well as identified where additional training and supervisory oversight is required.

MTA solicits proposals for L Line tunnel wireless service

The Metropolitan Transportation Authority (MTA) last week issued a request for proposals to build and operate broadband wireless connectivity infrastructure in MTA New York City Transit’s (NYCT) subway tunnel under the East River. 

The infrastructure would allow NYCT riders to use phones and other devices between 1st Avenue and Bedford Avenue on the L Line, making it the first under-river tunnel in the subway system to receive full connectivity, MTA officials said in a press release.

U.S. freight-rail volume decline continued in Week 51

U.S. freight-rail traffic fell 10.5 percent to 507,589 carloads and intermodal units during the week ending Dec. 21 compared with the same week last year, according to Association of American Railroads (AAR) data.

Total carloads for the week tumbled 11.5 percent to 245,048 units, while intermodal volume declined 9.5 percent to 262,541 containers and trailers.

FAA proposes rule to better identify drones

The Federal Aviation Administration (FAA) last week announced a proposed rule that would require unmanned aircraft systems (UAS), or drones, to include remote identification technology so that law enforcement and federal security agencies can identify them while they are flying in their jurisdiction. 

The proposed rule calls for drones to have the ability to transmit identification and location information to other airspace users and people on the ground.

South Dakota DOT to negotiate sale of Sioux Valley Line

The South Dakota State Railroad Board earlier this month authorized the South Dakota Department of Transportation (SDDOT) to negotiate the sale of Sioux Valley Line to L.G. Everist Inc.The board made its decision after deliberating nine proposals it received for the purchase of state-owned rail lines. In June, the board authorized SDDOT to prepare packages for the purchase of any or all of the lines.In addition to authorizing SDDOT to enter negotiations with LG Everist for the acquisition of the Sioux Valley Line, the board decided to reject the other operating proposals that were received, state transportation officials said in a press release.Those offers included proposals on the Britton line, Mitchell to Rapid City (MRC) line, Napa to Platte line and the Wolsey Interchange. There were no proposals submitted for the Yale line located near Huron.With the rejection of the proposals, those lines will remain the state's property and will continue to be operated by the current lease/sublease holders, state officials said.The state acquired the rail lines after the 1980 Milwaukee Road embargo, which resulted in a bankruptcy filing and possible abandonment of the lines. Since acquiring them, the state has restored and expanded rail service along the lines.South Dakota Transportation Secretary Darin Bergquist said that state officials are pleased the board agreed to move forward with negotiations for the Sioux Valley Line."Although we are disappointed with the result of proposals for the other lines, we learned a lot by going through the process and feel there will be other opportunities for future solicitations," Bergquist said. "The goal is to get these rail lines back in the hands of private entities, as long as it is the best interest of the state of South Dakota."Final action on non-operating proposals and lease holder proposals that were received will be decided after negotiations are complete on the Sioux Valley Line, state officials said.

Vossloh Tie Technologies named Eliseo Bandala chief executive officer to succeed Peter Urquhart, who will retire Dec. 31 after a 40-year career. Bandala is a 23-year employee of Vossloh and its subsidiary Rocla Concrete Tie Inc. Previously, he was CEO of Cleveland Track Material and regional president of Vossloh North America. As CEO, Bandala will be responsible for all activities within Vossloh Tie Technologies, including Rocla and Austrak in Australia. He also will serve as president and managing director of Vossloh Fastening Systems North America. In other Vossloh news, Brett Urquhart was appointed executive vice president of sales and marketing, Vossloh officials said in a press release. Progressive Railroading named Urquhart a Rising Star in 2015. Transdev North America named Laura Hendricks president of Transdev Services to succeed Mike Setzer, who is moving into part-time retirement. Hendricks will be a member of Transdev’s North American Executive Committee and will report to CEO Yann Leriche. Previously, she held executive roles at XPO Logistics, Valspar and Merry Maids, and was chief executive officer and board member of Coach America. Setzer will serve as client and operational adviser to Leriche and Hendricks, Transdev officials said in a press release.Keolis Group will operate and maintain the future Line 1 of the Abidjan Metro in Cote d’Ivoire, the company announced in a press release. Keolis will ensure operational review of the system during the project's construction phase. The news comes after Cote d’Ivoire authorities approved a technical and financial offer submitted by the Societe des Transports Abidjanais sur Rail, an Abidjan rail transport company.TranSystems Corp. hired Greg Munden as southeast transit market sector leader and vice president. Munden has more than 15 years of experience in management, civil and rail engineering, and construction. He has provided civil and rail engineering design and program management services to Class I, industrial, high-speed, commuter, heavy transit and streetcar clients, TranSystems officials said in a press release. Munden serves on committees at the American Railway Engineering and Maintenance-of-Way Association and American Public Transportation Association.

New Orleans RTA restores some streetcar service

The New Orleans Regional Transit Authority (NORTA) late last week restored streetcar service to the Union Passenger Terminal Amtrak station in New Orleans.

Since October, NORTA’s streetcar has suffered service disruptions and suspension on four of five lines following the collapse of the Hard Rock Hotel that was under construction near Canal Street. The collapse killed three and injured more than 19 people, local media reported.
