Sound Transit drafts plan for connecting bus service to future light-rail station

Sound Transit earlier this week announced it has drafted a plan to connect bus service to the Link light-rail Red Line at the Northgate Station when it opens in 2021.

Drafted in collaboration with Community Transit and Smohomish County officials, the plan proposes a restructuring of current bus service to serve the Northgate station, providing connections to the University of Washington and downtown Seattle.

DART approves $9.6 million in Dallas street repairs

The Dallas Area Rapid Transit's (DART) board has approved $9.6 million in street repairs in Dallas, including those near light-rail service.The repairs will be part of 13 projects that include the design and construction of quiet zones around DART light-rail lines, sidewalk zones on DART bus routes and traffic signal priorities, as well as improvements to bus stops, pedestrian crossings and bus lanes.Dallas city officials will take the lead in procuring, constructing, supervising, inspecting and making any future changes to the repair plans, DART officials said yesterday in a press release.The repairs are part of an agency-approved street repair policy that permits DART to cooperate with service area cities to accomplish needed street repairs.

MTA taps McCord as chief transformation officer

The Metropolitan Transportation Authority (MTA) yesterday announced Anthony McCord will be chief transformation officer to lead the New York City agency’s first reorganization in 50 years.McCord has over 25 years of experience in industrial services and infrastructure roles focusing on transformation and change management, MTA officials said in a press release.Most recently, McCord worked at Veolia as site director at the University of Montreal Health Center. Previously, he was chief executive officer of the international division in the Middle East and in Canada at Bouygues Energies & Services, and held several leadership positions at Air Liquide Group and Cryolor SA. At MTA, McCord will be tasked with leading the systemwide reorganization that was mandated by New York State legislation to enact reforms to end waste, fraud and abuse.“I’m thrilled to join the MTA at this historic moment, and to lead the authority through a complete transformation that will reimagine the largest transportation system in North America for the future,” McCord said. “I look forward to getting to work so that we can focus on delivering improved service for our 2.5 billion annual riders through the transformative work ahead of us in the upcoming Capital Plan.”McCord’s selection is subject to MTA board ratification later this month, and he is expected to start his position in mid-December. He will report to the board.

Alaska Gov. Michael Dunleavy announced this week he's accepted the resignation of former Gov. Bill Sheffield and awarded him the title chairman emeritus of Alaska Railroad Corp.'s board in appreciation of his dedication to the railroad.

"Over the years, Gov. Sheffield has provided invaluable leadership and expertise to assist the board in weathering harsh economic realities and making the changes necessary to ensure the survival of the railroad as a tool for economic development in the state," said Dunleavy in a press release.

PATCO obtains BUILD grant to reopen Franklin Square Station

The U.S. Department of Transportation awarded the Delaware River Port Authority (DRPA) a nearly $12.6 million grant for the Port Authority Transit Corp. (PATCO) Franklin Square Station reopening project, the authority announced earlier this week.

The $30 million project calls for rehabilitating the Franklin Square rail station in Philadelphia, which has been shuttered since 1979. The project involves improvements to the station’s civil, structural, mechanical and electrical systems, DRPA officials said in a press release.

PANYNJ seeks public input on proposed 2020 operating, capital budgets

The Port Authority of New York and New Jersey (PANYNJ) this week unveiled its proposed 2020 operating and capital budgets for public review and comment.

The authority is proposing a $3.4 billion operating budget and a $3.6 billion capital budget, which includes $413 million for projects at the Port Authority-Trans Hudson Corp. (PATH) commuter railroad.

U.S. rail traffic fell in November's first week

U.S. freight-rail traffic got off to a slow start this month. Railroads logged 515,269 carloads and intermodal units for the week ending Nov. 9, down 5.9 percent compared with the same week in 2018, according to Association of American Railroads (AAR) data.

Carloads for the week totaled 248,905 units, down 5.1 percent, while intermodal volume totaled 266,364 containers and trailers, down 6.7 percent.

Alstom has delivered the first Coradia Stream trains to Trenitalia in the Italian regions of Veneto and Liguria. Veneto will receive a total of 31 trains and Liguria will obtain 15 trains. Deliveries will continue into 2020, Alstom officials said in a press release. The Coradia Stream is a single-deck electric multiple unit designed for regional lines. The Coradia Stream consumes 30 percent less energy than the previous train generation, officials said.

Tideworks Technology Inc. announced it will create an intermodal division located in Jacksonville, Florida. The intermodal division will enable the company to dedicate resources and continue investing in the research and development of new products and services for the global rail industry, Tideworks officials said in a press release. Mark Bromley was appointed vice president of intermodal to lead the division and oversee the testing, deployment and support of intermodal products and services. As part of the expansion, the company plans to relocate its existing Jacksonville office to a new location by Dec. 31 and hire additional staff focused on intermodal customers, technology and sales.

DART contractors begin field construction on Silver rail line

Dallas Area Rapid Transit (DART) yesterday announced that design-build contractor Archer Western Herzog will begin field construction Nov. 18 on the Silver Line, a future 26-mile regional rail line between Plano, Texas, and Dallas/Fort Worth International Airport. 

Initial work will consist of removal of abandoned rail along the right-of-way from the Dallas North Tollway in Addison to west of Synergy Park Road in Richardson, as well as relocation of AT&T utilities along Hillcrest Road from north of McCallum Boulevard to south of Wester Way.

KCS unveils new capital allocation policy

Kansas City Southern yesterday announced that its board approved a new capital allocation policy, calling for cash to be deployed to capital projects, strategic investments, the repurchase of shares and dividends.Under the new policy, 40 to 50 percent of cash will be deployed to capital projects and strategic investments, while 50 to 60 percent will go toward share repurchases and dividends, KCS officials said in a press release.In addition, the company plans from time to time to use additional debt to support the new policy and intends to manage its debt-to-EBITDA ratio in the low 2x range consistent with its current ratings of BBB from Standard & Poor’s and Fitch Ratings and Baa2 from Moody’s.Moreover, the board approved an increase in the quarterly dividend on KCS common stock to 40 cents from 36 cents per share payable Jan. 22, 2020, to stockholders of record as of Dec. 31.The board also approved a new $2 billion share repurchase program, expiring Dec. 31, 2022. The new program replaces the $800 million stock repurchase announced in 2017 under which KCS purchased $741 million of company stock.“Kansas City Southern is pleased to announce a new capital allocation policy that balances our objectives of: a) investing in future growth opportunities; b) delivering meaningful capital returns to our shareholders; and c) maintaining a desirable credit profile,” said KCS President and Chief Executive Officer Patrick Ottensmeyer.Also yesterday, the board declared a dividend of 25 cents per share on the outstanding KCS 4 percent non-cumulative preferred stock. The dividend is payable on Jan. 1, 2020, to stockholders of record as of Dec. 31.

Canadian Pacific announced yesterday that in October it broke its own record for Canadian grain and grain products moved in a single month, delivering 2.66 million metric tons (MMT).The Class I's previous grain-haul record was reached in April, when CP moved 2.64 MMT of Canadian grain and grain products."This record is a testament to ongoing collaboration with our customers and innovation within the grain supply chain," said Joan Hardy, CP vice president sales and marketing, grain and fertilizers, in a press release.CP also attributed the record-breaking haul to new high-capacity grain hopper cars now serving in CP's fleet, which increased the amount of grain carried in each rail car.CP now has more than 1,900 new high-capacity hopper cars in its fleet, with plans in place for another 1,400 cars by the end of 2020. The fleet will continue to grow in the years ahead as part of CP's $500 million investment in 5,900 new hopper cars. BNSF names Arizona & California Railroad 'Short Line of the Year'

BNSF Railway Co. yesterday designated Arizona & California Railroad (ARZC) as the Class I’s 2019 Short Line of the Year for a commitment to “safety, service, growth, investment and velocity.”

 A Genesee & Wyoming Inc. subsidiary, ARZC operates a 205-mile line running between Matthie, Arizona, and Cadiz, California. The railroad works with BNSF operating teams in Barstow, California, and Phoenix to handle 20,000 units of overhead traffic annually, BNSF officials said in a press release.

U.S. Transportation Secretary Elaine Chao announced $900 million in federal grants will be awarded to 55 surface transportation infrastructure projects in 35 states under the fiscal-year 2019 Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grants program.

The grants were awarded on a competitive basis to projects with a significant impact on their local or regional communities, U.S. Department of Transportation (USDOT) officials said in a press release.
